Akhilesh scraps schemes named after Dalit icons

AkhileshLucknow, May 12: In a decision of far-reaching political consequences, the Akhilesh Yadav government on Friday scrapped 26 programmes and schemes of the Mayawati regime, replaced the Ambedkar Gram Sabha Vikas Yojana (AGSVY) with a project named after the Samajwadi Party ideologue, Ram Manohar Lohia, and ended the quota system in government contracts.

All these populist measures were launched by the former Uttar Pradesh Chief Minister, Mayawati. Some of these, such as the Manyavar Kanshi Ram Green (Eco) Garden Project in Lucknow, the Kanshi Ram Shahri Gharib Awas Yojana, the Mahamaya Gharib Balika Aashirvad Yojana, the Savitri Bai Phule Balika Shiksha Madad Yojana and the Dr. Ambedkar Gram Sabha Vikas Yojana were named after Dalit icons and were Ms. Mayawati's ambitious projects.

The decision to do away with the projects was taken at a Cabinet meeting presided over by Chief Minister Akhilesh Yadav on Friday.

The implementation of the 26 programmes and schemes of the previous regime was being handled by 13 government departments, including Housing, Rural Development, Secondary Education, Energy, Minority Welfare, Social Welfare and Public Works. At the same time, the departments have been told to complete the incomplete works of these schemes and clear the existing dues before issuing closure orders.

According to an official spokesman, the decision to finish the 26 projects will enable the government to save Rs.4,861.72 crore. The money saved will be utilised in the implementation of new priority schemes of the present government.

The Akhilesh Yadav Cabinet further decided to launch a rural integrated development programme after Dr. Lohia. The scheme named the Dr. Ram Manohar Lohia Samagra Gram Vikas Yojana, will replace the AGSVY and the Samagra Gram Vikas Yojana. The last two schemes have ceased to exist.

Thirty-six development programmes of 22 departments have been identified for implementation under the Dr. Lohia scheme. The yardstick for their implementation has also been fixed. Under the scheme, 10,000 villages will be saturated in the next five years. While the development of 1,600 villages will be taken up in the 2012-13 financial year in the remaining period of the scheme each year, 2,100 villages will be taken up for development. The development works will include construction of approach roads, rural electrification, clean toilets, potable water, construction of schools, the Mahatma Gandhi National Rural Employment Guarantee Scheme, distribution of tablets and laptops, health centres, unemployment allowance, old-age pension and kisan credit cards.

The move to end the quota system in government contracts was taken in public interest and to infuse competitiveness, as well as to ensure the quality of construction works and provide an open field to all bidders, the spokesman said.

Reservation for Scheduled Castes and the Scheduled Tribes contractors in government construction works up to Rs.5 lakh was introduced by the Mayawati government through a government order dated June 30, 2009. The quota fixed was 21 per cent for SC contractors and 2 per cent for those belonging to the STs. Subsequently, another GO had been issued on January 29, 2010, which raised the limit from Rs. 5 lakh to Rs. 25 lakh.

Lucknow, May 24: The Yogi Adityanath government in Uttar Pradesh has banned Corona patients from keeping mobile phones inside isolation wards of COVID-19 hospitals in the state.

Patients admitted in dedicated L-2 and L-3 COVID hospitals will no longer will allowed to take mobile phones along with them in the isolation wards in order to check the spread of the infection.

According to an order issued by the state government late on Saturday night, two mobile phones will now be available with the ward in-charge of the COVID care centres so that patients and talk to their family members and administration if required.

Further, the orders specify that the mobile numbers should be communicated to the family members of the patients also.

Director General Medical Education, K.K. Gupta, who issued the order, has informed all concerned officials and directors of dedicated COVID hospitals.

"To facilitate the communication between COVID-19 patients admitted in clinics, with their family members, or anyone else, ensure that two dedicated mobile phones while adhering to infection prevention norms, are kept with ward in-charge of COVID care centre," the order said.

According to the latest data available on the website of the Ministry of Health and Family Welfare, Uttar Pradesh now has 5,735 cases of Corona positive patients and the numbers have been growing steadily since the past ten days.

New Delhi, Jul 22: Rajya Sabha Chairman M Venkaiah Naidu on Wednesday urged the newly elected members of the House to uphold rules and procedures of the House while discharging their duties as the lawmakers for the country.

"In his remarks at the end of the administration of oath/affirmation to the new members of Rajya Sabha in the Chamber of the House today, Shri Naidu urged them to hold themselves to account with regard to their conduct both within and outside the House, so as to enhance the standing of the institution in the eyes of the people," read a press note.

The note further read that Naidu suggested the members to "question themselves if they had acted to enhance the dignity of the institution or to the contrary at the end of each day during the session and if their conduct was ethical during the inter-session period".

He said, "Answers to these simple questions would guide you on the right path."

He further stressed, "Ensuring rule of law is the spirit of our law of the land (Constitution). It shall begin with your compliance with the rules and procedures of this House."

Of the 61 members elected to Rajya Sabha from 20 States in the recent biennial and bye-polls, 45 made oath/affirmation today including 36 who have been elected for the first time. 12 sitting members have been re-elected which include Sharad Pawar, Digvijaya Singh, Bhubaneswar Kalita, Prem Chand Gupta, Harivansh and Ramdas Athawale, who took oath today.

Those elected for the first time to Rajya Sabha include Mallikarjun Kharge, Jyotiraditya M Scindia and KC Venugopal who have vast legislative experience and taken oath today. Those members who could not make oath/affirmation will do so during the ensuing Monsoon Session.

"Members including three women made oath/affirmation in 10 languages viz., Telugu, Bodo, Kannada, Manipuri, Marathi, Oriya, Tamil, Bengali, Hindi and English," the note read further.

"Today's oath-taking has been organized to enable the newly elected members to participate in the committee meetings which are underway at once and in the monsoon session which is to follow. I hope to nominate all of you on different committees in a day or two. #RajyaSabha," the Vice President's official handle tweeted earlier on Wednesday.

New Delhi, Feb 11: AAP chief and Delhi Chief Minister Arvind Kejriwal has won from New Delhi assembly seat. He polled 46,758 votes, which is 61.1 per cent of total votes polled in the high profile constituency.

Kejriwal defeated Sunil Kumar Yadav of the Bharatiya Janata Party (BJP), who polled 25,061 votes, which is 32.75 per cent of total votes polled. Congress candidate Romesh Sabhawarl could get only 3,220 votes.

So far, the AAP has won 55 seats and is leading on seven seats. The BJP has won seven seats and is leading on two. The Congress is nowhere in the reckoning.

As per the details on the website of Election Commission of India at 8.27 pm on Tuesday, the AAP has secured 53.60 per cent votes, BJP 38.49 per cent, BSP 0.71 per cent, CPI 0.02 per cent, CPI-M 0.01 per cent, Congress 4.27 per cent, JDU 0.90 per cent, LJP 0.35 per cent, NCP 0.02 per cent, and NOTA 0.46 per cent.
