Asif Ibrahim to be the first Muslim chief of Intelligence Bureau

New Delhi, November 26: Senior Indian Police Service (IPS) officer Alok Joshi will be the new chief of Research and Analysis Wing (RAW) and Syed Asif Ibrahim the next Director of the Intelligence Bureau (IB).

 

Mr Ibrahim will be the first Muslim to head IB with four officers senior to him having been shifted out.

 

The Appointments Committee of the Cabinet (ACC) headed by Prime Minister Manmohan Singh cleared the name of Joshi, a 1976 batch officer from Haryana cadre, to succeed Sajeev Tripathi as chief of RAW, an organisation entrusted with the task of gathering external intelligence.

 

Joshi has served in IB and the Haryana Police with key operations in Nepal and Pakistan to his credit.

 

Another contender for the RAW post was Amitabh Mathur, a 1977 batch IPS officer, who has been moved to Aviation Research Centre (ARC), an organisation which forms part of RAW and is entrusted with gathering of imagery intelligence, Aerial surveillance, monitoring of borders and photo reconnaissance flights.

 

59-year-old Ibrahim, a 1977 batch IPS officer from Madhya Pradesh cadre, will take over as officer on special duty on December one, a procedure for smooth transition of power from the incumbent Director to the new one, official sources said.

 

The name of Ibrahim was cleared by the ACC and a formal order is expected to be out in a day or two, the sources said.

 

He will be taking over from Nehchal Sandhu who retires on December 31.

 

Ibrahim will have a fixed tenure of two years beginning from January one, 2013. The second in command at present in the organisation is R N Gupta, a 1976 batch IPS officer of Himachal Pradesh cadre, has been shifted as Officer on Special Duty to the Cabinet Secretariat while V Rajagopal of the same batch from UT cadre, has moved to Joint Intelligence Committee.

 

Yashovardhan Azad, a 1976 batch officer of Madhya Pradesh cadre, who was also in the reckoning for the post of DIB, has been shifted as Secretary (Security), an organisation under the Cabinet Secretary, and is the administrative head of the Special Protection Group (SPG), responsible for closely monitoring the security arrangements of the Prime Minister, former Prime Ministers and members of their immediate families in India and abroad.

 

The Secretary (Security) is also actively involved in the preparation and review of Crisis Management Plan and National Crisis Management Committee (NCMC) besides review and updating of Union War Book.

 

The fourth senior officer S Jayaraman, a 1977 batch officer of West Bengal cadre, moves to National Police Academy at Hyderabad.

 

Ibrahim, who is at present in Special Director in the organisation after his return from London where he served as Minister (Coordination), has been with the IB for nearly three decades and served the organisation in various capacities handling operations, Kashmir, Naxal, security and cyber security.

 

He was also Private Secretary to Madhavrao Scindia and Mufti Mohammed Sayeed.

Bengaluru, Jan 18: Union Home Minister Amit Shah on Saturday called Prime Minister Narendra Modi as the "flag-bearer" of the Indian culture and tradition.

In his speech at an event organised by Vedanta Bharati here, Shah said, "Prime Minister Narendra Modi is touring across the globe as the flag bearer of the Indian culture and tradition." To buttress his point, the BJP National President said Modi took a holy dip in Ganga and attended Ganga Arati in Varanasi before taking oath as the Prime Minister.

It was for the first time that Modi sent red sander to Pashupatinath Temple in Nepal to perform special prayers on behalf of the government of India.

Shah also slammed the previous governments for their wrong interpretation of secularism, preventing them from honouring the best things of the country. "But after a long interval we have a Prime Minister who sends across the message that we have a lot to give to the world," Shah said.

Hubli, Mar 9: A Hubli court on Monday rejected the bail application of three Kashmiri students, who were booked for sedition, after their video allegedly raising pro-Pakistan slogans went viral.

The plea was filed under Section 439 of CrPC.

This comes after the Hubli Bar Association earlier withdrew its resolution against representing the three Kashmiri students and said that advocates who wish to appear for them can approach Dharwad Principal District Court to file bail plea.

The three students are Basit Ashik Sophi (19), Talib Majid (19) and Amir Mohiuddin (23). They were booked under sedition charges for raising pro-Pakistan slogan in a video shared on social media.

They were earlier transferred to Belgaum Hindalga jail from Hubli sub-jail and the case, registered in Gokul Road police station, was also transferred to the rural police station because the video was recorded in the college hostel room, which is in its jurisdiction.

Srinagar, Jan 14: Davinder Singh, deputy superintendent of police, who was arrested on Saturday along with two Hizb terrorists and a Hizb overground worker in Kulgam, has confessed to his interrogators that he had received Rs 12 lakh from the terrorists to ferry them to Jammu and then Chandigarh for their onward journey to New Delhi, IG (Kashmir) Vijay Kumar told the media here on Monday.

Intelligence sources said the terrorists planned to carry out attacks on Republic Day.

The DSP was suspended on Monday and is likely to be stripped of all his awards, including the President’s Police Medal for anti-militancy operations.

Davinder, who was interrogated by various intelligence agencies, including IB, military intelligence and RAW, besides the police, has disclosed that he had put up the terrorists at his Indira Nagar house in Srinagar, right next to the Army’s 15 Corps HQ, and thereafter accompanied them to Jammu in a Maruti car driven by the Hizb overground worker, intelligence sources claimed.

Meanwhile, sources said the Union home ministry may hand over the case to the NIA to find the real motive of the terrorists, Davinder’s links to terrorism and whether he had helped terrorists in the past as well.

The two Hizb terrorists arrested with Davinder are Naveed Babu alias Babar Azam, a resident of Nazneenpora in south Kashmir’s Shopian district, and his associate Rafi Ahmad Rather. The Hizb overground worker, identified as Irfan Shafi Mir, was driving the vehicle when it was intercepted by the police on Saturday. Irfan Shafi Mir has travelled to Pakistan five times on his passport.

Davinder, interestingly, was on duty ensuring security cover for the envoys of 15 countries who visited Srinagar at the Union government’s invitation last week.
