Mangalore, September 30: The Mangalore University Academic Council meet agreed to introduce Tulu certificate, diploma and post graduate diploma courses in the colleges that come under Mangalore University, from the next academic year.

In the Academic Council meeting held at the Senate Hall on Thursday, the Council passed the draft regulation prepared in relation to the introduction of Tulu courses in the varsity and its affiliated colleges. Though the University had earlier formed the draft regulation to introduce Tulu diploma courses under correspondence programme, a separate draft regulation has been formed now to introduce the courses under regular programme owing to the interest of affiliated colleges.

Informing the same at the Council meet, Prof T C Shivashankara Murthy said that course syllabus has been already prepared with the help of experts. The Syllabus Committee for framing the syllabus is headed by Mangalore University Kannada Department Chairman Dr Abhay Kumar.

The statute will be proposed in the Syndicate meet to be held next month and later it will be forwarded to the Governor for approval.

The draft regulation in relation to starting PG diploma courses in Biotechnology too was accepted in the Council meet.

ST/ST fund

Mangalore University has also received an added advantage this year with the State government earmarking Rs 1.45 crore special grant for the benefit of Scheduled Caste and Scheduled Tribe students. Stating the same in the Council meeting, the Vice-Chancellor said that the grant which is usually given to the Universities in backward districts, has been given to Mangalore University this time, after a gap of 30 years. “The government has released half the amount, that is, Rs 50 lakh under SC scheme and Rs 22.5 lakh under ST scheme,” he said.

Permanent affiliation

In the matter pertaining to the renewal of affiliation of 53 colleges, the Council approved to offer permanent affiliation to 52 colleges that come under the varsity and rejected the affiliation of a government college.

The Council has approved the affiliation of 22 colleges on the condition of fulfilling few suggestions put forth by the University.

The affiliation was renewed of the 40 private and 12 government colleges.

The Council has also nodded the statute to start a chair on Ambigara Chowdaiah in the University. Presiding over the meeting, the VC said that the Government had granted Rs 50 lakh for the chair a long back, but the chair was not instituted so far. The chair will start working immediately after the varsity gets the green signal from the Governor, he said.

Reviewing the annual meet, the VC said that the University has received Rs 19.70 crore grant for taking up 65 researches. As many as 359 students are pursuing researches in different stream in the University and the varsity has awarded Ph.D degree to 67 theses in the last academic year.

Evaluation duty must

In the backdrop of several colleges failing to send permanent lecturers from their colleges for evaluation duty, the VC has warned of withholding the results of the colleges which fail to send their lecturers. Speaking at the Council meeting, the VC said that recently the University had received a list of three eligible lecturers for evaluation duty from a college which was false as the college had nearly 10 eligible senior lecturers. The colleges are playing game so as to avoid evaluation duty, which should not happen. “The results will be withheld of those colleges which break the norms,” he said.

IT exemption to donors

In a recent development, the Central Board of Direct Taxes has approved to grant income tax exemption up to 135 per cent for the donors who donate funds to the University for carrying out social science or statistical research. Owing to the request by the Jindal group which has agreed to donate Rs 20 crore to the varsity for establishing Institute of Business Management or Technology, the Ministry has approved tax exemption from Assessment year 2011-12 under clause III, sub-section 1 of the IT Act 1961, informed the VC.

Bengaluru, Jan 19: Technology hub Hyderabad has edged out 129 other cities in the world to emerge as the world's most dynamic city, according to the seventh edition of the City Momentum Index by global real estate services firm JLL.

The city has pushed Bengaluru to second place to regain the top position after a gap of one year. Chennai is at fifth and Delhi is at sixth place.

While Hyderabad and Bengaluru are the top two cities globally for socio-economic momentum, a more active real estate market helped elevate Hyderabad to first position in the overall ranking, says the report released by the US-based Jones Lang Lasalle (JLL) on Saturday night.

Hyderabad recorded the highest office net absorption in 2019 (as a proportion of existing stock) of any city globally, while it is also among the world's best-performing cities for prime office rental growth.

