Sakala' programme launched at Zilla Panchayat

Mangalore, April 2: “Sakala”, the state government's ambitious programme to provide various services to citizens within stipulated time, was launched at Dakshina Kannada Zilla Panchayat in Mangalore on Monday.

With slogans such as “Indu nale innila, helida samaya tappolla” and “Sevege Siddha, Kaalakke Baddha”, the programme has been designed to make bureaucrats and government officials deliver a list of services notified in the special edition of the Karnataka Gazette dated January 2 against time mentioned for the benefit of the common man.

Speaking on the occasion Yogish Bhat, MLA and Deputy Speaker, Legislative Assembly, said that the state government has been looking at options to enhance better government services for the common man. “In the recent budget we have set aside about four and a half thousand crores for government workers as per the sixth pay commission. We want to make our government workers and officials work with greater sincerity by paying them more and imposing time-boundess with projects such as 'Sakala' similar to the way corporate houses like Infosys and Wipro extract the best out of their employees by paying them more”.

Mr. Bhat also suggested that a ranking system be introduced so that there will be healthy competition among government employees in disposing off applications of people and serving them. “Fix a date to keep track of the number of applications attended to and disposed off every month. Have a quarterly valuation and an annual ranking. Identify the ones who have done well over the year and let us reward them on auspicious occasions like Rajyotsava for their work”, Mr. Bhat proposed.

However, he added that in the race to dispose off applications, officials must be careful not to mete out injustice to the applicants. He also suggested that since disposing off applications may also lead to files missing, it would be better to scan files and maintain digital records of the applications. Mr. Bhat called upon government officials to maintain transparency and accountability in their work.

Dr. N S Channappa Gowda, Deputy Commissioner, Dakshina Kannada district said that earlier, people would have to come to government ofices again and again to see if their work has been carried out or not. But now, through 'Sakala', faster service would be available to them, he said. Mr. Gowda said that the progress in service has been achieved in Puttur taluk where the programme was implemented on an experimental basis a month ago. He said that the district is all set to serve people with new zeal. “We have made arrangements to cater to the demands of 'Sakala' programme in terms of infrastructure, computer technology, personnel and the like and are fully prepared to serve the people with this new programme”, the DC revealed. He also hoped that government officials across all Taluks in the district will work hard to make Dakhsina Kannada district earn the numero uno position as far as serving people and disposing off applications is concerned. He also appealed to the government officials to maintain justice by quoting Mahatma Gandhiji saying 'administration without justice is useless and more dangerous'.

Dr. Shailaja Bhat, President, Dakshina Kannada Zilla Panchayat, in her address expressed hope that the 'Sakala' programme will facilitate better service in the district. “This is a dream project of Chief Minister Sadananda Gowda. Hopefully people will find it helpful and appreciate government's efforts”, she said.

An appeal reception centre was also inaugurated at the Zilla Panchayat building on the occasion.

In all, 151 services of 11 departments have been brought under the ambit of the system. They include commercial taxes, education, food and civil supplies, health and family welfare, home, labour, revenue and transport, RDPR.

Hubli, April 6: A disinfection tunnel was installed at the entrance of the Agricultural Produce Market Committee (APMC) market here on Sunday.

The tunnel, installed with the help of Young India.org, sprays people with a small percentage of Sodium hypochlorite solution through nozzles in order to sanitise them before they enter the market.

"It is helpful for all the farmers, vegetable vendors and other people who are coming and going to the APMC market. This is very useful," said Jagdish Shettar, Minister of Large and Medium Scale Industries, Karnataka.

With regards to any plans of more devices being added in the near future, Shettar added: "Firstly, we will have to see what would be the public's reaction and then, later on, we will decide."

President of Confederation of Indian Industry, Hubli VSV Prasad said that the setting up of this tunnel can help curtail the spread of Coronavirus "by disinfecting the bacteria of the body".

While it was on the trial stage right now, Prasad hopes that the trial is successful and the chamber is set up in more public places. With regards to the cost of the tunnel, he said: "The cost is around Rs 1.5 Lac to Rs 2 Lac and hopefully it will come down once we go for production," he added.

