Provocative speech: High Court stays proceedings against Kateel, Karant

Mangalore, October 10: The Karnataka High Court has stayed proceedings in a lower court against Mangalore MP Nalin Kumar Kateel and Hindu Jagarana Vedike leader Jagadish Karant in a provocative speech case.

 

Upholding the petition submitted by Srinidhi Hegde, one of the accused in the three-year old case, a high court bench issued temporary stay in proceedings against Mr Kateel, Mr Karanth and 10 others: the petitioner Srinidhi Hegde, Ramaiah Bhat Panja, Gopalakrishna Bhat, Dayananda Bana, Sanjay Kumar Paichar, Advocate Deepak Kutthamotte, Dileep, Naveen Kumar Menala, Krishnaprasad Mattila and P K Umesh.

 

With this, the proceedings scheduled for Tuesday at Sullia First Grade Judicial Magistrate's Court, was adjourned till November 13.

 

It may be recalled here that jurisdictional Sullia police had filed charge-sheet against the accused speakers following the instruction of the local court in March 2009.

 

K S Ummer, a local resident, had lodged a private complaint in the court through senior advocate Sooryanarayan Bhat, alleging that the above accused had delivered communally-provocative speeches at the Hindu Jagruti Meet held at the Sullia bus stand on February 26, 2009.

 

The complainant had pointed out that the speakers had made derogatory remarks against the Muslim community and that the speeches were communally provocative in nature.

Bengaluru, Jul 27: Former Karnataka Chief Minister HD Kumaraswamy said that when COVID-19 has made life and livelihoods difficult, it is unfortunate that charges have been levelled of irregularities in the procurement of COVID-19 equipment.

"The Congress which has levelled charges against the ruling BJP has not so far filed a complaint with any investigating agency. Instead, the Congress has limited itself to getting publicity. On the other hand, the ruling BJP instead of coming clean by ordering a probe into the main charges is indirectly admitting the scam," Kumaraswamy said on Sunday.

"By washing dirty linen in public, both the Congress and the BJP are playing a cruel joke on people instead of protecting their lives," he said.

Hitting out at the BJP, he asked, "Why is it that the BJP is not ordering an investigation into the Rs 2,000 crore Covid 19 corruption charges levelled against the government by the Congress? Why is the government keeping quiet on the corruption charges?"

He said, "Is this the leadership provided by Chief Minister BS Yediyurappa? There could be political pressure on seeking resignation of his Ministers. But why has no action been initiated against any officers? Is there any effort to destroy the evidence by retaining officers in their existing postings?"

"Hunger for publicity is evident when we look at the press conference by five Ministers at a time," he said.

The government has countered the charges of the Congress but backtracked on ordering an investigation, he said.

"Would this not give rise to suspicion that the government is involved in the scam?" he asked.

He also asked why Congress leaders have not filed a complaint before any investigating agency despite "possessing documents to prove the charges".

"Are the Congress leaders trying to get publicity or are they concerned about the welfare of the people? The Congress Legislative Party leader is seeking an account (Lekka Kodi) while the BJP president is seeking answers (Uttara Kodi). Is it enough to give such questions and answers?"

Is there a concrete legal plan to deal with the irregularities? he asked.

"Looking at the way the Congress leaders have addressed media conferences and taken to social media campaigns, it appears that they are trying to get publicity," he said.

Bengaluru, Mar 27: India should take a cue from the UK and Italy and allow final year medical students to skip exam and bring them into the hospital system immediately to fight the war against COVID-19, noted cardiac surgeon Devi Prasad Shetty on Friday said.

The Chairman and Founder of the city-based Narayana Health said there should be some reforms in medical education like the UK and Italy.
In the UK, he noted, final year medical students have been told that they don't need to appear for the exam, and they will be given pass based on the past performance and they can get into the hospital system to fill the shortage.

Italy got 10,000 more doctors following the move to cut short the duration of MBBS by nine months, according to him.

COVID-19 battle can be only won by young doctors and young nurses. Its like a war, Shetty told PTI.

He said: Senior doctorsnone of them will be able to touch the patients because they are past the age of 50. A person who is past the age of 50 is very vulnerable himself.

This is a very contagious disease. "But we dont have that many battalion (of doctors). We need one and half lakh doctors to manage all these government
hospitals and private hospitals (to fight COVID-19)", he added.

Bengaluru, Jun 29: The results of second pre-university and the Secondary School Leaving Certificate examination results will be out by July last week and August first week, Karnataka Primary and Secondary Education Minister S Suresh Kumar said on Monday.

Instead of giving general promotion to the 10th and 12th standard students as the Central Board of Secondary Education and other states have done, the Karnataka government decided to hold the examination defying the coronavirus scare.

"We are trying to get the SSLC results out by the first week of August.The PUC results will be out in the last week of July," the minister told reporters in Bengaluru.

Amid reports of schools increasing the school fees ignoring the government's direction, the minister said he has got reports that 1,150 schools have increased their fees of which action has been taken against 450 schools.

"We have directed all the schools not to increase the fees in view of the coronavirus scare.

It is a peculiar year.Humanity says no one should increase fees.

We have set up a helpline. If we come across such practices, we will initiate action," Kumar said.

He said an officer has been entrusted to look into the complaints against schools.

Speaking about online classes for kindergarten students, the minister said such classes are not allowed.

The schools can hold talks with parents twice a week about grooming their children.

Kumar said a decision on opening kindergarten schools will be taken after July 5.

He, however, conceded that most parents are unwilling to send their children to school.

The government is gathering the opinion of parents based on which a decision would be taken, he added.

Regarding education to students from Class one to Class 10, Kumar said the Centre has given guidelines, which will be followed.

The state has formed an expert committee to recommend guidelines on education to children from Class I to Class six.

"Once the committee report comes, we will formulate regulations," Kumar added.
