DK adopts 18 point formula to improve SSLC results

Mangalore, September 1: With Dakshina Kannada district slumping to 21st place in SSLC examination this year, the authorities in the district have come up with 18 point formula to improve the SSLC results.

In fact, the district was in 8th position in the results in 2010. All the schools which have secured below 60 per cent results in SSLC were issued notices and feed back was collected from such schools. Details were collected from all the managing boards of all the private and unaided schools for poor performance, said DDPI Moses Jayashekar.

The action plan prepared for improving the results should be implemented effectively, he said. All the previous SSLC examination question papers will be provided to the schools at the block level. A workshop for the head teachers of those schools which had secured below 60 per cent results and the teachers in whose subject the students performed poorely, was organised at the district-level.

In the workshop, Subject inspectors and DDPI gave the guidance to the teachers. All those schools which had received less than 60 per cent will be adopted by all the officials at the district-level and taluk level implementation officers. In fact, the Government College of Teachers Education will provide refresher courses to those teachers in whose subject, there was poor performance.

The head teachers of the school will confirm whether teachers carry out the classes as per the time table and send a report to the block and district-level officers. Identifying the learning disability in each child after every monthly examination and discussing the same with the parents and members of SDMC at a meeting.

The teachers have been asked to give special empahsis to such children in imporving their performance. All the teachers in the district should prepare model question papers in their subject and discuss it in length. The prepared question papers along with the answer key will be selected at the block level.

A block level workshop on preparation of question papers and the answer keys will be held. The prepared question papers at the block level will be collected and printed through High SChool Teachers Association and distributed among all the schools for revision.

The students will be compulsorily made to go for copy writing in the form of letter writing, essay writing, drawing, writing poems and tables. A book will be given to each student to write the unit tests. This will help the teachers and the parents to know the learning problem in the child.

A question bank along with the answer key will be prepared at the school level and distributed among the students. Unit tests/mid term test/and preparatory examinations must be conducted at the school level and the details should be sent to the subject inspectprs, DDPI office in Mangalore. A training for teachers will be held every month at the block level which will be attended by the BEO. The meet will discuss on month's review of the learning ability of the students, and take measures to improve the ability of the students.

As MLAs are President of high school SDMC, he/she will be asked to adopt schools which had secured below 60 per cent results in SSLC in his constituency. All the schools have been asked to take special classes from the beginning of the academic year.

The students will be divided on average, below verage, above average categories and special attention will be paid to those who are below average.

Bengaluru, Apr 13: Karnataka chief minister B S Yediyurappa on Monday said the COVID-19 situation has thrown the state into a deep financial trouble and there is a need to to find ways to overcome the present crisis, as he announced certain measures aimed at resource mobalisation.

He said the state government was awaiting guidelines from the Centre regarding the implementation of lockdown during the next two weeks, and noted that discussions were on regarding relaxations on the sale of liquor and the decision will be taken after April 14.

Yediyurappa on Monday held a meeting with officials of various departments along with his cabinet colleagues and the chief secretary.

"The possible situation once the lockdown is released, was widely discussed in the meeting. Discussion was also held about the financial situation of the state government and how to mobilise resources. Many suggestions were given and it was decided to implement those suggestions," the Chief Minister said.

Speaking to reporters after the meeting, he said, "...the COVID-19 situation has thrown our state into deep financial trouble and there is a need to to find ways to overcome present financial crisis."

Yediyurappa said it was decided to speed up the disposal of cases related to regularisation of unauthorised constructions which are pending before the High Court and Supreme Court, during the meeting.

"If the court decides the matter, thousands of people who own unauthorised houses will be relieved," he said, adding that this will also help government in mobilising resources for fund starved development works.

He said in addition to this the government is planning to auction more than 12,000 corner sites lying idle in Bengaluru, and it was also decided to allow auction of corner and vacant sites in respective urban development authorities across the state.