While all seven major Indian cities feature in this year's Global Top 20, cities in south India in particular - Hyderabad, Bengaluru and Chennai (5th) "are ahead of their northern peers, supported by favourable demographics and business climates".

"Their expanding tech industries and start-up cultures make them a magnet for young and ambitious talent from across the country, with Bengaluru having one of the world's largest concentrations of 'engine room' population (20-40-year-olds), typically the most dynamic and productive age cohort," says the report.

Kolkata and Mumbai made it to the top 20 and stood at the 16th and 20th positions. Despite an economic slowdown, India leads the 2020 Index with seven Indian cities in the top 20.

"Commercial real estate in south Indian cities is growing at a rapid pace. Hyderabad has seen tremendous growth in 2019 in line with that of Bengaluru. The city has actively embraced technology-driven economic growth and attracted large tech giants and e-commerce players. The state government's focus on business-friendly policies and provision of high-quality infrastructure along with availability of quality talent pool and superior quality business parks has given Hyderabad a competitive edge," said Ramesh Nair, CEO and Country Head - India, JLL.

Telangana's Minister for Information Technology and Industry K T Rama Rao said he was thrilled over Hyderabad not only regaining the top slot but also over the fact that it was competing with cities like Shenzhen and Shanghai in innovation economy.

The minister said 50 percent weightage from socio-economic indicators beside the remaining 50 percent from commercial and real estate was also heartening.

KTR, as the minister is popularly known, noted that in 2014 when Telangana attained statehood, Hyderabad was not even in the list. He recalled that when Telangana was formed there were many doubts as to what would happen to Hyderabad. "It entered the top 20 in 2015 and rose to fifth place in 2016 and third position in 2017. Hyderabad topped the list in 2018 and finished second the last year. This year it is back at the top," he said.

The JLL City Momentum Index identifies a number of key growth drivers, including talent attraction, the expansion of innovation hubs and better urban planning, that cities can employ to meet the challenges faced by rapid momentum.

Several cities in the top 20 stand out as they transform their urban environments in pursuit of a low-carbon future. In India, Hyderabad is looking at technology to reduce the demand for air conditioning with cool roofs that reflect sunlight and absorb less heat, it said.

"The growth of "micro-mobility" is another positive step, illustrated by Hyderabad's introduction of smart bikes and electric cars. Smart city solutions, such as bike rentals, improved quality of life, help increase inclusion and aid in the transition to a low carbon environment."

Bengaluru, Apr 26: Two businessmen brothers, Tajammul Pasha and Muzammil Pasha, in Karnataka's Kolar district have set out to help people in need amid the lockdown over the COVID-19 pandemic by selling their land for Rs 25 lakh.

On seeing daily wage labourers and their families in Kolar suffer during the lockdown, the brothers said they decided to sell their land and use the money to buy essentials and food grain for a large number of poor people.

The brothers also bought oil and cereals with the money. Then they set up a tent next to their house and started a community kitchen to make food for labourers and homeless people.

"Our parents died early. When we shifted to our maternal grandmother's place at  Kolar, people from communities, Hindus, Sikhs, Muslims helped us survive without any religious bias," said Tajammul Pasha, visibly emotional.

The Pasha brothers are into banana cultivation and real estate. Tajammul was five and his sibling Muzammil was three when they lost their parents. They had to move from Chickbalapor to Kollar, where their grandmother lived.

"We were brought up in poverty. We survived because of the support of people of all communities and religions. We have signed the society agreement bond and handed it over to our friend who purchased our site and gave the money," the brothers said.

Once the lockdown ends and the land registrar's office opens, the remaining steps to transfer the land will be completed, they said.

So far the two brothers have supplied food grain, oil, sugar and other essentials to over 3,000 families. They have also given hand sanitizers and masks to the poor.

The Kolar administration has issued passes to their volunteers so that they can help in this difficult time.

The number of coronavirus cases in India has increased to 24,506, including 775 deaths, the Home Ministry said today, adding that 1,429 cases and 57 deaths were reported in the last 24 hours.

Amid a countrywide lockdown to check the spread of the highly contagious illness, which began on March 25, the government last night issued an order to allow neighbourhood shops to remain open with conditions; malls across India continue to remain shut.
