Black May Day: Two labourers buried alive as well caves in at Haleyangady

Mangalore, May 1: In an unforgettable May Day tragedy, two labourers were killed when an open well in which they were working, caved in, at Haleyangady near here.

According to police, the deceased have been identified as Madanappa (22), a resident of Agoli in Gangavathi taluk of Koppala district and Sayyed Beary (65) from Mukka. Beary was the mason. As many as eight labourers were engaged in digging a well in the land belonging to Ravi in Haleyangadi. The well is 20 feet deep and the work on constructing retaining wall was under progress when the incident occurred.

“We had started the work at 9 am and the mud caved in around 10.30 am. Of the six labourers, four of them survived while the two were not so lucky. The two got buried in front of our eyes,” said Hanumantha. The labourers who survived are Madanappa's brother Lokesh, Halappa, Yamunappa and Nagappa. The two other labourers Hanumantha and Yogappa were outside the well helping all those labourers who were inside the well by supplying the materials needed.

The police who swung into action started the rescue operation immediately. It is learnt that no permission was obtained from the Gram Panchayat for digging a well.

As many as 60 labourers who have come from Agoli are mourning the death of their fellow labourers. Normally, the labourers from Koppala come to coastal district in search of job in the month of January. Even these labourers had come in the month of January, fearing drought in their village.

“We have a responsibility to take care of our families. So we work on Sunday as well. We are engaged in construction of house, centring, painting, digging well and so on,” said Hanumantha. “We go back in the month of May with our earnings from coastal district and utilise the money to carry out farm activities. If we fail to work daily, then we can not meet our both ends,” he said.

It was said that Madanappa was married a year ago and is survived by his wife Hoovamma and five-month-old daughter. He was supposed to leave for his native on May 10, to attend the naming ceremony of his daughter, said his brother Lokesh, with tears in his eyes.

Bengaluru, Jul 27: Former Karnataka Chief Minister HD Kumaraswamy said that when COVID-19 has made life and livelihoods difficult, it is unfortunate that charges have been levelled of irregularities in the procurement of COVID-19 equipment.

"The Congress which has levelled charges against the ruling BJP has not so far filed a complaint with any investigating agency. Instead, the Congress has limited itself to getting publicity. On the other hand, the ruling BJP instead of coming clean by ordering a probe into the main charges is indirectly admitting the scam," Kumaraswamy said on Sunday.

"By washing dirty linen in public, both the Congress and the BJP are playing a cruel joke on people instead of protecting their lives," he said.

Hitting out at the BJP, he asked, "Why is it that the BJP is not ordering an investigation into the Rs 2,000 crore Covid 19 corruption charges levelled against the government by the Congress? Why is the government keeping quiet on the corruption charges?"

He said, "Is this the leadership provided by Chief Minister BS Yediyurappa? There could be political pressure on seeking resignation of his Ministers. But why has no action been initiated against any officers? Is there any effort to destroy the evidence by retaining officers in their existing postings?"

"Hunger for publicity is evident when we look at the press conference by five Ministers at a time," he said.

The government has countered the charges of the Congress but backtracked on ordering an investigation, he said.

"Would this not give rise to suspicion that the government is involved in the scam?" he asked.

He also asked why Congress leaders have not filed a complaint before any investigating agency despite "possessing documents to prove the charges".

"Are the Congress leaders trying to get publicity or are they concerned about the welfare of the people? The Congress Legislative Party leader is seeking an account (Lekka Kodi) while the BJP president is seeking answers (Uttara Kodi). Is it enough to give such questions and answers?"

Is there a concrete legal plan to deal with the irregularities? he asked.

"Looking at the way the Congress leaders have addressed media conferences and taken to social media campaigns, it appears that they are trying to get publicity," he said.

Bengaluru, Mar 4: CM BS Yediyurappa may reconsider plans to hike taxes and curtail populist schemes in his budget on Thursday as the Centre released part of GST compensation it owes the state. Officials said the Centre released the first instalment of the bimonthly compensation for October-November amounting to Rs 2,013 crore.

"This is welcome relief as the government has been scrambling to mobilise funds," said BT Manohar, member of GST consultative committee, government of Karnataka. The second instalment of Rs 1,523 crore is also expected to be released soon.

The CM, in his seventh budget, is expected keep the focus firmly on farmers and give top priority to irrigation, agriculture and welfare schemes.

The irrigation sector is expected to land the lion's share with an allocation of at least Rs 25,000 crore, followed by agriculture. Former CM Kumaraswamy had allocated over Rs 17,000 crore for water resources.

The bulk of funds is likely to go to the Upper Krishna (UKP) and Upper Bhadra projects, as it will help backward Kalyana Karnataka and central Karnataka regions. The two are also significant political blocs. The government will also seek assistance from the Centre for the UKP project in the erstwhile Hyderabad-Karnataka region, which enjoys special status under the Constitution owing to its backwardness. Yediyurappa is also expected to spell out populist schemes for the poor.

Former CM HD Kumaraswamy had allocated Rs 17,212 crore in the previous budget for water resources and Yediyurappa is likely to go well beyond that figure. "Priority will be given to irrigation and farmers," Yediyurappa had said recently. "I am making efforts to present a budget within the financial constraints."

The state's optimism stems from the fact that the Centre's GST collection crossed the Rs 1 lakh crore-mark for four successive months till February.

However, the CM could still hike tax rates marginally. At a pre-budget meet on resource mobilisation where Yediyurappa is learnt to have expressed willingness to borrow funds, officials from the finance department advocated raising tax rates instead.

The Ayodhya police booked a senior journalist on Wednesday for raising questions on Uttar Pradesh Chief Minister Yogi Adityanath's visit to the Ram Janmabhoomi for a religious ceremony amid the lockdown over the novel coronavirus pandemic.

The FIR mentions a tweet by Siddharth Varadarajan, editor of news portal 'The Wire', where he said: "On the day the Tablighi Jamaat event was held, Adityanath insisted a large Ram Navami fair planned for Ayodhya from March 25 to April 2 would proceed as usual and that 'Lord Ram would protect devotees from the coronavirus."

Varadarajan had clarified in another tweet that it was "Acharya Paramhans, Hindutva stalwart and head of the official Ayodhya temple trust, who said Ram would protect devotees from coronavirus, and not Adityanath, though he allowed a public event on 25/3 in defiance of the lockdown and took part himself".

Taking the suo-motu cognizance, Faizabad Kotwali police station incharge Nitish Kumar Shrivastava registered an FIR under sections 188 (disobedience to order duly promulgated by public servant) and 505(2) (statements conducing to public mischief) of the Indian Penal Code for doing "disreputable" comment against the chief minister.

Reacting to it, Varadarajan termed the FIR "politically motivated, saying that the offences invoked were not even remotely made out.
