MCC mulls bylaw to counter plastic menace

plasticMangalore, September 24: Even as Dakshina Kannada readies itself for a total ban on plastic bags, cups and covers from November 1 this year, Mangalore City Corporation here is planning to arm itself with a bylaw for plastic waste management and handling. As per the bye-law no plastic carry bag shall be used as means of advertisement of any product or trade. The draft will come for approval in this month's council meeting.

 

As per the draft, MCC will levy a pollution cost of Rs 500 on retailers issuing plastic carry bags to consumers for free or selling it without authorization. Trading licences of retailers will be cancelled for the second offense. The bylaw was drafted following a decision taken by the state's plastic waste advisory committee earlier this year, which wanted city corporations to enact bylaws for including plastic waste management and handling rules 2011.

 

The ratified bylaw will be sent to the government for approval and its implementation will follow once the government gives the go ahead, said K Harish Kumar, commissioner, MCC. "The civic body will also implement a decision that the district administration may take with regard to ban on plastic. The bylaw is the result of Supreme Court directives to urban local bodies with regard to solid waste management," he added.

 

The draft states no retailers can make available carry bag free of cost to consumers and shall not be used as a means of advertisement of any product or trade.

 

Pollution cost will be collected for effective control of use/sale/distribution of unauthorised carry bags and/or issuance of free plastic carry bags. The bylaw proposes different sale prices for carry bags ranging from Re 1 to Rs 5 depending on the size, Harish Kumar pointed out.

 

Deputy commissioner NS Channappa Gowda said it is the intent of the minister for higher education CT Ravi, who is also the district in-charge to root out plastic bags. Ravi described plastic as modern day demons.

 

"While it is not possible to totally ban plastics, the first step in this direction will come by banning sale of plastic bags, covers and cups," DC said adding administration will take series of step to create awareness among all stakeholders prior to that.

Feb 3: The Karnataka government is probably the only state to have so many nodal agencies to deal with investment proposals. There is the KIADB, Karnataka Udyoga Mitra, State High Level Clearance Committee (SHLCC), State Level Single Window Clearance Committee (SLSWCC) and District Level Single Window Clearance Committee.

While the government claims these have been created to speed up the process of setting up industries, they’re only delaying it. “A four-to-five year delay in acquiring land has become the norm,’’ say industry sources.

“These entities are only adding layers of obstacles to investors and is not really helping industries,” said a senior IAS officer.

While DLSWCCs are headed by deputy commissioners are empowered to clear investment proposals up to Rs 15 crore, SLSWCC, headed by the industries minister, clears proposals more than Rs 15 crore and up to Rs 500 crore. Proposals worth more than Rs 500 crore have to be cleared by SHLCC chaired by the CM. These entities have to meet regularly and clear proposals. But often, these meetings don’t happen as scheduled. “The delay starts from here,” said Vasant Ladava, industrialist and member of Karnataka Industries and Commerce, Bengaluru.

The single-window agencies involving representatives of departments like industries, revenue, pollution control board and forest are supposed to collectively give necessary clearances required for industries. “But, of late, they have become only project approvers without other responsibilities, leaving investors in the lurch,” said Ladava.

Bengaluru, Apr 23: Nine new COVID-19 positive cases have been reported in Karnataka in the last 24 hours.

Out of these nine coronavirus positive cases, five have been reported from Kalaburagi and two each from Mysuru and Bengaluru.

According to the government of Karnataka, the total number of positive cases in the State now stands at 427 including 131 cured or discharged cases and 17 deaths.

The total number of positive coronavirus cases across the country are 19,984, including 15,474 active cases of the virus. So far, 3,869 patients have either been cured or discharged while 640 deaths have been recorded in the country, as per data provided by the Union Ministry of Health and Family Welfare.

Bengaluru, Jul 30: The Bruhat Bengaluru Mahanagara Palika (BBMP) on Wednesday issued a notice restricting the sacrifice of animals during Bakrid or other religious occasions in certain places.

This year Eid al-Adha or Bakra eid will be celebrated on August 1.

"The administration has prohibited the sacrifice of animals in public roads, footpaths, inside or outside the premises of hospitals/nursing homes, schools and colleges, temples mosques, other religious places or public places," the BBMP said in a public notice.

Person or organisation violating the notice is liable to be prosecuted under the relevant sections of the Indian Penal Code, stated BBMP.
