Preetham 'murder' case: Plea for CBI probe rejected

Bangalore, March 14: The High Court on Tuesday rejected two petitions by the Mangalore Bar Association seeking a CBI probe into the missing case and suspected murder of Mangalore-based advocate Preetham Kumar.

Another petition by the mother of the deceased on the same grounds was also rejected by the court.

The Division Bench comprising Chief Justice Vikramajit Sen and Justice B V Nagarathna rejected the plea for CBI probe stating that when a 'B' report is filed in the case by CID before the jurisdictional court, it is improper for the High Court to proceed further in the matter.

However, the court made it clear that the order rejecting plea for CBI probe will have no bearing on the lower court. “The jurisdictional magistrate court can come to any conclusion based on the evidence including the nature of investigation conducted in the case,” the court ordered.

Additional Advocate General (AAG) K M Nataraj, who appeared before the Bench, submitted that the body of Preetham was fished out of the sea and a 'B' report was filed based on the DNA report and post mortem. “The case of murder has been ruled out and a 'B' report has been filed before the lower court. But the parents of the victim have refused to accept that it was the dead body of Preetham as claimed by the police,” the AAG said.

The petitions alleged that since the day Preetham went missing in 2010, the police failed to investigate the case effectively. They further stated that police inaction in the case was due to the backing of former minister Krishna Palemar. The advocate who went missing was allegedly in love with a girl who is said to be a distant relative of the former minister.

Bengaluru, Jul 28: After the Central Board of Secondary Education (CBSE) reduced the syllabi for Classes 9 to 12 due to COVID-19 pandemic, the Karnataka government has followed the suit. The Department of Public Instruction has omitted the chapters on legendary south Indian rulers Hyder Ali and Tipu Sultan from the textbooks of Class 7 in their attempt to reduce syllabus for state board schools by 30 per cent. 

The department, however, has decided to retain similar chapters on Tipu Sultan in 6th and 10th Classes, though the syllabus in text books for all classes from 1 to 10th has been trimmed. 

The trimmed textbooks uploaded on the website of the Department of State Education Research and Training (DSERT) by Karnataka state Textbook Society revealed removal of chapters on Tipu Sultan for the seventh grade.

Justifying the decision, officials said, "students study similar chapters in Class 6 and more in the 10th grade." Yet another senior official from the Text Book Society said, "Trimming does not mean we have removed half of the syllabus from textbooks. It is only keeping in mind the repetition we have condensed the chapters. In case students study about a particular dynasty in higher grades, then the same had been removed from lower grades."

A few months ago, there was an uproar over dropping of content on Tipu Sultan and MLAs from the ruling BJP also demanded the same and petitioned to the Chief Minister. Even an expert committee led by Prof Baraguru Ramachandrappa suggested to not drop any content on the historic figure. However, the department still decided to drop lessons from one of the classes while keeping the syllabus short for the next 120 active academic days.

Earlier this month, a controversy had erupted over the CBSE's decision to omit topics like federalism, secularism, citizenship, etc while reducing the syllabus for Classes 9 to 12. The education board had issued a detailed clarification later, stating that topics claimed to be dropped "are either being covered by the rationalised syllabus or in the Alternative Academic Calendar of NCERT".

"The rationalisation of syllabus up to 30 per cent has been undertaken by the Board for nearly 190 subjects of class 9 to 12 for the academic session 2020-21 as a one-time measure only. The objective is to reduce the exam stress of students due to the prevailing health emergency situation and prevent learning gaps," it said.

Last week, the Congress in Uttar Pradesh expressed its concern over 'deliberate and systematic' deletions of chapters related to the freedom struggle and the party's role in it from the Class 10-12 syllabi of the Secondary Education Board.

Bengaluru, Mar 29: The State government launched a mobile application for people to track the movement history of patients, who tested positive, before their detection so that they can take precautions. The app will give the date and time of visit to spots by the patients.

“The app also has a list of government designated first response hospitals for COVID-19 where citizen with symptoms can go. However, before going to a COVID hospital, people should call helplines — 104, 080-46848600 or 080-66692000,” said a message by Munish Moudgil, secretary, Administrative Reforms, who is also in-charge of the State COVID war room.

Thrissur, Feb 2: The Kerala government on Saturday said the condition of the medical student, kept in an isolation ward in Thrissur after testing positive for the novel coronavirus is satisfactory and that three people have been arrested for spreading false information on social media about the disease.

The woman, who tested positive, is a student of Wuhan university and is undergoing treatment at the Thrissur Medical College Hospital.

"The health status of the student who tested positive for coronavirus remains satisfactory.

The hospital authorities have confirmed that the health condition of all symptomatic persons under isolation in hospitals are "stable", a bulletin said.

Health Minister K K Shailaja said Kerala has strengthened surveillance and control measures against the epidemic, which has been declared by WHO as a global emergency,

She told reporters here that three people have been arrested for spreading false information about those who had arrived in the state from coronavirusa affected countries and are under home surveillance.

Six others had forwarded the posts and the cyber cell was probing the matter, Shailaja said.

The minister had earlier warned that strong action would be taken against those putting out false news on the disease.

Police said Sabari was arrested on Friday and released on bail, while two others-- Shafi and Siraj were arrested on Saturday.

Two cases have been registered in two police stations in Thrissur in this connection, they said.

A medical bulletin said that till date, 1793 people who travelled from coronavirus affected countries have been identified and placed under surveillance.
