Twenty-nine children rescued from 'hostel'

Mangalore, April 4: Twenty-eight boys and a girl were rescued by the district Child Welfare Committee from a “congested” hall in Pakshikere area.

Chairperson of the CWC Asha Nayak said that the children were aged between six and 15, and that the girl was 11 years old. Most of the boys are from different places of the State, including Tumkur, Halebid, Hassan and Chikmagalur. Seven of them were from Patna in Bihar.

After receiving a call around 2 p.m. on Saturday, Ms. Nayak went to the spot with a few social workers, and found the children had been kept in a hall, measuring around 250 sq. ft., which had only one toilet and a bathroom for all of them, and around 10 other people, including the family which looked after the children.

Ms. Nayak said that on questioning the man in charge of the so-called hostel, he said that they were brought here for education. When asked for documents showing parental consent for allowing the children to be under his care, or financial records, the man claimed that they were with the chartered accountant, Ms. Nayak said.

The children were brought to the Balakara Mandira in Bondel the same evening. When this correspondent visited the Balakara Mandira, one of the boys, aged 7, had a bruise under his right eye, suggesting that it was not an accidental injury. When asked how he got injured, Chandu (name changed) from Patna said: “I fell down.”

On asking why he did not have any other injuries, he and the other boys gave some more details. Pappu pointed to a table and explained that he had hit his head against a table. Amid the ongoing chatter, Chandu said he slipped, showing the motion with his foot.

Ms. Nayak said that the first priority for the CWC was to ensure that the medical examination of the children was done.

Both physical and psychological assessment of the children's well-being had to be determined, she said. Attempts would then be made to trace the parents of the children.

Sub-inspector of police Muniswamy Nilakantan said the accused, K.K. Joy, has been arrested and charged under Sections 364 and 506 of the Indian Penal Code and Section 41 of the Juvenile Justice (Care and Protection of Children) Act 2006.

A 32-year-old Dalit man was allegedly stripped and assaulted by a group of 13 youth in Karnataka's Vijayapura for reportedly touching a motorbike of an upper caste owner, police said on Monday.

"On a complaint by the Dalit victim (Kashinath Talwar), we have booked the 13 accused and investigating the incident, which occurred at Minajgi village near Talikoti on July 18," Vijayapura district Superintendent of Police Anupam Agarwal told reporters here.

"Though Talwar claimed that he touched the bike by mistake and pleaded for mercy, he said the accused severely thrashed him with sticks and footwear and took off his pants while he lay on the road haplessly," Agarwal said, citing from the victim's 2-page complaint in Kannada.

A video clip of the assault went viral on the social media and triggered outrage in the district against the upper caste accused, as the intervention by the victim's parents did not stop them from carrying the assault. Vijayapura is 524km northwest of Bengaluru.

Talwar's father Yankappa also alleged that he, his wife and their daughter were also attacked by the accused when they tried to rescue him from being brutally assaulted.

In a related development, two-three women in the village also filed a complaint with the police against Talwar for allegedly eve-teasing and 'flashing' before them.

"We have summoned Talwar to inquire about his conduct as the women alleged that he teased them, touched them inappropriately and exposed his private parts while they were washing clothes outside their houses," Agarwal said.

Mangaluru, May 2: The Dakshina Kannada district administration is gearing up to make necessary arragements at the Mangaluru International Airport as the Centre has shown green signal to bring back stranded Indians from the Gulf countries. 

Karnataka is making efforts to bring back 10,823 people stuck abroad. Apart from Mangaluru, Bengaluru Airport also will be used. As many as 6,100 people will be transported in first stage with speical flights. Soon after their arrival, the administraion will send them to compulsary quarantinement in Dakshina Kannada, Udupi, Kodagu and other neighbouring districts.

Dakshina Kannada MP Nalin Kumar Kateeel said that the govt has made elaborate arrangements to conduct medical test on arrival at the airport. As per plan, based on medical check-up, they will be categorised as group A/B/C. Later, they will be quarantined for the mandated days, he added.

The following is the break-up Kannadigas stranded abroad: 4,408 people are tourists/visitors, 3,074 students, 2,784 migrants/working professionals and 557 shipping crew.

Countries from where stranded people will be brought back to Karnataka in the first stage include Canada (329), the US (927), the UAE (2,575), Qatar (414), and Saudi Arabia (927).

Earlier, Civil Aviation Minister Hardeep Singh Puri said that domestic flight operations will resume from May 25 noting that all airlines and airports were ready but it is not viable to keep the middle seat vacant as it will lead to hike in the ticket price and prescribed social distancing norms would still not be met.