"By auction of corner sites in Bengaluru, we plan to mobalise about Rs 14,000-15,000 crore. BDA is preparing for it, only if we get good market value we will sell or else no," he added.

It was also decided to amend the law governing permission to allow sites in private and co-operative housing societies, the Chief Minister further said, adding that hundreds of societies were waiting for approval from government for releasing the sites.

Yediyurappa said it was decided to use Rs 1,000 crore available in Rajiv Gandhi Health University to upgrade medical college hospitals.

It was also decided to distribute free milk to slums and poor for one more week, the Chief Minister said while appealing to sugar factory owners to clear the pending payment to the tune of Rs 2,834 crore to farmers in 11 districts.

The government has also released Rs 45 crore compensation for the loss of paddy crop in Raichur and Koppal District due to hailstorm based on report submitted by Deputy Commissioners, he added.

Responding to a question, Yediyurappa said, still no guidelines have come from the Centre on lockdown implementation for next two weeks, we are waiting for it.

Once the guidelines come it will help us to speed up the process of lockdown, and also relaxations if any.

Asked what plans does the government have if states are asked to decide on relaxation, he said, already Prime Minister has said that guidelines will be given, if they say on certain matters states can take decision, we will decide on what needs to be done to improve the state's economy.

To a question on relaxation on sale of liquor through Mysore Sales International Ltd (MSIL) outlets, he said, discussions are on, after April 14, we will take decision in this regard.

New Delhi, Mar 6: The Supreme Court on Friday refused to entertain a plea seeking framing of a proper mechanism to deal with alleged misuse of the sedition law by the government machinery. A bench headed by Justice A M Khanwilkar dismissed the plea filed by a social activist and said it was open for the petitioner to approach the appropriate authority.

At the outset, the apex court told advocate Utsav Singh Bains, appearing for the petitioner, that he could not seek quashing of an FIR in a sedition case filed against the management of a Karnataka school for allegedly allowing students to stage an anti-CAA and anti-NRC drama.

Bains told the bench that he was not just pressing for a prayer to quash the FIR but the petitioner has also sought a direction for framing of a proper mechanism to deal with the alleged misuse of the sedition law.

"Let the affected party come and we will hear them. Why it should be done at your instance," the bench said, refusing to entertain the petition.

The petition had sought quashing of the FIR against the principal and other staff of the Shaheen School at Bidar who have been booked under sections 124A (sedition) and 153A (promoting enmity between different groups) of the Indian Penal Code.

The plea had also sought an apex court direction for a proper mechanism to deal with alleged government misuse of the sedition law.

Section 124A of the IPC says that "whoever brings or attempts to bring into hatred or contempt, or excites or attempts to excite disaffection towards... the Government shall be punished with imprisonment for life...".

The plea had sought a direction to the Centre and the Karnataka government "to quash the FIR registered in connection of seditious charges against the school management, teacher and a widowed parent of a student for staging a play criticising CAA, NRC and NPR."

The petition had claimed that the police "also questioned students, and videos and screenshots of CCTV footage showing them speaking to the students were shared widely on social media, prompting criticism."

The drama was staged on January 21 by students of the fourth, the fifth and the sixth standard.

The sedition case was filed based on a complaint by social worker Neelesh Rakshyal on 26 January.

The complainant alleged that the school authorities "used" the students to perform a drama where they "abused" Modi in the context of the Citizenship (Amendment) Act and the National Register of Citizens.

Bengaluru, May 12: Karnataka sees the highest single day spike since the start of the pandemic in the state, higher than Sunday's spike in cases. 63 new cases have been reported in last 24 hours. 

With this, the total number of COVID-19 cases rises to 925, said the state health department's bulletin on Tuesday.

While 42 new positive cases reported from May 11, 5 pm to May 12, noon, another 21 fresh 21 cases reported by 5 pm on May 12.

To date, 921 COVID-19 positive cases have been confirmed. This includes 31 deaths and 426 discharged," the bulletin read further.
