HC seeks transcript of Dr Kalladka Prabhakar Bhat's 'hate Muslim' speech

Bangalore, October 9: The High Court of Karnataka on Monday directed the police to submit in two weeks a transcript of the alleged incendiary speech by Rashtriya Swayam Sevak Sangha leader Dr Kalladka Prabhakar Bhat at Hindu Samajotsava at Uppinangady in January this year.

Observing that “nobody has any right to indulge in making personal attacks on any community,” the Court on Monday adjourned to October 31 the hearing on a Public Interest Litigation (PIL) plea, which had sought action against Prabhakar Bhat Kalladka, a senior functionary of the Rashtriya Swayamsevak Sangh (RSS), for making “inflammatory” speech.

The Bench comprising of Chief Justice Vikramajit Sen and Justice B V Nagarathna made these observations when the government counsel informed the court that the police have already filed a 'B' report in the case registered against Mr. Bhat on the allegation that he delivered a “hate Muslim” speech at a Hindu Samajotsav at Uppinangadi on January 22, 2012. Earlier, the counsel for Mr. Bhat submitted that the allegations made in the petition were “far from truth” and claimed that Mr. Bhat had not instigated anybody.

Suresh Bhat Bakrabail, President of Karnataka Komu Souharda Vedike, has filed the PIL charging Dr Bhat with hate speech during the event. The advocate for Dr Bhat claimed that there was no substantial evidence for the charges against the latter and that the Vedike was not a registered organisation.

Chief Justice Vikramajit Sen took exception to the submission and sought to know whether the government wants a civil war in the State and the country.

“Don't reduce Karnataka into a civil war zone. The image of the country is going down because of these kinds of people. India was known as a centre of learning of philosophy and tolerance. These types of people are the ones who spoil the image of our country,” he noted.

However, the petitioner, Mr Bakrabail, informed the court that they have the CD of the speech of Mr. Bhat and would submit the transcripts to the court in two weeks. The counsel also claimed that there was an attack on members of a particular community a day after the speech.

The PIL said the provocative speech led to a tense situation in Uppinangady and despite that the police allowed Dr Bhat to continue with his talk.

New Delhi, Jul 27: A month after banning 59 Chinese applications, the government of Indian has now reportedly banned 47 more apps of Chinese origin in the country. According to sources, the 47 banned Chinese apps were operating as clones of the earlier banned apps. 

The list of the 47 Chinese applications banned by the Indian government will be released soon.

India has also prepared a list of over 250 Chinese apps, including apps linked to Alibaba, that it will examine for any user privacy or national security violations, government sources said. The list also includes Tencent-backed gaming app PUBG.

Some top gaming Chinese applications are also expected to be banned in the new list that is being drawn up, sources said. The Chinese applications, that are being reviewed, have allegedly been sharing data with the Chinese agencies.

Today's decision follows after a high-profile ban of 59 Chinese apps including TikTok, as border tensions continued in Ladakh after a violent, fatal face-off between the Indian and Chinese armies. The government said these apps were engaged in activities that were prejudicial to the sovereignty, integrity and defence of India.

A government press release announcing the ban stated: "The Ministry of Information Technology, invoking it's power under section 69A of the Information Technology Act read with the relevant provisions of the Information Technology (Procedure and Safeguards for Blocking of Access of Information by Public) Rules 2009 and in view of the emergent nature of threats has decided to block 59 apps since in view of information available they are engaged in activities which is prejudicial to sovereignty and integrity of India, defence of India, security of state and public order".

A day later, Google said it has removed all the banned applications from the Play Store. Following the ban, TikTok refuted the claims that suggest it will pursue legal action against the Indian government for banning the app in India.

Reacting to the 59 apps banned by India, the Chinese Foreign Ministry said the country is "strongly concerned regarding the decision of the Indian government".

“China is strongly concerned, verifying the situation,” Chinese Foreign Ministry spokesperson Zhao Lijian was quoted as saying by news agency ANI.

"We want to stress that the Chinese government always asks Chinese businesses to abide by international and local laws-regulations. The Indian government has a responsibility to uphold the legal rights of international investors including Chinese ones," Zhao Lijian said.

Bengaluru, Feb 16: Deputy chief minister Laxman Savadi’s election to the lone vacant council seat, for which a bypoll has been called, is only a formality as the only other candidate in the contest, independent BR Anil Kumar, dropped out on Saturday.

Kumar conveyed his decision to council secretary and returning officer Vishalakshmi. He decided to withdraw from the February 17 bypoll after failing to get support from Congress and JD(S) legislators.

The bypoll was necessitated after sitting member Rizwan Arshad of Congress resigned as he moved to the legislative assembly as an MLA. Rizwan won the Shivajinagar bypoll in December last year.

“Since the notification on candidates in the fray, after the last date of withdrawal, has already been published, irrespective of any candidate’s retirement, the election has to be conducted,” an official said.

Savadi’s victory was always assured as BJP has 119 members in the House.

Still, Ramanagara BJP district president Rudresh and MP BY Raghavendra reportedly approached Kumar, urging him to withdraw. Kumar, however, denied that he was persuaded by BJP.

“I entered the fray thinking secular parties and likeminded MLAs will support me, but that didn’t happen, so I decided to retire,”he said.

A section of Congress and JD(S) politicians, led by former minister HD Revanna, had persuaded Kumar to enter the contest with the hope that disgruntlement among some BJP legislators over Savadi’s promotion as the deputy CM would result in an upset.

Former chief minister HD Kumaraswamy also offered to support Kumar. Siddaramaiah of Congress refused to do the same. Congress and JD(S) did not field any candidates of their own as they don’t have the requisite numbers in the House.

Savadi must get elected to the council before February 20, otherwise he will lose his cabinet role. According to rules, a person who is not a member of either House should get elected within six months after becoming a minister. Savadi took oath on August 20 last year.

Tumuku, Jul 6: Senior Congress leader and Kunigal MLA Dr H D Ranganathm tested positive for COVID-19 on Monday.

The 48-year-old Congress legislature, a doctor by himself, was admitted to Manipal hospital and recovering, he said in a tweet.

Dr Ranganath said he took all precautions, yet could not save himself from the virus and advice people to not to take the contagion lightly.
