CMs flag opposition to NCTC

New Delhi, April 17: The Opposition-ruled States used the annual Chief Ministers' meeting on internal security on Monday to focus attention again on their objections to the Centre's proposal to set up a National Counter-Terrorism Centre, saying it violated the principle of federalism.

This was even though Prime Minister Manmohan Singh, in his opening remarks, told them that a separate meeting, scheduled for May 5, would be devoted to the subject: “We will discuss the National Counter-Terrorism Centre on May 5 at a separate meeting as some Chief Ministers have suggested.”

The government's internal security agenda included a host of issues, ranging from Left-wing extremism to Kashmir to the Northeast to terrorism, but Tamil Nadu Chief Minister Jayalalithaa ensured that the spotlight remained on the Centre-State divide.

The gathering of Chief Ministers provided her with the opportunity to hold parleys of her own at the Tamil Nadu House with her counterparts from Odisha and Gujarat, Naveen Patnaik and Narendra Modi. Punjab Deputy Chief Minister Sukhbir Singh Badal, too, was meant to join them, but was unable to make it as his speech got delayed and Ms. Jayalalithaa left for Chennai by a special flight at 4.15 p.m.

However, the three Chief Ministers did not have a joint meeting; Ms. Jayalalithaa had a one-on-one meeting, first with Mr. Patnaik and then with Mr. Modi.

‘No political forum'

Later, Rajasthan Chief Minister Ashok Gehlot, making a pointed reference to the Gujarat and Tamil Nadu Chief Ministers, said a nationally significant conference should not be converted into a “political forum.”

West Bengal's Mamata Banerjee who, like the Opposition Chief Ministers, has been waving the anti-NCTC flag, absented herself from the conference.

More assistance

But in her speech, read out by her Finance Minister Amit Mitra, she said her State could not be an “island of peace” unless the neighbouring States tackled the Maoist problem and the Centre pitched in with more assistance.

Earlier, opening the conference, the Prime Minister struck a conciliatory note: “Internal security,” he said, “is a matter in which the States and the Centre must work together, hand in hand, and in harmony.”

Admitting that the “burden of the fight against terrorism falls largely on the States' machinery,” he stressed that the Centre was “ready to work with the States to put in place strong and effective institutional mechanisms…”

Low pressure over Arabian sea to intensify into ‘cyclonic storm’ soon, says IMD

New Delhi, May 31: A low pressure area formed over Arabian sea and Lakshadweep is likely to intensify further into a cyclonic storm and reach coastal states of Maharashtra and Gujarat next week, the Indian Meteorological Department (IMD) said on Sunday.

Sunitha Devi, in charge of cyclones at IMD, said, "A low pressure area has formed over southeast and adjoining east central Arabian sea and Lakshadweep area. It is very likely to concentrate into a depression during the next 24 hours and intensify further into a cyclonic storm during subsequent 24 hours."

She added, "It is likely to move nearly northwards and reach near north Maharashtra and Gujarat coasts by 3rd June."

A low pressure area and a depression are the first two levels on the IMD's eight-category scale used to classify cyclones based on their intensity.

The weather bureau said that the sea condition will be very rough and advised fishermen not to venture into the sea till June 4.

It has forecast heavy to very heavy rainfall over south coastal Maharashtra for June 2-4, on north coast on June 2-3 and in Gujarat, Daman and Diu and Dadar and Nagar Haveli on June 3-5.

IMD said that under the influence of likely formation of a low pressure system over Arabian Sea, conditions will become favourable from June 1 for onset of monsoon over Kerala.

The arrival date for monsoon in Kerala is around June 1 every year and in Maharashtra around June 10.

On Saturday, a private forecasting agency claimed that monsoon has already hit Kerala, but the assertions were quickly rebutted by the Ministry of Earth Sciences.

"The news about monsoon onset over Kerala in Social Media is not correct. Monsoon has not arrived over Kerala. The greatest enemy of knowledge is not ignorance, it is the illusion of knowledge a"Stephen Hawking," saidAMadhavan Rajeevan, Secretary, Ministry of Earth Sciences.

Kuldeep Srivastava, the head of IMD's Regional Weather Forecasting Centre said that the formation of a low pressure system in Arabian sea and its movement towards Gujarat coast will bring moisture to Delhi-NCR and North West India from June 3.

Two storms are forming over the Arabian Sea, one lies off the African coast and is likely to move over Oman and Yemen, while the other is placed close to India.

The development comes almost ten days after 'Amphan' pummeled four districts of Bengal in the fiercest cyclone in the region in a century, that left 86 people dead and rendered ten million people homeless.

Death toll reaches 32 in Delhi violence

New Delhi, Feb 27: The death toll in the communal violence in northeast Delhi over the amended citizenship law reached 32 on Thursday, senior officials said.

It was at 27 till Wednesday night.

"Five more deaths recorded at GTB Hospital, so death toll at that hospital has gone up to 30, taking total toll to 32," a senior Delhi Health Department official told news agency.

The Lok Nayak Jai Prakash Narayan Hospital had reported two fatalities on Wednesday.

Show me a country that says everybody is welcome: MEA Jaishankar on CAA

New Delhi, Mar 7: No country in the world says everybody is welcome, External Affairs Minister S Jaishankar said on Saturday, hitting out at those criticising India over the Citizenship (Amendment) Act.

Jaishankar criticised the United Nations Human Rights Council (UNHRC) for its criticism on the situation in Jammu and Kashmir, saying its director had been wrong previously too and one should look at the UN body's past record on handling the Kashmir issue.

"We have tried to reduce the number of stateless people through this legislation. That should be appreciated," he said when asked about the CAA at the ET Global Business Summit. "We have done it in a way that we do not create a bigger problem for ourselves."

"Everybody, when they look at citizenship, have a context and has a criterion. Show me a country in the world which says everybody in the world is welcome. Nobody says that," the minister said.

The external affairs minister said moving out of the Regional Comprehensive Economic Partnership (RCEP) was in the interest of India's business.

Asked about the UNHRC director not agreeing with India on the Kashmir issue, Jaishankar said: "UNHRC director has been wrong before.

"UNHRC skirts around cross-border terrorism as if it has nothing to do with country next door. Please understand where they are coming from; look at UNHRC's record how they handled Kashmir issue in past," he added.
