Outgoing KSHRC chief raises concern over non-appointment of successor

Mangalore, July 20: It would have been better had the state government started looking for his successor a couple of months ago itself, said Justice S R Nayak, chairman of the Karnataka State Human Rights Commission, who is scheduled to retire on July 25.

Addressing media persons after holding a meeting with Dr. N S Chennappa Gowda, Deputy Commissioner, DK, and Pratap Reddy, IGP (Western Range), at the Deputy Commissioner's office in Mangalore on Friday, Mr. Nayak said that immediately after his retirement, two more members in the commission will retire and by July 28, the Commission will be without any head and members. “The concerned appointments to the posts in the Commission should have been made a lot earlier as the process may take a long time. The Chief Minister has to discuss the appointment with other constitutional authorities like the Home Minister, Speaker, Leader of the Opposition, besides others which may result in postponing of the appointments. Since even members are retiring soon, the body will be without any representatives and accepting grievances of human rights violations and acting upon them will suffer greatly till the appointments are made”, he said.

Stating that he has mixed feelings with respect to his five year term in the Commission, Mr. Nayak said that he is happy about the fact that during this tenure the Commission had registered a number of suo-moto human rights violations complaints, without waiting for victims to knock its doors. “In this term, 36,000 cases were registered in the Commission, out of which, more than 6,500 complaints were registered by the Commission suo-moto based on media reports. Of the total number of complaints, 24,000 have been solved. The rest are still being enquired although In various stages. From Dakshina Kannada district, the Commission registered 1,643 cases out of which 974 have been solved. Compared to the human rights commissions of other states, we have registered more suo-moto cases”, he said.

Mr. Nayak said that the government did not execute everything that the Commission recommended, and neither did it not extend its cooperation at all. “But with more facilities, better infrastructure, personnel, and funds from the government, the Commission could have done better”, he said.

Sharing his concerns, Mr. Nayak said that the issue of communalism needs to be addressed quickly in Dakshina Kannada district. “This land was known for its secular nature and harmony. Today that secularism has shaken a bit. Attempts have to be made to bring back the same atmosphere in Dakshina Kannada which it was famous for”, he said. Basic facilities necessary for a human being such as water, land, health, security, equality, education etc were always his top priorities, he said, adding that hundreds of people are houseless in Belthangady taluk, where even Dharmasthala rural scheme is actively being implemented.

On the Naxal problem in the district, Mr. Nayak said that the government has to look into providing basic facilities and socio-economic justice to people to tackle the problem.

Bengaluru, May 8: Karnataka Chief Minister B S Yediyurappa said his government is clear in its stand on extending every possible help to the farmers. The Chief Minister spoke to the farmer-leaders of the state, who wanted their concerns to be heard and addressed, with regard to the problems the agrarian community has been facing in the wake of the COVID-19 lockdown.

"We will soon make our position clear on supporting the farmers. We will not allow any hindrance to come in the way of agriculture activities," Yediyurappa told the farmer- leaders.

The Chief Minister told the delegation that the pre-monsoon activities are in full swing in the state.

The government has also set up help centres and been providing agriculture equipment on rent, the Chief Minister said. In most of the places, at least 80 per cent of the standing crops have been harvested.

Arrangements have been made to bring equipment from neighbouring states to harvest the standing crop, he said.

Yediyurappa said fertilisers and seeds are available in abundance in the state.

He informed the farmer-leaders about the arrangements made to transport flowers, vegetables and fruits to other states.

Similarly, the market has been developed for the farmers to sell their products, said the Chief Minister.

He said the government is working out a compensation for farmers who lost their crops due to hailstorm in Raichur, Koppal and Ballari. Agriculture Minister B C Patil, Horticulture Minister Narayana Gowda, Revenue Minister R Ashoka, Chief Secretary T M Vijay Bhaskar and Development Commissioner Vandita Sharma were also present in the meeting.

Dubai, Feb 13: An Indian expatriate found to be infected with coronavirus in the UAE on February 10 is in a stable condition, the Indian Embassy told Gulf News.

“The Indian is a 36-year-old male,” an embassy official said, adding “he a resident of the UAE”.

However, the official did not say if the man had any travel history to China and also refused to divulge which state he hailed from.

On February 10, the Ministry of Health said the Indian national was found infected with coronavirus in the latest such case in the UAE. “The Indian national had interacted with a recently diagnosed person,” the ministry had said in a statement.

"All reported cases are in stable condition, except for one case, who is being put under close observation by a team of senior consultants at the Intensive Care Unit," added the statement.

The man is among the eight cases of coronavirus detected in the UAE so far. Others include six Chinese nationals and one from Philippines.

Earlier this week, the UAE announced that one of the infected patients, a 73-year-old Chinese national, Liu Yujia, had recovered.

Bantwal, Apr 27: Following the meeting at a guest house here, district in-charge Minister Kota Srinivas Poojary instructed the officials to stringently impose the lockdown in the taluka.

He stated that there will be no relaxation and exemptions in Bantwla till May 3 and ASHA workers will be continuing surveying houses in Bantwal Kasba and Narikombu.

Two people have already died from COVID-19 in the taluka and two new cases were reported in the past week.
