15 'bonded labourers' rescued

Mangalore, October 17: As many as 15 helpless construction workers including a woman hailing from remote villages of West Bengal, who were forced to work as bonded labourers for over one and a half month under a contract company affiliated to Mangalore Refinery and Petrochemicals Limited at Porkodi near Bajpe on the outskirts of the city, were rescued in an early morning operation on Monday.

Acting on a credible information provided by Paschim Banga Khet Majoor Samiti, a trade union of agricultural workers from West Bengal, a team of officials led by Mangalore Tahsildar Ravichandra Naik and State assistant labour commissioner Venkatesh Sindihatti along with police personnel raided workers huts around 6:45 am, to witness a tragic scene.

Incapacitated by the widespread hunger, in Purulia and Bankura districts of West Bengal, the workers had been forced to migrate to Karnataka in search of work.

In the last week of August, Dibesh Das, a contractor in Purulia district had recruited a total of 15 workers from Layekdi and Lakhanpur villages in Purulia district and Katharia village in Bankura district.

However, Dibesh Das handed the workers over to Bholanath Singh, a labour contractor from Burdwan district, who in turn had sent them through his employee Sanjay Singh to work in Mangalore. The workers were engaged for construction work.

As contractor promised Rs 4,000 monthly wages apart from food, shelter and other necessary facilities for eight-hour work a day, the helpless 14 men and a woman thought they could return to their homes with a heavy purse after a few months of toil.

However after reaching their new work place, they were literally treated as bonded labourers and their family members too could not contact them for a long time.

It is said that when the family members asked the contractor for the whereabouts of the workers, they were instead threatened.

“Quite against to their promise, we were forced to work 14 - 16 hours a day with hardly any payment of wages so far. Since past one and a half month, we were taken out from our huts at 7 am in the morning for work and were only allowed back at 9 pm”, said Muchiram Kaibartha, one of the workers.

“When I protested against the ill treatment a few days ago, the contractor thrashed me”, he said showing the wound on his leg.

“We were not allowed to go out of the workplace as the contractor always kept an eye on us. And whenever we raised our problems before the employers they respond with physical violence and abusive language” said Biplav Gode, another labourer.

“When we pleaded the contractor for monthly wages, he replied that he had bought us all for Rs 4 lakh from another contractor, who is now absconding”, he said, adding that so far the workers were able to get a payment of Rs 70 for a week.

Bhim Goswamy, another worker alleged that the musclemen beat the workers, when they put up a protest against the continuous exploitation. “We just want to go out of this hell. We had come here with a dream earning. But, we became bonded labourers. My wife Urmila has fallen sick, but, I don't have money to take her to the doctor”, he lamented.

He said that the employers had failed to provide minimum treatment for Urmila, the only woman among the 15 workers, who has been suffering stomach pain and neck pain since several days.

“I cannot see things after 5 pm due to vision problem. However, I was forced to take cement mix to the upper floors by steps till night” complained an ailing Sanjay Kaibarta.

Not bonded labourers!

Speaking to media persons Tahsildar Ravichandra Naik said, although it was confirmed that 15 labourers were forced to work for no wages by one Sanjay Singh, they cannot be called as bonded labourers.

“There was no sign of human rights violation. Even during the medical examination, doctors could not found any mark of physical torture on the labourers”, he said.

However, Mr Sindihatti admitted that the 'violation of labour law' was apparent in this case. “If they want to return home after securing the pending wages, we will make proper arrangements for their travel” he said.

Bengaluru, Mar 5: At 11 am on Friday, Chief Minister BS Yediyurappa will present the State Budget for the 2020-2021 fiscal. Coming at a time when the state is facing financial challenges, the budget is expected to have minor tax shocks for citizens, while making space for big-ticket allocations to the agriculture and water resources ministries. Thursday's budget will be Yediyurappa’s seventh.

“Agriculture is our primary focus. The recent gazette notification of the Mahadayi tribunal order is a welcome move for Karnataka and we will make budgetary allocations for this too,” the CM had said.

The cut back in devolution of funds for Karnataka from the divisible pool, trimming of funds from the Union Government for Centrally-sponsored schemes and tax collections falling short of revenue targets have made matters tough for Yediyurappa. The consolation may be the part payment of one installment of GST compensation from the Centre. The GST compensation, in part for the October-November period, was released to the state in time for tabling of the budget.

Bengaluru, Feb 27: Chief minister BS Yediyurappa has again kindled hope for several ministerial aspirants by suggesting he will expand his council of ministers in April. A dozen senior BJP legislators are aspiring for ministerial berths, but there are only six vacancies in Yediyurappa’s cabinet.

However, Yediyurappa suggested on Tuesday he will fill only three spots, one of which would go to Hukkeri legislator Umesh Katti. With this, lobbying has intensified for the two remaining berths as the expansion exercise is expected soon after the budget session that ends on March 29.

The aspirants include Murugesh Nirani, S Angara, Appachhu Ranjan, SA Ramdas, Aravind Limbavali, Narasimha Nayak and GH Thippareddy besides others.

Yediyurappa, it is being said, is keen on inducting Katti and Limbavali since they are close to him. He will leave the decision on choosing legislators for the remaining two berths to the party’s central leadership.

On more than one occasion in the past, Yediyurappa has publicly stated that his wish is to induct Katti, a former minister, into the cabinet. In fact, the CM had wanted to induct Katti in the previous expansion that took place last month, but dropped the idea at the last minute due to pressure from party bosses.

The CM is also under pressure to induct Athani legislator Mahesh Kumatalli, who was among 17 Congress-JD(S) MLAs who resigned to help the saffron party form the government. Several BJP MLAs and Lingayat seers have been piling pressure on Yediyurappa to make Kumatalli a minister as promised.

Kumatalli was denied a cabinet berth only to accommodate Katti. Both are Lingayats and from Belagavi district. As the Lingayat community already has a lion’s share in cabinet berths, the CM cannot afford to induct both.

Nirani, who has been leaving no stone unturned to secure a spot, reiterated his wish to become minister, but insisted he will not lobby for the post.

Yediyurappa has been upset with Nirani for lobbying for a berth through Panchamasali Mutt seer Vachananand Swami. The former minister was also part of the team of alleged disgruntled MLAs which met Jagadish Shettar at his residence to put pressure on the CM for cabinet berths.

However, while expressing confidence of being made minister when Yediyurappa’s expands his cabinet next, Nirani said, “Yediyurappa is not upset with me. My relationship with him is that of father and son. He knows me and what I am.”

Thiruvananthapuram, Apr 27: Kerala Chief Minister Pinarayi Vijayan on Sunday said the issue of return of Non-Resident Keralites (NRKs) to the state has been taken up with the Centre and the state government is awaiting a favourable response.

Vijayan said this in a meeting with Non-Resident Keralites over steps taken by the state government for those wishing to return to the state from foreign countries.

The Chief Minister announced that the Department of Non-Resident Keralites Affairs has opened online registration for such NRKs.

"Those returning should undergo screening at airports. All those returning should undergo mandatory home quarantine for 14 days.

Arrangements of isolation wards will be provided for those unable to go home," said Vijayan.
