Dakshina Kannada is now better prepared to handle disasters'

Mangalore, November 9: The coastal district of Dakshina Kannada may now be better prepared than before to handle disasters thanks to the training programme conducted in the city by National Institute of Disaster Management (NIDM), New Delhi, under aegis of Ministry of Home Affairs.

 

The five-day training programme on Incident Response System (IRS) for officials of various departments in and around Dakshina Kannada district concluded on Friday.

 

From the past four days, 34 officers, directors and heads of various departments such as Fire, Health department, Home Guards, Food and Civil supplies, Fisheries, Minor Irrigation division, Department of Horticulture and Social Forestry, were trained in six modules in Incident Response System, for better response and management during natural or man-made disasters. On Friday, they were trained in simulation exercises on a disaster scenario of flooding. A five-member team of experts conducted the training programme and simulation exercises for officers in Mangala auditorium at Mangalore City Corporation building.

 

Speaking to media persons, a member of the expert team, Colonel P K Pathak from NIDM said that training in IRS would be ingrained to all the officials in the district, thereby enabling them to manage all available resources efficiently during natural or man-made disasters. The management system will help in employing all resources at the incident site, with a minimum loss to life and infrastructure. The NIDM would be conducting training programmes on IRS in districts of five states in the first phase, including Dakshina Kannada, Sikkim, Bihar, Mizoram and West Bengal, he said.

 

Another expert Rajesh Bhatia, Assistant Director, Directorate of Training, Union Territory of Civil Services, Delhi, said that the training in IRS helped the district administration to understand how the complications in a disaster escalated, how to deploy the various resources, and evaluate their response and ability to think and take decisions under stressful situations. It will help the officers to realise and comprehend who is in charge and what his job is in the Incident Response Team. The Incident Response team is headed by the Incident Commander, and under him would be Chiefs in Planning section, Logistics section and Operations section, he said.

 

Participating in the training programme and simulation exercise, O R Srirangappa, District Health Officer, said that usually the district administration tended to plan response operations after disasters occur. “But we cannot render optimum use of persons and resources in such situations. Without proper planning, we will fail. For success, proper planning is important. First and foremost, we must have a distinct plan for disasters such as earthquakes, cyclones, chemical hazards etc. And Mangalore being the hub of industries and petro-chemicals, a proper response system is required,” he said.

 

The training programme is being conducted in accordance with the IRS Guidelines which were issued in July 2010 by National Disaster Management Authority.

 

Jim Payne, another member of the expert team, said that that he was impressed with the response of the training that had been conducted. Disaster management is a challenge now in a city like Mangalore where people are concentrated in certain areas and traffic is mounting. “After this training programme, I think the district will be better prepared to respond to emergencies. As population and infrastructure grows, the district needs to be better prepared,” he said.

 

Jim Payne is a member of US Forest Service International programme, with over 30 years of experience in disaster management. He has been a member of command team during Hurricane Andrew and Katrina in US.

New Delhi, Jul 3: The aviation regulator DGCA said on Friday it was extending the suspension of scheduled international passenger flights in the country till July 31 but added that some international scheduled services on selected routes may be permitted on a case to case basis.

Scheduled international passenger flights were suspended in India on March 23 due to the coronavirus pandemic.

Modifying its June 26 circular that stated that scheduled international passenger flights will remain suspended till July 15, 2020, the regulator stated on Friday it has decided to extend the deadline to July 31, 2020.

However, international scheduled flights may be allowed on selected routes by the competent authority on a case to case basis,” said the circular by the Directorate General of Civil Aviation (DGCA).

Air India and other private domestic airlines have been operating unscheduled international repatriation flights under the Vande Bharat Mission, which was started on May 6 by the Central government.

India resumed scheduled domestic passenger flights on May 25, after a gap of two months.

Thiruvananthapuram, Feb 9: Kerala has sanctioned the setting up of 28 fast track courts for speedy trial in rape cases and other cases registered under the Protection of Children from Sexual Offences (POCSO) Act.

State Social Justice and Women and Child Development Minister KK Shailaja said the state government has decided to set up POCSO courts to ensure that the culprits get the punishment they deserve. She said the decision has been taken in the wake of rising violence against women and children.

"The Union Law Ministry has recently sanctioned the opening of 28 POCSO fast track special courts in Kerala at the request of the state government. The project will be implemented jointly by the High Court, Law and Home Departments under the leadership of the Department of Women and Child Development," the Minister said.

The four courts are alloted in Thiruvananthapuram district, three in Thrissur and Malappuram districts, two each in Kollam, Kottayam, Idukki, Ernakulam, Palakkad, Kozhikode and Kannur districts.

The Minister informed that POCSO courts are jointly established by the central and state governments and according to the High Court data, 12,234 POCSO and rape cases are pending in the state.

New Delhi, Feb 17: The Congress high command is likely to announce the party’s key troubleshooter in Karnataka, DK Shivakumar as the next state unit president with MB Patil as the working president, according to party leaders who spoke on condition of anonymity, in what could be a delicate balancing act between competing caste claims in the state..

Former CM S Siddaramaiah is likely to continue as the Congress Legislature Party leader, the leaders added.

The KPCC presidentship has been vacant ever since the incumbent Dinesh Gundu Rao resigned following the defeat in the bypolls, in which the ruling Bhartiya Janata Party (BJP) won 12 of the 15 seats, ensuring a majority for itself in the state assembly.

The state leadership issue became contentious following that, with Shivakumar, a Vokkaliga, lobbying to ensure that his role as party’s main go-to man during difficult times be rewarded, the leaders cited above said. Patil, a former home minister and a Lingayat leader, was the favoured choice of Siddaramaiah, they added.

A former minister in the Siddaramiah cabinet told HT on condition of anonymity the appointment was now “just a formality”.

“How long could the current uncertainty continue? Shivakumar is a go-getter who can also help generate funds for the party. For instance, on the Bidar school sedition issue, we were late and started an agitation only after the accused got bail. With Shivakumar at the helm, we will be more aggressive and able to put the BJP government on a mat by highlighting all their omissions and commissions,” the former minister added.

The decision to appoint Shivakumar -- a seven-term MLA who served in the cabinets of former CMs S Bangarappa, SM Krishna, Siddaramiah and HD Kumaraswamy -- is likely to be a controversial one. He faces ongoing income tax and Enforcement Directorate (ED) probes, is currently on bail after being jailed by the ED in a money laundering case. He

In his 2018 poll affidavit, Shivakumar declared assets worth Rs 840 crore, making him one of the richest politicians in the state. His brother DK Suresh is a two term parliamentarian and is the sitting MP from the Bangalore Rural constituency.

Shivakumar’s latest move to build the world’s largest Christ statue in his constituency in Kanakapura has also come in for severe attack from Sangh Parivar outfits, who claim the land he donated was government-owned and illegally usurped by him.

Political analyst Manjunath said that Shivakumar, if appointed, is likely to inject a great degree of dynamism into the functioning of the party.

“He sees himself as a future Chief Minister and is very ambitious. If the appointments are confirmed, it will only vindicate the fact that the party high command has tried to balance caste interests by having a Vokkilga, a Lingayat and a Kuruba – the three leading castes in the state - heading different parts of the party. Also since the BJP is making a concerted effort to break into the Vokkaliga votebank, nominating Shivakumar would be a smart move to consolidate the community behind the party,” he said.
