Confusion prevails over registration of clinics

Mangalore, March 4: As registration of medical establishments under the Karnataka Private Medical Establishments Act 2007 has become mandatory from March 1, confusion prevails as to whether the clinics are covered under the Act.

While the Act states that the medical establishments, including clinics, have to be registered, Medical Education Minister S.A. Ramdas during his recent visit to the city said Act was applicable only to hospitals with beds. Mr. Ramdas said he would clarify this in a video conference with Deputy Commissioners.

Nearly two weeks after his visit, the Minister was yet to issue clarification. However, the District Registration Authority headed by Deputy Commissioner is going ahead with implementation of the Act per se. “The Act is clear and it includes all medical establishments, including clinics. We have to implement it accordingly,” District Health Officer O.R. Srirangappa told The Hindu. He said out of 775 establishments inspected in Mangalore, 69 had been recommended for registration. Notices had been issued to 686 medical establishments, Dr. Srirangappa said.The Minister's announcement came after his interaction with doctors at the Father Muller Hospital during his recent visit.

He was told about the problem doctors operating in clinics faced in implementing the Act. A doctor pointed out to the Minister the difficulties of general practitioners in implementing the norms of the Act such as having separate toilets for men and women in a small clinic and having bio-waste disposable units.

The Indian Medical Association's Mangalore unit had taken up the cause of the clinics. “It's impossible for the current establishments (clinics) to add any facilities as stated in the Act. We have appealed to the Principal Secretary (Health and Family Welfare),” said K. Mukund, president of IMA Mangalore Unit, who is a member of the District Registration Authority. “Until we receive clarifications, our Executive Committee has asked me not to sign on any certificates issued by the registration authority,” he added. Efforts to contact Mr. Ramdas failed as his mobile phone was switched off. The office of the Minister said a circular would be issued within a week to all hospitals about the Act, including about the exclusion of clinics. The Principal Secretary (Health and Family Welfare), E.V. Ramana Reddy, said the Act was being implemented in letter and spirit. “If there has to be modifications there has to be modifications,” Mr. Reddy told The Hindu. Mr. Reddy said so far he had not received any representations about problem.

Bengaluru, Aug 8: Congress is confused on the Ram Mandir issue and in dilemma to take a firm stand fearing loss of Muslim or Hindu votes, according to BJP leader and Union Parliamentary Affairs Minister Pralhad Joshi.

"Congress opposed BJP's stand on constructing Ram Mandir in Ayodya, it called Lord Ram fictional and even decided to break the Ramsetu. Now, Congressmen are speaking the other way. Congress cannot think beyond vote bank politics which is in its DNA itself. Congressmen think that they are born to be in power," he said while speaking to media persons. 

He said that BJP is all for constructing a grand Ram Mandir peacefully and legally, due to its conviction and not for politics. Same was the case with the revocation of Article 370 for Jammu & Kashmir. Anti-national activities have comparatively come down now. 

Some people do not want everything going smoothly in the country, and Congress and Asaduddin Owaisi are among them, Joshi opined, adding that the Congress is merely frustrated.

Jeddah: The first chartered flight for repatriation passengers from Jeddah to Bengaluru organized by Karnataka NRI Forum Jeddah – Saudi Arabia was successfully landed at Bengaluru airport by 01.00 am on 19th July 2020.

Spice Jet (SG9884) departed from King Abdul Aziz International Airport Jeddah by 05.00 pm local time with 177 stranded passengers which includes 12 Pregnant Woman, 3 infants, 44 Short term visa holders, 3 medical emergency patients and 115 migrate workers and labours from various districts of Karnataka state.

Karnataka NRI Forum Jeddah, a registered charitable organization under Government of Karnataka & Indian Consulate Jeddah - Saudi Arabia, helping the Kannadigas overseas & in Karnataka State as well, has initiated major role for helping stranded Kannadigas to travel back to home. During Pandemic hundreds of stranded Kannadigas were approached to the forum and requested to arrange special chartered flight to Bengaluru from Jeddah.

Initiating from collecting the data of passengers, the forum’s special panel including its President Mr. Mohammed Mansoor, Secretary Mr. Peter Mascarenes, Vice Presidents Mr. Nasir Khurshid, Dr.Ashfaque Maniyar, Chief Coordinator Mr. Shaikh Saoud, Cultural Secretaries Mr. Arifulla Shariff and Mr. Rajesh Suvarna, Treasurer Mr. Habib Rahman and Press Secretary Mr. Baig, the forum’s members have worked very hard to conclude this task very successful.

All passengers have reached safely to their homes after completing the 7 days institutional quarantine at Bengaluru. 100% passengers had NEGETIVE report on Covid-19 test made on arrival as well as after institutional quarantine.

Bengaluru, Jun 15: Karnataka Chief Minister B S Yediyurappa on Monday said those coming to the state from Chennai and Delhi will have to undergo three days of institutional quarantine followed by 11 days of home isolation.

Up till now a seven-day institutional quarantine was prescribed for those returning from Maharashtra, while there was no mandatory institutional quarantine for asymptomatic people returning to Karnataka from other states.

Those returning from states other than Maharashtra were asked to quarantine themselves at home.

"Those coming from Maharashtra are subjected to seven days of institutional quarantine followed by seven days of home quarantine, while those coming from Chennai and Delhi will have to go for three days of institutional quarantine and eleven days of home quarantine," Yediyurappa said.

Speaking to reporters here, he said the decision has been taken following the increase in the number of coronavirus cases from these states.

"It is because of returnees from other states the cases have increased, not because of the local (intra-state) movement, so we have to control people coming from outside, we have to quarantine them and have to tighten measures.

We are making honest efforts in this regard," he added.

Yediyurappa was speaking to reporters after chairing a meeting with top ministers and officials to discuss about the surge in COVID cases in the state.

"There are no plans for any lockdown, and we will request the Prime Minister for more relaxations," the Chief Minister said in response to a question.

Out of total 7,000 cases in the state 4,386 are returnees from Maharashtra and their contacts are 1,340.

Those who returned from abroad comprise 216.

Returnees from other states constitute- Delhi 87, Tamil Nadu 67, Gujarat 62.

Noting that there are indications that the coronavirus infections are expected to increase in the days to come, Yediyurappa assured people that the government will take all precautionary measures required, and appealed to people to cooperate, follow social distancing, and wear masks.

He said it has been decided to observe the coming Thursday as "mask days" by organising a walk across the state and the main event will be held at Vidhana Soudha, the state secretariat.

"Strict measures will be taken against those not wearing masks and not maintaining social distancing here on.

Initially Rs 200 fine will be imposed, this will be throughout the state," he said.

Further stating that the government has made special efforts to control the spread of COVID, he said a special COVID-19 taskforce has been constituted for Bengaluru and surrounding areas, BBMP (city civic body) commissioner and Deputy Commissioners of neighbouring districts have been asked to pay special attention.

As of June 14 evening, cumulatively 7,000 COVID-19 positive cases have been confirmed in the state, which includes 86 deaths and 3,955 discharges.

Out of 2,956 active cases in the state till last evening, 2,940 patients are in isolation at designated hospitals and are stable, while 16 are in ICU.

Yediyurappa said the state's mortality rate is 1.2 per cent while the national average is 2.8 per cent.

The state's recovery rate is 56.6 per cent and the national average is 51 per cent, he said, adding that 93 per cent of the total cases are asymptomatic while the remaining seven per cent are symptomatic.

In Bengaluru, there are 697 cases and out of them 330 are active. The city has reported 36 deaths.