Srinivas Joshi, a representative of Young India.org, speaking to news agency said: "We have added 1.8 percent of Sodium hypochlorite solution in 100 litres of water. It is pumped through high-pressure pumps and sprayed like a mist via nozzles for 3-5 seconds which is very less time to cause any kind of allergy."

"People who are allergic to chemicals should avoid going through this chamber. We are putting signboard very soon," he added.

The number of positive cases of coronavirus in the country continues to surge. As per the Ministry of Health and Family Welfare, the total number of confirmed COVID-19 cases is 3,577 with 83 deaths.

Bengaluru, May 6: More than a month after international flights have been barred, Karnataka government is preparing to quarantine all 10,823 of the state''s people poised to return home from overseas amid the Covid pandemic, an official said on Tuesday.

"The state has planned to quarantine all 10,823 passengers coming back to Karnataka. The quarantine guidelines framed as below would be applicable," said Health Commissioner Pankaj Kumar Pandey in a statement.

According to the Government of India, 10,823 Karnataka residents have been stranded abroad by April 30, comprising 4,408 tourists, 3,074 students, 2,784 migrants and professionals and 557 ship crew.

Out of the 10,823 people, the state government is expecting 6,100 to return early as the government has decided to allow Indians stuck abroad to return.

"All the passengers arriving at points of entry (airports and seaports) will be compulsorily screened for symptoms of Covid-19," said Pandey.

Point of entry screening will include self-reporting form verification, thermal screening, pulse oximeter reading, briefing with instructions, categorisation, stamping for some and downloading of Aarogya Setu, Quarantine Watch and Apthamitra apps.

Arriving passengers are also required to declare existing comorbidities such hypertension, diabetes, asthma or any lung disease, organ transplantations, cancer, tuberculosis and other ailments.

Passengers will be categorised into three groups: Category A (symptomatic on arrival), Category B (asymptomatic with co-morbidity or aged above 60 years) and Category C (rest of asymptomatic passengers).

Depending on the category into which the people fall, their quarantine place and time will be determined.

Category A arrivals will be subjected to institutional quarantine for a fortnight, Category B one week quarantine at a hotel or hostel, followed by another week at home, and Category C home quarantine for a fortnight.

Karnataka government is making elaborate arrangements and logistical means, deploying healthcare, police and several other departments into action to handle the huge influx of Kannadigas and state residents.

Pandey has issued a 21-page elaborate standard operating procedure (SOP) guidelines on how to face the international returnees.

Bengaluru, Apr 14: Bracing for post-lockdown hard times, the Karnataka government on Monday decided to auction about 12,000 BDA sites and regularise unauthorised constructions across the state in a bid to shore up its already-thin finances.

"Some 12,000 corner sites (developed by Bangalore Development Authority, or BDA) are lying idle in Bengaluru. We hope to net about Rs 15,000 crore from the auction of the sites," chief minister BS Yediyurappa said after chairing a meeting with senior ministers and officials to discuss ways to raise funds.

"The Covid-19 pandemic has thrown Karnataka into a deep financial crisis. There's a need for such measures," the chief minister said in defence of the decisions.

The sites – mainly of 40x60ft and 50x80ft dimensions – are in nine layouts. Also, the state government will auction corner and vacant sites in layouts formed by development authorities in other major cities of Karnataka.

Industry experts said that in a tepid market, it wasn’t easy to find buyers for the sites, each of which costs about Rs 1 crore. The CM said, “Since it’s an open auction, I’m confident of a good price since corner sites are always in demand. If we don’t get the expected price, then we will stop the process.”

The meeting decided to fast-track disposal of the cases related to regularisation of unauthorised constructions pending before courts. “If courts decide these cases, then thousands of people will be relieved, besides helping the government in mobilising resources to take up development works,” the CM said.

The government hopes to get about Rs 4,000 crore from the layout-regularisation move.
The government decided to amend the law to allow hundreds of private and cooperative housing societies to allot residential plots.
