Mescom can't account for power worth Rs245 crore

Bangalore, September 11: The Mangalore Electricity Supply Company (Mescom) has said it cannot account for power it purchased for its consumers at a cost of Rs 245.77 crore.

Seeking a tariff revision for 2011-12, the company has told the Karnataka Electricity Regulatory Commission (KREC) that it bought 525.77 million units (MU) of energy for its customers, but the latter had not consumed the power.

In its Annual Revenue Requirement (ARR) for 2011-2012, Mescom has admitted that it has not received the mysterious 525.77 mu, although it had paid for it. The commission has scheduled the escom's submission for hearing on September 19, when the company would have to explain the discrepancy.

In its submission, Mescom has said that it is not aware where the power has gone, leaving the power consumers furious. “We want to know why the Mescom paid for the unused power. The company owes an explanation to the consumer,” says Satyanarayana Udupa, General Secretary, Bharathiya Kissan Sangh from Udupi.

Mescom told KERC that it supplied its consumers 4,275.86 MU during 2010-11, while the actual consumption was 3750.09 MU. It, however could not account for 525.77 mu.

When the commission questioned the power supplier about the discrepancy, a sheepish Mescom asked that its consumption figure for the forthcoming year be reduced by

Rs 151.84 crore to adjust for the discrepancy.

“Mescom purchased power at a cost of Rs 1,131.51 crore. The missing Rs 245.77 crore was included in that figure. They have made a false subm­is­sion stating that they purc­h­ased power at a cost of Rs 2.888 per unit, but they actually purchased it for Rs 4.67,” said Sridhar Prabhu, a power expert and an advocate, citing the company's ARR (Annual Revenue Requirement).

“Mescom should have argued that the power purchase rate was Rs 4.67 paise a unit and not at Rs 2.888, and they could have sought a reduction of Rs 240.27 crore from their ARR, which would have reduced the burden on consumers by Rs 88.43 crore,” said another power expert, speaking on condition of anonymity.

However, statistics apart, what happened to the power that Mescom is supposed to have bought, remains a mystery. Neither any distribution company in the State nor the State Load Dispatch Centre has claimed to have utilised 525.77 mu purchased by Mescom, deepening the mystery. Even the KERC daily report has been unable to account for the missing power.

Bengaluru, May 24: A couple got married in Bengaluru today, even as Karnataka government has announced a complete lockdown on Sundays, as part of the fourth phase of COVID-19 shutdown till the end of this month.

The marriage ceremony on this Sunday was possible thanks to a clarification given by the state government for marriages, which has been already scheduled for May 24 and May 31 to be exempted from the Sunday complete lockdown.

At today's wedding, the rituals were performed with compliance of all guidelines including ensuring social distancing and capping the number of guests at 50.

Satish, the groom said, "Government has allowed weddings with up to 50 people in attendance but we decided to invite only 25 people to the ceremony".

Meanwhile, in the Honnali Honnali area of Davanagere, BJP MLA MP Renukacharya distributed masks to three newly-wed couples.

As per an earlier advisory issued by the State government more than 50 guests, no air conditioning, and the consumption of liquor and paan are among the guidelines to be followed for holding weddings in the state. Also, people aged above 65 and below 10 as well as pregnant women have been barred from participating in the event.

According to the advisory, sanitisers should be provided at the entry and other appropriate places at the venue. Also, thermal screening of all persons shall be conducted at the entry of the venue. The scanner should be held 3-15 cms away from a person's forehead.

Apart from this, the venue shall be "clean and hygienic," and a "nodal person shall be identified for overseeing the arrangements and coordination at the venue." Also, a list of attendees with contact details has to be maintained and all guests should have downloaded Aarogya Setu app.

Shivamogga, May 21: An FIR has been registered against Congress interim President Sonia Gandhi in Sagar taluk of Shivamogga district of Karnataka over tweets on May 11 by the party's official handle about PM-CARES fund.

The FIR, registered under Sections 153 (wantonly giving provocation with intent to cause riot) and 505 (statements conducing to public mischief) of the Indian Penal Code (IPC), identifies Gandhi as the handler of the social media account.

The complaint by advocate Praveen KV alleged that the Congress party, through the tweets, has made rumourous statements against the Government of India and Prime Minister Narendra Modi and was trying to provoke the people against the government.

According to the FIR, the Congress party had on May 11, 2020, made false and baseless allegations, claimed misappropriation of PM-CARES Fund and cast aspersions on the Government of India through the tweets.

"A Twitter account handled by All India Congress Committee headed by Sonia Gandhi had on May 11, 2020, published tweets terming PM CARES Fund as PM CARES Fraud. They had claimed that the PM CARES fund is not being used for the public," Praveen KV told ANI on Thursday.

He said that he has collected all the details related to the tweets and account from the handle and filed a complaint in the matter, following which a preliminary enquiry was conducted and an FIR was registered in the matter.

"They had also said that the Prime Minister was enjoying and going to foreign trips with this fund. This is clearly rumourous news against the Government of India in this COVID-19 pandemic situation. In this regard, I had filed a complaint. After a primary enquiry, the Sagar Police has filed an FIR against Sonia Gandhi, who heads the INC Twitter account," Praveen KV said.

Bengaluru, Jun 16: Karnataka Chief Minister BS Yediyurappa on Tuesday instructed that despite financial constraints don't cut scholarships of the students belonging to Backward Class (BC) across the state.

Speaking at a review meeting of the Social Welfare Department at his home office 'Krishna' here, he said the department has achieved 97 per cent in implementation of the government programmes.

He said that among the BC students who were given training for the competitive examinations, two selected for IAS, two IPS, 13 IRS and another 268 students have been selected for various competitions and selected for the jobs.
