Mangalore, August 1: A Mangalore City Corporation notice has been pasted at the entrance of the Morning Mist Home-stay, in Padil, where students celebrating a birthday party were attacked, stating that it is a residential building and does not possess license to carry out commercial activities.

The notice dated July 30, signed by the MCC Health Officer, further states that the programmes such as engagement parties, birthday parties etc. were being conducted at the building in the past too without permission from the MCC.

The Corporation has asked Dr. Francis Pascal Subil Rebello, the owner of the building, to give a written explanation within 24 hours failing which, he has been warned of legal action and even closing down of the building as it has contributed in troubling citizens.

Speaking to Coastaldigest.com, Dr. Sudarshan B M, MCC Health Officer, said that although the deadline for the owner to give an explanation is over, he will be given an opportunity as the Corporation has not been able to contact him. “The owners have not been available for contact so we have just pasted the notice on the door. They do not seem to be in the city but we are trying to get in touch with them. A personal notice would be sent to them once they are contacted”, he said.

Department of Tourism gets red-eyed too

Another notice addressed to the owners of the building has been pasted by the district unit of the Department of Tourism, Government of Karnataka, slamming them for not obtaining permission from the Department to run it as a 'homestay'.

Running the building commercially using the word 'home-stay' without obtaining permission, has brought bad name to the Department in the light of the recent attack on students, the notice states. The Department has directed the owners to submit details of the building along with related documents within a week of receipt of the notice, failing which it has warned of apt action.

Bengaluru, Feb 19: A public interest litigation (PIL) has been filed in the Karnataka High Court, seeking a stay on Anand Singh functioning as Minister of Forests, Environment and Ecology contending that there are criminal cases filed against him by the Ministry.

"A stay be granted prohibiting Anand Singh from functioning as the Cabinet Minister for the Ministry of Forests, Environment and Ecology. Any other order that the Honourable Court may deem fit in the interest of justice and equity," the PIL prays.

The petition, filed by advocate Vijay Kumar, said that the Chief Minister has allocated the portfolio of the Ministry of Forests, Environment and Ecology to Singh without considering the fact that there are several criminal faces filed against him by the Ministry.

It said that the allocation of the Ministry of Forests, Environment and Ecology portfolio to Singh is in the conflict of interest.

"The holding of the post of Cabinet minister for the Ministry of Forests, Environment and Ecology is against public interest and completely in conflict of interest as he has business for which the subject Ministry is the overseeing authority and further he will also have access to the case files which again is in conflict of interest," the PIL said.

PIL adds that "it is pertinent and absolutely necessary" to deny the incumbent from accessing files related to his cases and from taking any decisions which may provide him with pecuniary benefits through his businesses.
