Keep admissions in schools open for weaker sections till June 1'

Mangalore, May 3: Educational activists and representatives of like-minded organisations have decided to appeal to the Chief Secretary and Commissioner of the State Education Department to relax the school admission time limit specified in the state circular in view of the recent developments taking place after the notification of RTE rules by the state government.

In a meeting held in the city on Thursday, the civil society members came to a mutual conclusion that an appeal be made to the Chief Secretary, Government of Karnataka and Commissioner of the State Education Department to relax the rules for admission process as per its circular to facilitate implementation of the 25% quota rule in all concerned schools from this academic year itself.

Many schools have completed their admission processes already which is in fact a violation of the norms set by the state government which states that April 30 is the last date for accepting applications. Lolaksha, AHINDA leader, suggested that an appeal be made to the authorities to relax the rules and extend the date of accepting applications and begin the admission process afresh.

“Let authorities order the schools to quash the admissions that they have done already and refund the fees back to the ones who have sought admission and start the admission process again. Let schools keep their doors open for children eligible under the 25% quota provided by the RTE till June 1, i.e. the day of commencement of classes” he said.

He also said that the government needs to clear the ambiguity in terms of the details of the 25% quota and the admission process soon.

Renni D'Sousa of Padi VALORADE sharing his observations about the RTE rules notified by the state government said that in the SDMC section, the state government has left out minority and SC/ST representatives in the committee which was present in the Panchayat Raj norms earlier.

He added that quality of education will be a matter of concern as schools are expected to pass children till 8th standard. The certificate issuing authority shoulders a lot of responsibility in evaluating the child's performance in this scenario, he said.

It has also been planned that a workshop be organized soon to create awareness about the latest RTE developments among the masses inviting representatives from various parts of the district. Plans of a vehicle jatha and mobile awareness campaign are also in the pipeline.

Mangaluru, July 28: A screenshot of a death threat message against IAS officer Sindhu B Rupesh, the deputy commissioner of Dakshina Kannada, is now going viral on social media.

The threat comes in the wake of the Deputy Commissioner’s warning against attack on cattle traders by anti-social elements ahead of Eid al-Adha. 

It is learnt that a discussion was held about DC’s warning in a pro-Hindutva WhatsApp group. The death threat was issued in the same group in Tulu language. 

A police officer said that if the deputy commissioner doesn’t lodge a complaint, the police will file a suo motu case in this regard.

Bengaluru, Jun 26: The National Restaurant Association of India (NRAI) on Thursday came up with a Standard Operating Procedure (SOP) for restaurants whereby among other physical distancing norms, it has suggested a 2-metre gap between tables.

Formulated in partnership with Releski, a Bengaluru based skill-tech company, the SoP suggests that in case of back-to-back seating, people sitting with their backs towards each other will have their seats divided by 'Plexiglass' divider raised up to 2 meters from the ground.

"In a typical restaurant, the improvised seating plan should have a minimum distance of 2 metres between tables. The distance of 2 metres (6 feet) between tables should measure from one edge of the table to the other table's edge," it said.

In case of loose or free seating such as in banquet style or food court style seating, a minimum 2 meters of distance should be maintained between tables.

The guidelines noted that, to encourage physical distancing, restaurants have to sacrifice their seating capacity, to promote health and safety, and also to gain trust from their patrons.

"In order to perform this, divide your restaurants under different sectors. Pull out your restaurant's floor plan and colour code different sections red and yellow. Red sections are potential areas where maximum footfall or traffic is observed. Yellow sections are areas where the footfalls are average," it said.

All the red sections are encircled or bordered by placing barricades or Q manager and will open at specific points to access the yellow section and all the opening points will have hand sanitisers and sprays, and every guest who walks from red zones to yellow zones will sanitise himself/herself to reduce the chances of contamination.

For air conditioning, the guidelines of CPWD shall be followed which inter alia emphasises that the temperature setting of all air conditioning devices should be in the range of 24-30 degree Celsius, relative humidity should be in the range of 40- 65 per cent, intake of fresh air should be as much as possible and cross ventilation should be adequate, the guidelines suggested.

The industry body has also suggested appointment of a COVID-free Ambassador who would operate as the Chief Health Officer within the restaurant team, preferably from the management team in each shift.

The ambassador's would put the new daily work routines into practice, to monitor compliance with good practice and to lead the preventative measures, adapt to health & safety recommendations and requirements of the restaurant and oversee the implementation of the norms.

Anurag Katriar, President of NRAI and CEO & Executive Director of deGustibus Hospitality, said: "Every restaurant cutting across formats is facing the harsh reality of subdued to shut business volumes in the present and the uncertainty of business environment in the future. One thing is certain that hygiene and safety will be a key differentiator in the post-pandemic restaurant operations."

Mangaluru, Jan 16: A protest against the Citizenship Amendment Act, National Register of Citizens and National Population Register organised by the Muslim Central Committee of the Dakshina Kannada and Udupi districts near Adiyar on Wednesday signalled a snowballing opposition to the measures.

Harsh Mander, former Indian Administrative Service officer-turned-social activist, asserted that the nation’s fight against 'fascist' forces including Bharatiya Janata Party and its parent organisation Rashtriya Swayamsewak Sangh began over 100 years ago when Mahatma Gandhi returned from South Africa and led the freedom movement against the British.

In his address, Mr Mander asserted that the fight against CAA and NRC is also a campaign to save the secular fabric of the nation. He added that the fight began over a century ago when Hindu Mahasabha and other organisations popped up with their vision to turn the nation into a Hindu country.4
