BJP objects to Mayor's budget presentation in Council Meet

Mangalore, March 31: Arguments between Corporators of BJP and Congress on the issue of Mayor's budget presentation largely dominated the Council Meet at the MCC on Saturday.

Shankar Bhat, Former Mayor and BJP Corporator questioned Mayor Gulzar Banu's right to present the budget and make changes to the proposed budget such as increasing the amount of 'Kuteera Bhagya' scheme to Rs 25,000 from the proposed Rs 15,000 without referring it to the finance standing committee. He also remarked that until the High Court passes its judgment on the case of faulty Mayoral election procedure which is scheduled for April 3, Ms. Banu should not be conducting Council proceedings as Mayor.

Congress corporator Shashidhar Hegde in defense of the Mayor said that since there was one-third majority present in the House in spite of the BJP corporators staging a walkout, the session was continued. They insisted that Shantha of BJP had been asked by the Mayor to present the budget which she did not.

Raising objections to the Mayor's passing of the budget without referring to the standing committee, Ms. Shantha herself, Premananda Shetty, Sudhir Shetty and other BJP Corporators questioned the Mayor's action and demanded an explanation from Dr. K Harish Kumar, Commissioner, MCC. On the other hand, Congress Corporator DK Ashok Kumar also sought an explanation from the Commissioner as to who according to the law book must present the budget in case the finance committee chief is not present.

Mr. Kumar quoting from the law books said that there is no specific mention of who is to bear the responsibility of presenting the budget in case the standing committee chief is not there. “In such matters we have to seek directions from the Court of Law. But the norm and the law is that the budget has to be presented by the chief of the finance standing committee and for changes to be made, it has to be referred to the standing committee”. However, the Commissioner added that the financial year had come to an end and it was mandatory for the Corporation to forward the budget to the state government for its approval.

Congress corporators took a dig at their BJP counterparts for being absent for finance standing committee chief's election meetings and delaying the proceedings. The BJP corporators on the other hand argued that all their party corporators who were in the standing committee had sought permission for absence and hence their absence could not be questioned.

Towards the latter part of the session, the focus shifted to city's water problem. Corporators of various wards expressed water woes of their respective areas. Responding to some of the queries on the lack of water supply and dip in water level at Thumbay dam raised by corporators, the Commissioner said that since it had not rained beyond November this season and that there was no rain in the catchment areas this summer along with greater evaporation, the river inflow has reduced. Water supply to industries and construction projects has been cut off and frequency of water supply to Mulky and Ullal has also been reduced, he said. River inflow is virtually zero, he added and said that supplying water to higher areas in desired pressure is a problem that the Corporation is trying to address.

Bengaluru, Jul 21: A man was arrested on Tuesday for riding his high-end bike up to a speed of almost 300 km per hour on a flyover here during ongoing lockdown, police said. After a selfie video of the man's reckless ride went viral on social media, police arrested him for putting his life and that of others at risk and seized his 1000 CC bike.

Identified by police as Muniyappa, he rode his bike on the nearly 10-km long Electronic City flyover, accelerating almost to 300 KMPH as he whizzed past some vehicles, including cars autorickshaws and trucks that were moving in both directions.

"This video made viral by the rider...going at a dangerous speed of almost 300 kmph at Ecity flyover putting his own & others life at risk..CCB traced the rider & seized bike Yamaha 1000 CC.. handed over to traffic (police)," Bengaluru Joint Commissioner of Police Sandeep Patil tweeted, tagging the video.

A case of reckless driving has been registered against him, police said. They said the incident occurred during the week-long lockdown in force in the city and outskirts till Wednesday morning to contain the spread of coronavirus, leaving most roads deserted as people remained indoors. However, it was not known when exactly he undertook the ride. A fortnight ago, three youths who were doing wheelies on the city roads met with a ghastly mishap and lost their lives.

Mangaluru, Feb 26: The 'Yakshagana' stage in Karnataka is witnessing a curious spectacle with a Muslim woman artiste creating waves with her performances.

Arshiya, the artiste from Vittal in Dakshina Kannada district, is the first woman from the Muslim community to venture into the popular traditional theatre art form.

At one time, women were barred from Yakshagana stages.

A Muslim woman exponent on stage has attracted the attention of 'Yakshagana' lovers in the state.

Arshiya is now getting advanced training in her skills at the Kadali Kala Kendra under Ramesh Bhat here.

Arshiya, who is fond of 'Bannada Vesha' (villain roles), is now known in her stage name 'Tanu Vitla.'

She has already performed various episodes on stage and gained popularity.

Arshiya, currently working in an automobile showroom at Padil, said she was attracted to the art form from a very young age.

The initial enchantment with the art form came as she saw the role of Mahishasura in 'Sri Devi Mahatme Yakshagana Prasanga' (episode) performed near her home town.

She was attracted to all the elements of the art form, which combines music, percussion, dance, dialogues, stage techniques, make-up and costume.

Arshiya said she was also inspired by a teacher in her school at Vittal who trained her for a performance on stage during the school's annual day celebration.

She started performing on local stages at Vittal at the very young age of 10.

Arshiya now performs prominent roles on stage including Mahishasura in Sri Devi Mahatme Prasanga, the role which enamoured her in her childhood.

She also has donned the roles of Nishambhasura, Rakthabeejasura, Srinivas Kalyana, Sudarshanopakyana, Kadamba Kaushike and Shambavi Vijaya.

Her performances at Udupi and Karwar besides Mangaluru have earned her a lot of admirers, who love her 'Asura' roles, thanks to her loud voice.

Arshiya now wants to learn the 'Chende' (percussion instrument), which is an important element in Yakshagana performances.

Arshiya revealed that there was a bit of resistance from her community about her passion for the art form, but she had staunch backing of her family.

Bengaluru, May 25: After facing flak from the opposition for skipping quarantine rules to contain COVID-19 spread, Union Minister Sadananda Gowda on Monday said there are certain exemption clauses for those who hold certain responsible posts, adding that he cannot go under quarantine as he has to ensure medical supply in every part of the country.

"Guidelines are applicable to all citizens, but there are certain exemption clauses, for those who hold certain responsible posts," Gowda told media on being asked about allegations by opposition parties that he did not go to required institutional quarantine after domestic air travel from Delhi to Bengaluru.

"I am a Minister and I am heading Pharmaceutical Ministry. If the supply of medicines and other things is not proper then what doctors can do for patients, is it not a failure of government? It' is my responsibility to ensure the supply of medicines to each corner of the country," he said.

Earlier in the day, the BJP MP, who arrived at Bengaluru airport from Delhi and straight away got into his car and drove to his residence. He skipped the institutional quarantine measures as set by the Central government.

Karnataka Director General of Police Praveen Sood said: "Incoming domestic flight passengers from Maharashtra, Rajasthan, Delhi, Gujarat, Tamil Nadu, Delhi and Madhya Pradesh will undergo 7-day institutional Quarantine followed by home quarantine."

This is called has nagpur soldiers. He might think this virus has given excuse to all bjpean's or why he jumped out from the airport quarantine regulation. If the virus infected to any others what will.he do. What will his media will telecast. Same like Delhi they will target some other community. 

 

All must be away from him and his associates.

Here it is the duty of each individuals to keep distance and stay safe.
