Jet pilot in dock for botched landing

New Delhi, April 15: The Directorate General of Civil Aviation (DGCA) has suspended a Jet Airways pilot for a goofed-up landing at Singapore airport in November last year that could have resulted in a disaster similar to the Mangalore air crash of 2010.

The incident occurred on November 14, 2011, when the pilot, captain R Chaudhary, of the Delhi-Singapore flight was bringing down the aircraft on the Singapore runway during rush hour despite his not having lan-ding clearance.

The aircraft, Airbus-330, with over 200 passengers on board had to go-around just 70 feet over the runway throwing Changi International Airport authority into a major tizzy.

An initial probe revealed the pilot claimed that the "go-around" was done as he was feeling uncomfortable and led to the revelation that there was no landing clearance.

The incident shocked DGCA which took over the investigation last month. The DGCA has also sought help from the Changi International Airport Authority (CIAA) to get more technical evidence required for a through investigation of the incident.

The probe has also pointed to an "unstable approach" during landing which is deemed unsafe. Captain Chaudhury is also a check pilot and the DGCA has cancelled his certification. It may be recalled the investigation report into the Mangalore crash concluded that the pilot carried on with an "unstable approach" or imprudent approach, even ignoring his co-pilot's pleas, and this led to the crash. Shockingly it has also come to light that the pilot failed to inform the airline about the incident. It was during mid-November routine technical checks in India that Jet Airways came to know about his aborted landing. He underwent minor training and kept flying till DGCA issued orders to suspend him recently.

Sources also said the pilot deliberately did not inform the airline as this gave him a chance to ensure the CVR recording doesn't have records of his conversation during the faulty landing on the fateful day. In CVR the recording is automatically erased after every two hours of fresh flying.

In absence of CVR, DGCA, wrote to CIAA last week. "The investigation will depend on the conversations between pilot and the control tower that took place at the time of incident which will help in unraveling the sequence of event. The report Singapore airport is still awaited," said a senior DGCA official.

The last minute go-around from the low height is dangerous and could result in disaster. In aviation parlance the decision height is the critical level at which the pilot has to take the final call on whether to land or seek another turn. In the case of the Jet Airways flight, the aircraft had passed the decision height and was just 70 feet above the runway.

New Delhi, May 19: Former Union Minister P Chidambaram said that as the fourth phase of the nationwide lockdown amid the coronavirus scare began from Monday, his thoughts were with the people of Kashmir who were in a "terrible lockdown within a lockdown."

The senior Congress leader said that at least now, the people in the rest of India will understand that he dubbed the "enormity of the injustice" done to those who were detained in Kashmir and those still under detention" immediately before and after the abrogation of Article 370 of the Indian Constitution on August 5, 2019.

Chidambaram said that former Jammu and Kashmir Chief Minister Mehbooba Mufti was the "worst sufferer" of preventive detention and even courts had shirked their constitutional duty with respect to detainees.

"The worst sufferers are Mehbooba Mufti and her senior party colleagues who are still in custody in a locked-down state in a locked-down country. They are deprived of every human right," he said in a statement.

"I cannot believe that for nearly 10 months, the courts will shirk their constitutional duty to protect the human rights of citizens," he added.

The detention on Mehbooba Mufti under the Public Safety Act (PSA) had been extended for three more months on May 5. Booked under the stringent PSA, she was initially kept at the Hari Niwas guesthouse in Srinagar but later shifted to a Tourism Department hut in the Chashma Shahi area.

She was shifted to her Gupkar Road official residence on April 7.

Besides Mehbooba Mufti, two other former Chief Ministers -- Omar Abdullah and his father Farooq Abdullah -- were also detained under the PSA but later released.

Jammu & Kashmir, Feb 7: Former Jammu and Kashmir chief ministers Mehbooba Mufti and Omar Abdullah, besides two political stalwarts from NC and its arch-rival PDP were booked under the stringent Public Safety Act (PSA) by the administration on Thursday, officials said.

A magistrate accompanied by police served the order to Mufti at the bungalow where she has been detained, the officials said.

Abdullah was also booked under the PSA, they said.

National Conference general secretary and former minister Ali Mohammed Sagar, who wields a support base in downtown city, was served with a PSA notice public order by the authorities.

Similarly, senior PDP leader Sartaj Madani was booked under the PSA. Madani is the maternal uncle of former chief minister Mehbooba Mufti.

Both Sagar and Madani were detained in the aftermath of August 5 crackdown by the Centre on politicians following abrogation of special status of the erstwhile state, besides its bifurcation into two union territories.

Their six-month preventive custody was ending on Thursday.

Earlier, the officials had said that former NC legislator Bashir Ahmed Veeri was also booked under the PSA but later it turned out that he had been released.

New Delhi, Mar 4: The government on Wednesday permitted NRIs to own up to 100 per cent stake in disinvestment-bound Air India.

The decision comes at a time when the government is looking to sell 100 per cent stake sale in the national carrier.

Union minister Prakash Javadekar said the Cabinet has approved allowing Non-Residents Indians (NRIs) to hold up to 100 per cent stake in Air India.

Allowing 100 per cent investment by Non-Resident Indians (NRIs) in the carrier would also not be in violation of SOEC norms. NRI investments would be treated as domestic investments.

Under the Substantial Ownership and Effective Control (SOEC) framework, which is followed in the airline industry globally, a carrier that flies overseas from a particular country should be substantially owned by that country's government or its nationals.

Currently, NRIs can acquire only 49 per cent in Air India. Foreign Direct Investment (FDI) in the airline is also 49 per cent through the government approval route.

As per the existing norms, 100 per cent FDI is permitted in scheduled domestic carriers, subject to certain conditions, including that it would not be applicable for overseas airlines.

In the case of scheduled airlines, 49 per cent FDI is permitted through automatic approval route and any such investment beyond that level requires government nod.

On January 27, the government came out witha Preliminary Information Memorandum (PIM) for Air India disinvestment. It has proposed selling 100 per cent stake in Air India along with budget airline Air India Express and the national carrier's 50 per cent stake in AISATS, an equal joint venture with Singapore Airlines.

Under the latest disinvestment plan, the successful bidder would have to take over only debt worth Rs 23,286.5 crore while the liabilities would be decided depending on current assets at the time of closing of the transaction.

This is the second attempt by the government in as many years to divest Air India, which has been in the red for long.
