Scarf row in Ramakunja ends; students return to classes

Mangalore, July 24: The 12-day-long protest by students of Ramakunjeshwara First Grade College in Puttur taluk seeking permission to wear 'hijab' in classrooms petered out on Monday, with many attending classes.

Out of the original 107 protesting students, all but 15 boys attended classes. A student said that those who returned were made to sign an agreement that said that headscarf was banned in the college, and that students would not participate in protests against the college in future.

The student added that although loss of attendance and the impending examinations might have played a role in the surrender of their demands, what really pushed some to return was the filing of cases against seven protesting students on Saturday.

This follows a complaint by principal Vasanth Rao, after around 80 students, joined by students from nearby colleges, staged a protest under the aegis of University Sarva College Sangha on Friday.

“It is a blackmail tactic. They've filed false charges, and then said they'll take it back only if we come back,” said the student, who didn't sign the agreement form.

Claiming that the students created an atmosphere of “tension” and “fear”, a member of the college management said they were forced to file cases.

“We don't want to aggravate the situation. If the students come back, we will withdraw the cases,” he said.

He added that students would not get attendance for the classes they missed and there was no need for special classes as the examination on July 25 were “only” a unit test.

Bengaluru, July 28: Former prime minister and JD(S) chief H D Deve Gowda today threatened to launch a state-wide agitation in against the amendments made to the Karnataka Land Reforms Act.

Gowda’s opposition to the new law comes even as Congress leader Siddaramaiah is also doggedly pursuing it.

Demanding that the state government immediately rollback the ordinance empowering these amendments, the octogenarian leader said he personally would take to streets if the government failed to budge.

The B S Yediyurappa government has liberalised the land reforms law by removing restrictions on non-agriculturists from purchasing and owning farm lands.

The government has also amended the APMC Act and has tweaked labour laws, which are all “against the interest of the state and must be rolled back,” Gowda said.

Speaking to reporters here, Gowda stated that he had already written thrice to Chief Minister B S Yediyurappa in this regard. "The ordinances have to be taken back. The amendments to Karnataka Land Reforms Act, by repealing sections 79-A, B and C, is an anti-farmer move. The APMC Act amendment, too, is against the interest of the state. The government has failed to speak about the impact of these amendments," said Gowda, who is now a Rajya Sabha member.

Elaborating on the amendment to the Land Reform Act, the JD(S) patriarch opined that by throwing open agricultural land ownership to anybody at all, the government was only helping real estate developers while pushing farmers into a “vulnerable” situation.

Amidst all this, there are now reports of funds misappropriation in Covid-19 relief measures and in procurement of medical equipment, he said, adding that it seemed like only the corrupt became stronger over time.

Further, Gowda lambasted both national parties for creating political unrest, referring to the ongoing political crisis in Rajasthan and the recent developments in Madhya Pradesh. However, he added that he would not wish to dwell on it much, while emphasising that his focus was primarily on strengthening his own party at this point in time.

A 7-year-old Dalit girl who had gone missing from outside her residence in Tamil Nadu’s Pudukkottai district on June 30 was found dead last evening. 

Police sources said that the body with severe injures was found in a forest area bordering her village. The young girl had been sexually assaulted before the murder, according to police.

Victim’s neighbour, Raja, 25, who belongs to the Pandaram caste, has been arrested in connection with the incident.

While they have included murder charges in the First Information Report (FIR) against him, they are awaiting the post-mortem report to add sections of the Protection of Children against Sexual Offence Act (POCSO act) in the FIR.

"The girl was playing outside her home at 4pm. Her parents then found her missing and her father filed a complaint at the station at around 7pm. Efforts were then underway to find the girl," said an investigating official.

They found the minor's body in the forest area near her village on the evening of July 1. Her clothes were in a state of disarray and her face was severely injured.

"She has been beaten with sticks on the face and injuries are clearly visible. The post-mortem will reveal the actual cause of death," says an official from the district.

Police sources further add that the neighbour had found the minor roaming around the area on Wednesday and allegedly took advantage of the fact that she was alone.

"During inquiry he admitted that he had sexually assaulted and murdered the girl," says a police official from the district. "Further investigation is underway and we will have more clarity once we get the post mortem report," he adds.

New Delhi, Jan 19: Senior Congress leader Kapil Sibal on Sunday asserted that every state assembly has the constitutional right to pass a resolution and seek the amended Citizenship Act's withdrawal, but if the law is declared constitutional by the Supreme Court then it will be problematic to oppose it.

His remarks came a day after he had said there is no way a state can deny the implementation of the Citizenship Amendment Act (CAA) when it is already passed by the Parliament.

"I believe the CAA is unconstitutional. Every State Assembly has the constitutional right to pass a resolution and seek its withdrawal. When and if the law is declared to be constitutional by the Supreme Court then it will be problematic to oppose it. The fight must go on!" Sibal said in a tweet.

His remarks on the CAA at the Kerala Literature Festival (KLF) on Saturday had caused a flutter as several non-BJP governments, including Kerala, Rajasthan, Madhya Pradesh, West Bengal and Maharashtra, have voiced their disagreement with the CAA as well as National Register of Citizens (NRC) and National Population Register (NPR).

"If the CAA is passed no state can say 'I will not implement it'. It is not possible and is unconstitutional. You can oppose it, you can pass a resolution in the Assembly and ask the central government to withdraw it.

"But constitutionally saying that I won't implement, it is going to be problematic and going to create more difficulties," said the former minister of law and justice.
