Fishermen key to maintaining country's sea security'

Mangalore, June 26: The Fishermen are the best 'eyes and ears' of the country when it comes to keeping a check on terrorism and sea crime, said R K Sharma, Commandant, Coast Guards.

He was speaking at an interactive meet between the Coast Guards and fishermen community at Ullal on Tuesday.

Stating that even if the total man-force of navy, Coast Guards and Coastal Police is put together it cannot match the human resource that the fishing community posseses across the country, Mr. Sharma said that fishermen have a huge role to play in informing security bodies such as the Coast Guards, of any suspicious activity along the coast.

Stating that bio-metric cards and colour coding for boats will be made mandatory in the days to come, he urged the fisherfolk to get themselves updated and implement the new rules accordingly. Each state will be given a colour code which has to be implemented in boats of the respective states so that it is easy to identify the area that the boat belongs to. This will be helpful in curbing illegal activities and sea terror, Mr. Sharma said.

Observing that incidents of merchant vessels hitting smaller boats have been on the rise of late, Mr. Sharma said that there is a need for fishermen to be more alert. “Such vessels have started deviating a bit from their original routes to avoid pirates and in the process accidents between their boats and smaller boats are increasing. Those vessels are huge in size and it is difficult for them to pick small boats in the waves. To ensure their safety, fishermen must be alert and make sure that atleast one of their crew stays awake throughout the night”, he said.

Karnataka Coast Guards will soon have its own aircrafts and hovercrafts as part of its expansion programme, he added.

Distress Alert Transmitter

Coast Guards offcials demonstrated the working of an ISRO made satellite based 'Distress Alert Transmitter' (DAT) before the fishermen. The device would be helpful for fishermen in passing emergency messages to Coast Guards. There are four switches in the device the fisrt one meant for passing emergency message on ship fire or any such mishap, the second one for medical assistance, the third for boat sinking and the fourth one to intimate of a sea accident or cases of drowning of crew etc.

The device was initially being distributed for free but will soon be supplied by the state government at subsidized rates. It covers the areas of Arabian Sea, Indian Ocean and Bay of Bengal. A fisherman using this device had alerted the Coast Guards of a terrorist activity on sea and it helped in the cause of national security, Mr. Sharma said.

Working of a life jacket was also demonstrated on the occasion.

Harassment of fishermen

The meet being an interactive meet, a member of the fishermen community raised the issue of Coast Guard officials harassing fishermen in spite of them producing identity cards and other documents. In response, Commandant K L Arun said that in future if fishermen encounter such harassing, they can inform the Coast Guards office and file a complaint by noting down the number of the ship which is clearly visible on every Coast Guard ship.

Bengaluru, Jan 10: To deal with the problem of animal waste and illegal slaughterhouses in Bengaluru, Mayor M Gowtham Kumar held discussions with concerned departments and consultants to devise a strategy.

Speaking to ANI, Kumar said, "There are some illegal slaughterhouses in and around Bengaluru. We had a discussion with our Special Commissioner (Health) and Chief Health Officer (CHO) also to take up necessary action. We had a discussion last week also."

He also stated that a program has been framed to find illegal slaughterhouses and to shift animal waste generated every day.

"We have framed a program to find illegal slaughterhouses and design them properly. We have planned with our consultants that for the animal waste generated daily, we need four compactors to shift it either to Hoskote or another place that we have identified. We are on it", he said.

The segregation of animal waste and illegal slaughterhouses has been a continued issue in the Bengaluru civic area, a relief from which is expected after the implementation of proposed steps.

Chennai, Feb 5: In order to ensure housing for all, the Madras High Court has proposed ban on non-resident Indians from purchasing houses in India, prohibit speculative sale, and impose 100 per cent extra stamp duty on purchase of second house.

The court on its own impleaded the Union housing and finance ministries as party respondents.

It has directed them to answer a series of questions including as to how many families have basic amenity of housing in India as well as in Tamil Nadu, population and housing ratio in the country and in the state, when 'Housing for All' mission of the central government would be achieved.

"Why the government does not consider imposing such restrictions to control escalation of house prices and to provide a house to every family in the country, a division bench of Justice N Kirubakaran and Justice Abdul Quddhose wondered.

Directing the authorities to inform as to whether the central and state have got special schemes to provide housing for the marginalized and economically weaker sections including SC/ST communities, the bench has also sought the details of the number of families that possess more than one house.

"Why the governments do not restrict families/individuals from purchasing/possessing more than one housing unit/flat/plot till "Housing for all" is achieved?

Why not the government charge 100 per cent more or extra stamp duty to discourage buying more than one house by a family while purchasing second house?

Why not the government conditionally allow the families to purchase more than one house provided the said family pays 100 per cent extra statutory dues like property tax, electricity charges, water and sewerage charges on the second property?" the bench said.

This apart, the court also wanted the authorities to know as to why it should not prohibit the NRIs from purchasing houses in India to bring down the cost of housing.

Justifying its directions, the court said "Lakhs and lakhs of people are living on platforms, roads, and cement pipes, slums, under the trees and on banks of water bodies without proper shelter and basic amenities and safety."

It is true that the Centre had taken a policy decision to provide housing unit to every family.

It should be achieved at the earliest, the court said, adding it could become fruitful when restrictions are put on persons who hold more than one housing units.

The court passed the order while hearing an appeal moved by the Tamil Nadu Housing Board challenging a single judge order against acquisition of about 369 acres of private land in Thudiyalur and Vellakinar areas of Coimbatore for a housing scheme.

Bengaluru, Mar 24: Eight new positive coronavirus cases were confirmed in Karnataka on Tuesday, taking the tally to 41 in the state, the health department said.

"Till date 41 COVID-19 positive cases have been confirmed in the state which includes one death and 3 discharged," the department said.

According the department bulletin, 37 positive patients are in isolation at designated hospitals and their condition is stable.

Of the 41 confirmed cases, six are transit passengers hailing from Kerala who have landed in airports and being treated in Karnataka.

Among the eight passengers confirmed on Tuesday also three men and a woman are from Kasaragod in Kerala with a history of travel to Dubai and Saudi Arabia respectively.

All the four had landed in Mangaluru, where they are being treated.

The others are: two men, aged 40 and 65, from Uttara Kannada district in Karnataka with travel history to Dubai;

a 56-year-old woman, a resident of Chikkaballapura district, who is a family member and co-passenger of person who tested postive with travel history to Mecca, and a 56-year-old woman, resident of Bengaluru, a contact of another person who has tested positive for the virus,

Among the 41 cases, 24 has been reported from Bengaluru, five from Dakshina Kannada, three each from Kalaburgai and Chikkaballapura, two each from Mysuru and Uttara Kannada, and one each from Kodagu and Dharwad.

All the three discharged patients are from Bengaluru, while one death was reported in Kalaburagi earlier this month, which was the country's first COVID-19 related death.
