Lawyers protest against changes in Act by union government

Mangalore, March 24: Lawyers in the city under the banner of Mangalore Bar Association (MBA) on Thursday joined thousands of their counterparts across the state to protest against a move by the Union government to usher in The Legal Practitioners (Regulation and Maintenance of Standards in Profession Protecting the Interest of Clients and Promoting the Rule of Law) Act, by wearing red badges in front of the court building.


Currently, powers to control or discipline members of the legal fraternity rests with Bar Councils duly elected by lawyers and not with any agency.


P P Hegde, Vice Chairman, Karnataka State Bar Council, speaking on the occasion, said that such control by the Bar Council of its members has enabled lawyers to act independently and also take on the issue of corruption in the judiciary. The changes in the proposed Act empowers the Legal Services Board to be headed by a retired judge of the state high court or district judge to enquire in to complaints against lawyers and punish them if guilty.


“This provision totally usurps powers enjoyed by the bar councils, Hegde stated adding that the Act also envisages initiation of disciplinary action against lawyers by consumers disputes redressal forum in case any client were to register a complaint against the lawyer concerned. The cost of functioning of the Legal Services Board is proposed to be met by imposing Rs 25 additional stamp fee on every vakalat filed by the lawyers, Hegde noted.


The move to empower retired judges to discipline practicing lawyers is highly unscientific and would force them to constantly work under the fear of the judges. This would also curtail their freedom to discharge their duties in an independent manner, he noted.


“Lawyers across the district and taluks are today strongly urging the union government to revoke the controversial Act”, Hegde said.


MBA President S P Chengappa, General Secretary Ganesh Shenoy K and Treasurer B Vittal Rai were among those present.

Mangaluru, Apr 6: City Police Commissioner Dr P S Harsha has directed coastal security personnel to block the boat service near Talapady after reports of Kasarogod people using boats to cross over to Dakshina Kannada via Talapady river emerged, Dakshina Kannada District in-charge Minister Kota Srinivas Poojary said here on Monday.

Following the rise in Coronavirus cases in the neighbouring Kasargod district, District Commissioner Sindhu Roopesh ordered closure of borders with Kerala and totally suspended vehicular movement, including for medical emergencies.

However, now the people living in Talapady and surrounding areas allege that the government has failed to monitor people using boats to cross over to Dakshina Kannada via Talapady river.

Mangaluru, Jan 7: Kasturba Medical College Mangaluru, a constituent unit of Manipal Academy of Higher Education (MAHE), in association with Pai Family Endowment (in memory of Shri Suhas Gopal Pai) as its social initiative opens a newborn hearing assessment centre at Govt Lady Goshen Hospital on Tuesday.

Dr M Venkatraya Prabhu, Dean of KMC Mangaluru addressing the media persons said that the project is made possible by the generous philanthropic contribution of Mrs Anuradha (Shanthi)Gopal Pai and will be inaugurated by her in Presence of Dr H Vinod Bhat, Vice-Chancellor of MAHE.

Dr Deepak Madi, Deputy Medical Superintendent KMC Hospital Attavar explained that the facility will be managed by the departments from Audiology, ENT and Paediatrics of Kasturba Medical College, Mangaluru. The Centre aims to screen all the babies born in the hospital for hearing loss.

This is the maiden initiative of the MAHE-Pai Family endowment which has been set up to find solutions for the numerous challenges faced by the hearing handicapped in & around Dakshina Kannada district.

Kasaragod, Jul 14: Kerala State Excise department officials confiscated hawala money to the tune of Rs 2.85 crore from a person hailing from Mangaluru.

According to sources, the officials of the Kumbala Range Excise had noticed the huge baggage containing hundreds of bundles of unaccounted currencies when they intercepted a vehicle at the border check-post at Thoominad in Manjeshwar early on Tuesday morning.

The accused Shamsudheen, who was trying to transport the illegal money into Kerala has been arrested and handed over to the Manjeshwar police authorities for further action, sources added.
