Udupi, March 13: Union Law Minister M Veerappa Moily hit out at the Opposition over spectrum scandal saying “the BJP-NDA regime is the source of corruption.”

Speaking to press persons Moily said: “The procedures for the distribution of 2G spectrum were designed during the BJP-NDA regime. The first-come-first-serve basis adapted in the 2G-spectrum distribution led to corruption and scams. Whereas the Congress led UPA government distributed the 3G spectrums through auction.

“Based on the 2G distributions we had expected revenue of Rs 30,000 crore in the 3G distribution. As we went for auctioning the revenue went up to Rs 1,45,000 crore'',

Moily also declared that UPA government was committed to table the Right to Food Security bill in the monsoon session of the parliament.

“There were many hurdles in the process of bringing in a right to food security bill. Several lobbies frightened the government of the huge financial commitments required for its implementation. But UPA Chairpersons Sonia Gandhi was committed to implement it.”

The food security Act will ensure that necessary food grains will be distributed through the public distribution system to all the needy, irrespective of BPL and APL. ``We have a huge stock of foodgrains. The aim is to ensure that there will not be any starvation deaths in the country.

He said that to rejuvenate the institution of Lokpal, the government would bring in amendments to the Lokpal Act. “UPA has started a movement to curb corruption in the administration. A Group of Ministers has been formed to chalk out the strategies for the same. The GoM has already suggested 60 per cent of the solutions and will submit a final report in another 60 days. Bringing in the Lokpal bill, Money Laundering bill, amendment to the Anti Corruption Bill will be recommended by the GoM,” he added.

Replying a question question BJP President Nithin Gadkari's statement that they would continue to fight against the UPA government on the CVC issue, Moily said, “Let Gadkari clean his house first and then speak about others houses. BJP governments in Karnataka, MP, Chatthisgarh have been corrupt and posing threat to the internal security.”
