DGP's initiative evokes lukewarm response

Mangalore, April 5: The response to the move of the Director-General and Inspector-General of Police, S.T. Ramesh, asking people to mail him directly their grievances about the police had been lukewarm.

“I have been receiving about 20 e-mails every day. While some are junk, the others are sent to Additional Director-General of Police (Grievance and Human Rights) and Superintendents of Police concerned for action,” Mr. Ramesh said and added: “I want more mails.”

This new mode of grievance redress was launched by Mr. Ramesh on March 15. He had asked people having grievance, including non-registration of cognisable cases, to approach him by sending e-mail to [email protected] or to Additional Director-General of Police (Grievances and Human Rights) Om Prakash ([email protected]).

This was in addition to the existing modes for grievance redress. While there are help desks at the offices of the Police Commissioner and the Superintendent of Police, a toll-free number (18004250100) has been set up to receive complaints and grievances at the office of the Director-General and Inspector-General of Police.

Mr. Ramesh said the new avenue would be for those who had found it hard to get their grievances redressed from the existing modes. “It is an initiative towards receiving all the complaints,” Mr. Ramesh told The Hindu.

The successive DGP-IGPs had been trying to address the problem of non-registration of complaints and not giving copy of the First Information Report (FIR). The then DG-IGP R. Srikumar in September 2008 started the toll-free number (18004250100), which is not only meant for airing grievance but also providing information to police. His successor, Ajai Kumar Singh, put in place a help desk at the Commissionerates and at the offices of the Superintendent of Police.

This desk, which functions throughout the day, receives complaints about non-registration and follow-up actions taken.

It was on the directions of Mr. Ajai Kumar Singh that every police station observed third Sunday of each month as Complainants Day when people could approach the police to get details of the progress made with regard to their complaints.

Mangalore Police Commissioner Seemant Kumar Singh told The Hindu that since one year into functioning of the help desk, there had not been a single complaint of refusal to register FIRs. “The complaints are being promptly registered and none have approached the desk so far,” said Mr. Singh. With regard to the response to Complainants Day, Mr. Singh said the number of visits of the complainants had considerably come down.

The previous Superintendent of Police of Dakshina Kannada A. Subramanyeshwara Rao said 28 cases had been registered through the help desk since last year. A majority of these cases related to land disputes and counter allegations. “Disciplinary action has been taken where officer has been found to have deliberately not registered a complaint,” he said.

IVRS facility soon

Mr. Singh said that an IVRS (Integrated Voice Response System) facility would be opened to give details of action taken on petitions.

A beginning will be made by opening the facility at his office. “The work is almost over. We are waiting for the telephone connection,” Mr. Singh told The Hindu.

Mr. Singh said the IVRS facility would be extended to all police stations in Mangalore. “You will get details about the progress made on the petitions, including the officers dealing with them,” Mr. Singh said.

Mangaluru, Feb 8: Professional services company Cognizant on Friday opened a new facility in Mangaluru, expanding its presence in Karnataka. Located in the heart of the city, the new 100,000 sq- ft facility can accommodate more than 1,100 employees, the NASDAQ-listed company said in a statement.

Cognizant has had an association with Mangaluru since 2011 when it acquired CoreLogic Global Services Private Limited (CoreLogic India), the India-based captive operations of CoreLogic, one of the largest real estate information and analytics provider in the US market.

From its existing centre in Mangaluru, Cognizant provides consulting, enterprise applications and business process services in the area of mortgage processing covering property taxes, research and investigations, property data warehousing and management of geospatial data.

The company currently employs more than 600 professionals in Mangaluru, more than 50 per cent of whom are women.

In addition to experienced professionals, Cognizant also hires fresh graduates for its Mangaluru centre from leading institutions such as Sahyadari Institute of Technology and Management, Manipal Institute of Technology, N.M.A.M. Institute of Technology, St Joseph's College of Engineering, Canara Engineering College, N.I.T.K. Bengaluru, Apr 16: The Karnataka government on Wednesday identified 14 departments as essential and asked all its employees to attend work during the extended period of lockdown to check coronavirus spread in the state.

According to a circular issued by Chief Secretary TM Vijay Bhaskar, all classes of officials/employees in these departments must attend to their work.

The departments are: Health and Family Welfare, Medical Education, Home, Revenue, Rural Development and Panchayat Raj, Urban Development, Food, Civil Supplies and Consumer Affairs, Information and Public Relations, Transport, Energy, Personnel and Administrative Reforms (e-Governance), Finance (including treasuries), Animal Husbandry and Fisheries and Forest, Ecology and Environment.

In all other departments, only Group-A officers have been directed to report for duty.

However, those visually-impaired or physically-

handicapped are exempt from work, the circular said, adding that this norms will be valid till April 19.

Bengaluru, Jun 17: The Congress on Wednesday decided to field senior party leader B K Hariprasad and incumbent Naseer Ahmed as candidates for the coming legislative council polls in Karnataka.

"The Congress President Sonia Gandhi has approved the proposal for the candidature of B K Hariprasad and Naseer Ahmed as Congress candidates to contest the biennial elections to the Legislative Council of Karnataka to be elected by the MLAs," the AICC said in a release.

The election is necessitated as the term of seven MLCs- Naseer Ahmed, Jayamma, M C Venugopal, N S Bose Raju, H M Revanna (all Congress), T A Sharavana (JDS) and independent D U Mallikarjuna- will end June 30.

Polling will be held on June 29 to fill seven MLC berths, and June 18 is the last date for filing of nominations.

While the BJP is in a position to win four out of seven seats, the Congress can win two and the JD(S) one.

Twenty-eight valid votes of MLAs are required for each candidate to win.

Hariprasad’s candidature has been announced as his tenure in the Rajya Sabha is coming to end on June 25.

He has also served as general secretary of the party.

Naseer Ahmed, who is retiring as MLC on June 30, will be seeking another term.

According to state Congress president D K Shivakumar, more than 200 aspirants have sought tickets for the two seats that the party can win in the legislative council polls.
