Panchayat Raj Minister guarantees implementation of Third Finance Commission report

Mangalore, December 30: The Gram Panchayats in the State which are receiving an even annual fund of Rs eight lakh at present, would get more funds with the implementation of the Thirteenth Finance Commission Report.

Having received the report, the Rural Development and Panchayat Raj Department is contemplating to provide grants to the panchayats based on the population level in the each GP, said Rural Development and Panchayat Raj Minister Jagadish Shettar.

He was addressing the gathering during his visit to Mennabettu Gram Panchayat in Kinnigoli on Thursday. The Minister said that the government has already increased the funds to the GPs from Rs six lakh to Rs eight lakh. With the implementation of the Thirteenth Finance Commission Report, the funds will be granted in three scales based on the population rate. Grant of Rs nine lakh, 12 lakh and 15 lakh will be given to the Gram Panchayats with population of 3000, 5000 and 15000 respectively, he informed.

Calling the Third Finance Commission report by A G Kodgi as the model report, he said the government will ensure that the recommendations of the report are implemented in the Panchayat level. “With the implementation of the finance commission report, the TPs and ZPs which have been receiving Rs one crore annual grant would receive a hiked grant of Rs two crore. The government will make sure that the fund allocation for the TPs and ZPs is increased in the next budget,” he said.

Shettar also said that the Department has sent a circular to all the Panchayats to maintain transparency in the functioning. The Gram Panchayats have been strictly asked to organise Gram Sabhas on timely basis. The Gram Sabhas should be compulsorily video recorded so that the higher authorities in the Department would be able to monitor the happenings in the Panchayats. The selection of beneficiaries for various schemes should be transparent, he said.

Informing about the status of Mahatma Gandhi National Rural Employment Generation Scheme in the State, the Minister said that out of Rs 2,000 crore grant sanctioned by the Central government for the implementation of MGNREGS in the state, Rs 1,000 crore has been utilised and the rest of the fund would be utilised within March.

He also said that strict measures will be taken up for the proper tax collection in the Panchayats. “If the tax collection rate is 90 per cent in Dakshina Kannada, on the contrary, the collection is anywhere between 10 and 30 per cent in North Karnataka districts. As per the 13th Finance Commission report, the tax collection in Panchayats should not be below the minimum level of 40 per cent, informed the Minister.

Jagadish Shettar visited the solid waste management unit in Mennabettu Gram Panchayat. ZP President K T Shailaja Bhat, Chief Executive Officer Dr Vijay Prakash, MLA K Abhayachandra Jain and others were present.

Mangaluru, Jan 23: Members of the Social Democratic Party of India (SDPI) on Thursday held a protest against the Karnataka government, accusing it of shielding Aditya Rao, the main accused of planting an improvised explosive device (IED) at the Mangaluru airport on January 20.

Meanwhile, the Judicial Magistrate First Class (JMFC) Court has sent the accused Aditya Rao to 10 days police custody.

Earlier on Wednesday, the Bengaluru Police said that the procedure is being followed to hand-over to the Mangaluru Police a suspect who surrendered before it two days after planting an improvised explosive device (IED) at the Mangaluru International Airport.

The IED was later defused in an open field by the personnel of the bomb disposal squad.

Mangaluru, Jun 10: A youth, who staged suicide drama at Netravati River Bridge near Thokkottu on the outskirts of the city, reportedly found alive in Shivamogga today.

Praveen Saphalya a 28-year-old man from Kurnad village in Bantwal taluk was missing since yesterday. His motorbike was found abandoned on the Netravati bridge at around 7:30 p.m. on Tuesday (June 9).

It was suspected that he had committed suicide by jumping off the bridge. Hence, police and fire fighters had launched a search operation for his body in the river with the help of divers on Wednesday morning.

Meanwhile, the missing person reportedly surfaced in Shivamogga this morning.

According to sources, Saphalya was working as salesman for SLRK Limited, is reportedly deep in debt. Unable to face the harassment of his creditors, he had parked the bike on the bridge and left the city, sources said. Local police are probing the matter.

Social media giant Twitter briefly blocked the Karnataka BJP's account after it posted several provocative tweets and taunted Muslim women.

Ironically, the BJP called its unhygienic tweets as "liberal views". "It is unfortunate that our handle was locked out by Twitter for speaking the truth about liberals," it said.

"A big thanks for your support and encouragement. Satymeva Jayate. Jai Hind," the political party said to its supporters.

However, it did not specify for how long Twitter blocked its account but tweeted again on Wednesday after Monday.

Last week Karnataka BJP drew flak on Twitter for taking a swipe at Muslim women who appear to be standing in a line to vote in Delhi's assembly polls. ""Kaagaz Nahi Dikayenge Hum" ! ! ! Keep the documents safe, you will need to show them again during NPR exercise (sic)," the party's Karnataka Twitter handle posted using the hashtag #DelhiPolls2020.

It tweeted on Monday, accusing Congress leaders Sonia Gandhi, Manmohan Singh, Sushil Kumar Shinde and Vijay Bahuguna for "cheating" Dalits.

Karnataka BJP spokesperson G. Madhusudhan said that he had no idea about the account being blocked and then unblocked by Twitter.

"What has happened? I don't know," said Madhusudhana.

Reacting to the drubbing BJP suffered in the Delhi Assembly polls, the party tweeted that there is no need to lose heart.

"Now is the time to go back to voters to win their hearts and minds. Let us plan for 2025 from today. We are with you," tweeted Karnataka BJP on Wednesday.

Though BJP congratulated Arvind Kejriwal-led Aam Aadmi Party (AAP) for winning the Delhi polls, the party highlighted that it managed to increase it vote share by six per cent compared to 2015.
