'454 districts in India do not have a medical college'

Mangalore, September 11: There is an acute shortage of 10 lakh doctors and 20 lakh nurses in India and only 188 districts have medical colleges. There is not a single medical college in 454 districts across the nation, said Dr S Ramananda Shetty, vice-chancellor of Nitte University here on Monday.

Delivering the Foundation Day lecture of Mangalore University here, Dr Ramananda Shetty explained why India is lagging in the health sector. India has 315 medical colleges and it produces 36,000 MBBS graduates every year while China with 188 colleges produces 1.75 lakh doctors every year. "We have a fantastic education policy but we have failed to implement it," he added.


Stating that India's progress has been slow in the higher education sector, Dr Ramananda said the education policy framed in 1968 was implemented in 1986. Randomly increasing number of universities may affect quality education. What is needed is autonomy for universities and academic freedom, he said.

Throwing light on why higher education has not developed in India, he said professional institutions are finding it difficult to satisfy the norms of regulatory bodies like Medical Council of India, Nursing Council of India and eight other regulatory bodies. "Professional educational institutions are over governed here," he pointed out.

In 1964, Kothari Committee recommended that the government earmark 6 percent of gross domestic product (GDP) but today sadly our GDP is only 3.5 percent, of which only 0.66 percent is earmarked for education. Universities are suffering due to lack of funds, he said.

Earlier during the programme, Dr Ramananda and MU vice chancellor TC Shivashankara Murthy distributed laptops to MU faculty and launched internet protocol facility in the postgraduate departments of MU. Shivashankara Murthy said that implementation of instrumentation technology is the need of the hour for universities.

New Delhi, Feb 20: Microsoft has begun testing its free open-source software called "ElectionGuard" in a small Wisconsin town in the US that aims to make voting more secure, verifiable and efficient.

"ElectionGuard" will enable end-to-end verification of elections, open results to third-party organisations for secure validation, and allow individual voters to confirm their votes were correctly counted.

It enables government entities, news outlets, human rights organisations or anyone else to build additional verifiers that independently can certify election results have been accurately counted and have not been altered, according to the company.

The software would create a paper trail and assure voters their votes were properly tallied.

"On Tuesday, Fulton residents are using the technology while choosing who will join the local school board and hold a seat on Wisconsin's state Supreme Court," reports CNBC.

With the test, the company aims to see if voters like the experience and make sure everything works fine.

In May last year, Microsoft CEO Satya Nadella announced "ElectionGuard".

According to Tom Burt, Corporate Vice President, Customer Security and Trust, voting system manufacturers will be free to build ElectionGuard into their systems in a variety of ways.

"These are exciting steps that enable individual voters to confirm their vote was properly counted, and assures those voters using an ElectionGuard system of the most secure and trustworthy vote in the history of the US," Burt said in a recent blog post.

"ElectionGuard" is not intended to replace paper ballots but rather to supplement and improve systems that rely on them, and it is not designed to support internet voting.

The software provides each voter a tracker with a unique code that can be used to follow an encrypted version of the vote through the entire election process via a web portal provided by election authorities.

During the process of vote-casting, voters have an optional step that allows them to confirm that their trackers and encrypted votes accurately reflect their selections.

But once a vote is cast, neither the tracker nor any data provided through the web portal can be used to reveal the contents of the vote.

After the election is complete, the tracker codes can be used by voters to confirm that their votes were not altered or tampered with and that they were properly counted, said Microsoft.

On the security front, "ElectionGuard" uses something called homomorphic encryption - which enables mathematical procedures "like counting - to be done with fully encrypted data".

Bengaluru, Jul 31: BJP leader CP Yogeshwar has slammed Yediyurappa supporters and said the JDS leader HD Kumaraswamy is supporting BJP.

Speaking to the reporters, Yogeshwar said, "Congress president DK Shivakumar and Janata Dal (Secular) leader and former CM HD Kumaraswamy, both are Yediyurappa supporters."

"His words seem to support the BJP. All that Kumaraswamy had said, during our government's rule, are happening including the officers they mentioned are being transferred. He has come forward to support BJP from the back door," Yogeshwar.

While reacting to allegations made by CP Yogeshwar, Karnataka Pradesh Congress Committee president DK Shivakumar has said that earlier Yogeshwar requested for State Legislative Council (MLC) member ticket and now such people are blaming me without any evidence. This shows his dishonesty to his party and the kind of person he is."

New Delhi, Jul 7: Congress leader Dinesh Gundu Rao's wife Tabu Gundu Rao informed that four of their employees have tested positive for coronavirus.

"Well sadly our PA, one more Gunman and 2 house staff tested positive. We are all thankfully negative but in isolation and quarantine for 10 to 14 days from today, to check if we develop symptoms as we are primary contacts to them. Hopefully we should get through this," Tabu tweeted.

According to the Ministry of Health and Family Welfare, there are 23,474 coronavirus cases in Karnataka including 13,255 and 372 deaths.
