ZP resolves to dissolve Hirebandadi GP

Mangalore, August 19: The Dakshina Kannada Zilla Panchayat in its third general body meeting held at the Zilla Panchayat Hall on Thursday, took a major decision to dissolve Hirebandadi Gram Panchayat in Puttur taluk for failing to hold any meetings in the last one year.

Amidst heavy opposition from the Congress party members and support of the BJP members to dissolve Hirebandadi Gram Panchayat, ZP President Shailaja Bhat made an advance by handing over the power to the ZP Chief Executive Officer to take up further action in this regard. The issue was discussed on the floor after the zero hour where the Congress and the BJP members went against each other on the issue. It was M S Mohammad from the Congress party who raised the issue saying that dissolving Gram Panchayat would be against the Panchayat Raj system.

While another Congress member Mamatha Gatti insisted upon opting for no-confidence motion against the Gram Panchayat President rather than dissolving an elected system.

Bantwal MLA Ramanth Rai too came down heavily against the decision to dissolve the GP, as he said the BJP led State government is playing politics in the Panchayat Raj system.

Approach SC

The ZP also unanimously decided to approach the Supreme Court seeking not to grant bail to S R Patalappa, the Integrated Tribal Development Project (ITDP) officer, who was caught in Rs 86 lakh fraud. Patalappa had sought anticipatory bail in the local Court but the request was denied.

Later, the High Court granted him the bail. Understanding the severity of his fraud, the ZP decided to seek the Supreme Court not to grant bail to the officer.

President Shailaja Bhat informed the general body that after taking the suggestions of top advocates from Bangalore, the Zilla Panchayat has decided to move Supreme Court.

Later, speaking to media persons, CEO Dr K N Vijayprakash said that as there are chances of Patalappa trying to damage the documents, he would not be allowed to gain entry into Zilla Panchayat office any cost.

Teachers ratio

Earlier during the zero hour, Mamatha Gatti urged the ZP to maintain 30:1 students-teachers ratio in aided schools on the lines of the government schools.

“The government schools have 30:1 students-teachers ratio while it is 40:1 in aided schools. This discrimination should be stopped and same teachers ratio should be provided to aided schools too,” he said. Responding to it, ZP President said that she has discussed the issue with the Primary and Secondary Education Minister.

ZP member Santhosh Kumar Rai raised a question on land acquisition for Kochi-Bangalore pipeline in Kavoor, Mudipu and other places. He said though the actual land required for laying one and a half feet pipeline is four to five feet, 66 feet of land has been acquired in Mudipu and surrounding places.

“The villagers are ready to give the land if the pipeline is for a good purpose, but by acquiring 66 feet land, the locals are wonderstruck,” he said and sought a study on the same.

Bengaluru, Jan 15: Srishti Institute of Art, Design and Technology in Bengaluru has decided to remain shut for two days after a group of BJP workers wiped out graffiti on its outer walls claiming it as anti-Modi and allegedly warned them against any anti CAA agitation there.

According to sources, the group led by Yelahanka MLA S R Vishwanath allegedly even towed away some vehicles of students and faculty parked in front of the institute alleging that they were blocking the road and causing inconvenience to the local people.

Some students have alleged that they were threatened by BJP workers and also the institute's authorities regarding the graffiti and the blocking of the road using traffic police.

They even claimed that BJP workers warned them against organising any anti-NRC or CAA protests.

A few local residents are also said to have joined the BJP workers and raised complaints about the conduct of the institute's students.

According to local BJP workers, the MLA and a few party men had gone near the institute on receiving complaints from locals about vehicles parked there blocking the road, and when they came across the graffiti they painted it with saffron paint to avoid any controversy, and there was no altercation as being alleged.

However, there is no clarity on who drew the graffiti regarding Modi, which according to BJP workers allegedly depicted the PM in poor light.

The institute has declared holiday on Thursday and Friday to avoid any further escalation, keeping the interest and safety of students in mind, sources said.

Interestingly, on Tuesday graffiti had appeared overnight on the shutters of some shops and walls on the Church Street against Modi, CAA and NRC, following which the city police have launched an investigation.

Bengaluru, Mar 5: Amulya Leona, the 19-year-old woman who captured a nation’s attention by shouting full-throated slogans, allegedly in support of Pakistan, at a rally in Bengaluru, has reportedly held her composure under grilling by the Special Investigating Team (SIT).

The woman was arrested after her speech to an audience of protesters against the Citizenship Amendment Act on February 19, and was slapped with sedition charges.

Sources in the police said Amulya Leona seemed to be absolutely normal during interrogation by senior cops, unlike most other persons in such circumstances.

Not once throughout the grilling nor in judicial custody did she break down.

Amulya is said to have defended herself on charges that she shouted pro-Pakistan slogans. She made it clear that by speaking out at the rally at Freedom House, she did not mean to support the enemy country and that she was not against India.

Lower-rung officers said Amulya Leona seemed to be considerably influenced by the late firebrand activist Gowri Lankesh, who was shot dead in 2017.

In fact, the policewomen to whose charge she was entrusted right after she was arrested are said to have heaved a sigh of relief when she handed over to custody of prison staff.

An urban legend going around in lower-rung police circles is that Amulya Leona attended the funeral of Gowri Lankesh and fainted near where the late activist was buried. “It’s impossible for a 19-year-old to show such grit. We have seen hardcore criminals breaking down in custody. Forget about breaking down, Amulya Leona is becoming stronger,” they explain.

Kasaragod, May 30: Karnataka origin IPS officer D Shilpa has been appointed the new Superintendent of Police of Kasargod district.

The 35-year-old 2016-batch IPS officer is the first woman SP of Kasaragod. 

Her appointment follows the sudden transfer of P S Sabu who was hitherto holding the post. He has now been appointed as SP of Alappuzha.

Shilpa has earlier served as ASP of Kasargod. She was also ASP of Kannur during the 2019 Lok Sabha elections.

Shilpa was one of the three IPS officers assigned to Kasaragod with IG Vijay Sakhare during the first phase of covid lockdown.

A native of HSR Layout in Bengaluru, Shilpa holds a Bachelor's degree in Electronics Engineering and a Masters Degree in Business Administration.
