Transportation of coal by trains, ash by trucks and use of sea water illegal'

Udupi, March 17: Ministry of Environment and Forest, New Delhi has denied to grant the amendment to the environment clearance to Udupi Power Corporation to transport coal by railway, ash by trucks and the use of sea water. This means transportation of coal by trains, ash by trucks and the use of sea water for the UPCL project is totally illegal.

Executive President of Jana Jagruthi Samithi Nandikur Balakrishna Shetty in a press release said that during the end of last year the UPCL approached the Ministry for the amendment to the Environment Clearance dated 20th March 1997 although it has been already using Konkan Railway for transportation of coal from NMPT to project site, trucks for transportation of ash from the plant to Santhur dumping area and sea water for cooling and ash mixing purposes without authority since early 2010.

The Environmental Clearance stipulates transportation of coal by closed conveyor system with dust suppression mechanism, transportation of ash by pneumatic system through pipelines to the dumping area and desalinated water for the plant, he said.

Pneumatic technology is nothing new and UPCL, which is publicly boasting of state of the art technology in the plant should not have adapted the cheaper and environmentally damaging method.

The Expert Appraisal Committee of the Ministry in its 15th Meeting on Jan 10 this year had recommended the amendment without considering all the facts or site visit. The Samithi had raised strong objection to the Chairman of the Committee

VP Raja to review its recommendation. The Samithi reminded EAC that the Ministry had already carried out the impact assessment of transportation of coal by trains and had even filed an affidavit before the Honorable High Court of Karnataka in the case of Maneka Gandhi and Janajagrithi Samithi v/s Congentrix in Feb 1997 stating that after considering the environmental implications it had stipulated closed conveyor for transportation of coal from harbor to the project site and ash from the plant to the dumping area.

The Samithi also reminded the Ministry of the soil vulnerability in the area and potential contamination of the surface as well as the underground water resources and the consequent threat to human health and to crop due to dumping of fly ash and use of sea water by the project.

Upon receiving the objection by the Samithi, the EAC decided to withheld the recommendation. The EAC meeting held on Mar 14 and 15 refrained from granting the amendment.

It is absolutely clear that UPCL has been violating the terms of the Environmental Clearance. “The Ministry of Environment & Forest should seriously consider shutting down the plant permanently and invoke Public Liability Insurance Act for compensating to all those affected by pollution”, said Samithi President Balakrishna Shetty. He urged the Konkan Railway to stop transporting the coal by its goods trains in the absence of the amendment and the Chairman of Karnataka State Pollution Control Board as well as the District authorities to prevent the use of trucks for ash dumping and the pumping of the sea water.

Hubli, Feb 25: A Hubli court in Karnataka has sent to police custody till February 28 three students from Jammu and Kashmir, who were booked under sedition charges for raising pro-Pakistan slogan in a video shared on social media.

A second Joint Magistrate First Class (JMFC) court on Monday sent the three students, identified as Basit Ashik Sophi (19), Talib Majid (19) and Amir Mohiuddin (23), to police custody till February 28 for questioning in the matter.

The court directed the police to make the accused undergo a medical evaluation before the interrogation and produce the medical certificates in the court before the next hearing.

The three students were last week transferred to Belgaum Hindalga jail from Hubli sub-jail and the case, registered in Gokul Road police station, was also transferred to the rural police station because the video was recorded in the college hostel room which is in the latter's jurisdiction.

The Kashmiri students were under judicial custody since February 17 following their arrest for raising pro-Pakistan slogans and posting a video of the same on social media on the night of February 16.

Shivamogga, Feb 24: Karnataka Chief Minister B S Yediyurappa on Monday said that he has been invited at the banquet hosted for US President Donald Trump at Rashtrapathi Bhavan on Tuesday, but, he is yet to decide on his presence.

“I have been invited, but I have various engagements and work, let’s see. I have not yet decided on what to do. It is true that I got the invitation,” he told reporters here.

"President of a powerful and rich country like United States of America visiting India is not a normal thing. He (Trump) has said that he personally shares good relationship with Prime Minister Modi and has confidence in him…let’s wait and see", Mr Yediyurappa said in reply to a question.

Bengaluru, Jan 6: Former Governor of Karnataka T N Chaturvedi passed away on Sunday late night at a private hospital in Noida.
He was 90.

T N Chaturvedi served as of Comptroller and Auditor General of India from 1984 to 1989. He was awarded the Padma Vibhushan in 1991.

An officer of Indian Administrative Service (IAS), Chaturvedi held several key posts after retirement including Governor’s post of Karnataka and Kerala. He was the governor of Karnataka from 2002 to 2007 and held additional post of Governor of Kerala following death of then Kerala governor Sikander Bakht. He held the post from Feb 2004 to June 2004 and was replaced by newly appointed Governor.

An officer of Indian Administrative Service (IAS), Chaturvedi held several key posts after retirement including Governor’s post of Karnataka and Kerala.

Expressing grief on the demise of T N Chaturvedi Vice President M Venkaiah Naidu, in a tweet said, “T N Chaturvedi was an administrator par excellence, towering intellectual and true nationalist and he was known for his erudition, integrity and knowledge. He had an illustrious career in public life and served every role with distinction.”

Even former Union Minister Anant Kumar Hegde condoled Chaturvedi's demise. "Humble tributes to our ex-Governor of Karnataka TN Chaturvedi who passed away last evening. He was an outstanding bureaucrat who was CAG in the 90's before becoming the Governor of our state. May his soul attain Sadgati. Om Shanti Shanti Shanti!" Hegde tweeted.
