Mangalore, February 18: In a shocking case of sexual abuse of a minor, a 13-year-old girl was repeatedly raped allegedly by her two neighbours for a long time at Kandathpally area in the city.

The incident involving the class VI student of Government Urdu Higher Primary School located near Bunder has caused uproar and questioned the utter anarchy and lawlessness under the limits of Mangalore City Commissionerate.

The accused, identified as Mubarak and Wahid, both residents of Kandathpally, have gone absconding after the little girl disclosed about the brutal rape.

Though the accused had allegedly raped several times since April 2011, the case had remained unreported till Saturday, as the girl was hesitant to reveal the truth.

The girl's parents, who hail from Badami, are residing at small room belonging to the Urdu School. The girl's father Hanumantha is a daily wage labourer and mother does cleaning, sweeping and other menial works at the School for a small salary. The victim is the eldest daughter among five children of the poor couple.

The accused used to rape the helpless girl after enticing her through chocolate and other things, says a complaint filed at Bunder Police Station.

The girl has also revealed to police that she was also raped inside a moving car several times.

“When there was vacation for school in April 2011, Wahid used to visit the girl's house and take her with him under the pretext of providing household works for payment. After raping the girl he used to warn the girl not to reveal what happened on her. During school days, he used to take her saying that he would give her money if she washed his car. Wahid's friend Mubarak too had raped her several times”, police sources said based on girl's complaint.

However the girl finally dared to disclose the truth to her parents when Wahid invited her again on Saturday. A shocked parents immediately approached the police.

“An investigation has been launched after registering a case. We are on lookout for the accused”, said a source from police station.

Bengaluru, Mar 3: Chief minister BS Yediyurappa on Monday introduced the Karnataka Municipalities and Certain Other Law (Amendment) Bill, 2020, in the assembly to give voters the opportunity to reject candidates in civic polls.

The bill, if passed, will enable election officials to offer the NOTA option in the elections to municipal corporations on the lines of assembly and Lok Sabha polls.

An amendment bill which seeks to enable the government to set up a separate university for the districts of Raichur and Yadgir was also tabled. The government said the workload of Gulbarga University necessitated creation of a separate university for the two districts, a move that will also help reduce regional imbalance in Kalyana Karnataka region.

Another amendment bill seeks to allow industrial units, which have failed to start operations on allotted land after seven years, to sell off the parcels to another unit. Bills which empower authorised agencies to regulate turf clubs and horse racing and regulate salary and pension of teachers in higher education institutions were also introduced in the assembly on Monday.
