Monthly old age pension of Rs. 200 an insult: Jairam Ramesh

Jairam_Ramesh_295New Delhi, May 21: The monthly pension of Rs. 200 given to the elderly is "an insult to the dignity of an individual", Rural Development Minister Jairam Ramesh has said, requesting Prime Minister Manmohan Singh to immediately review the scheme.

In a letter to the Prime Minister, the minister has recommended streamlining the disbursal system of Indira Gandhi National Old Age Pension Scheme (IGNOAPS) under which Rs. 200 per month is given to three crore people over the age of 60.

"I have always held the view that the amount of pension that we are giving is an insult to the dignity of the individual," he stated in his letter dated May 16.

The minister raised the issue after a meeting with the convenors of Pension Parishad, Baba Adhav and Aruna Roy, few days back.

The key demands of the Parishad include removal of the poverty line criteria while implementing the pension scheme, increasing the amount of pension from Rs. 200 to Rs. 300 and reducing the age eligibility from 60 years to 55 for men and 50 for women.

"I agree with the Pension Parishad that use of BPL and APL criteria should be done away with. We are proposing to do away with the BPL and APL criteria in the sanitation programme and in the national rural livelihood mission (NRLM) as well," Ramesh wrote in the letter.

On timely disbursement of pension, he noted, "Pensioners do not get monthly payments but get them bundled together once every few months. The immediate task is to restructure the pension payment architecture so that pensioners get the amount on an assured date in the bank account every month."

He further added that he has recommended the same for the Indira Awas Yojana (IAY). "Even in the IAY, I have written to Deputy Chairman, Planning Commission that the BPL and APL criteria has only ended up ensuring that deserving families do not get that benefit," Ramesh said.

The Rural Development Ministry has already submitted a proposal in this regard to the Finance Ministry.

Ramesh, however, disagreed with the Parishad's suggestion to lower the eligibility age for pension from the present 60 to 55 for men and 50 for women.

Chennai, Jul 30: Tamil Nadu government on Thursday extended the Covid-19 lockdown till August 31, giving only a few relaxations like allowing delivery of non-essential goods by e-commerce sites. The ban on public transport has been extended till August 31, while availing of e-pass for inter-district and inter-state travel will continue to be in force.

In a detailed statement, Chief Minister Edappadi K Palaniswami announced a “complete lockdown” during which only essential services would continue to be in force on all Sundays during the month of August across the state.  

In Chennai, restaurants will be allowed to open dine-in facilities at 50 percent of its total capacity from 6 am to 7 pm from August 1, while vegetable shops, grocery outlets and standalone commercial establishments will also be allowed to remain open from 6 am to 7 pm.

E-commerce sites have been allowed to begin delivery of non-essential goods from August 1, while the ban on public transport, temples in urban areas and towns, cinema halls, shopping malls, and gyms would continue till August 31.

It also said companies or factories in Chennai that have been allowed to function with 50 percent of staff can increase their strength to 75 percent from August 1.

The government also asked companies to encourage its employees to work from home and advised commercial establishments to follow the Standard Operating Procedure (SOP) as advised by it. Inter-state or inter-district travel will be allowed only with e-pass, while ban on metro and suburban trains continues.

The decision to extend the lockdown till August 31 comes as Tamil Nadu continues to grapple with an increasing number of coronavirus cases. The prevalence of the virus is no more limited to one city or region of the state with almost all districts reporting fresh cases, some of them over 200 new patients, every day.

On Thursday morning, Tamil Nadu’s Covid-19 tally was 2,34,114 including 1,72,883 discharges and 3,741 deaths. The active cases stood at 57,490.

New Delhi, Apr 24: Congress leader Rahul Gandhi has termed the government decision to freeze Dearness Allowance of Central government employees for a year as "insensitive and inhuman."

The former Congress President in a tweet said: "Lakhs and crores are being spent on the Bullet Train and New Delhi's Central Vista which should have been suspended, but the government has deducted DA of Central government employees and pensioners... It is insensitive and inhuman."

"The tragic part is that by deducting this amount from January 1, 2020 up to 30th June, 2021 for a period of 1.5 years, the government of India proceeds to deduct almost Rs 38 thousand crore from the income of these middle class government employees and pensioners, who rely completely on the pay and pensions that they receive," said Randeep Surjewala, chief spokesperson of Congress.

There are about 50 lakh such serving government employees and about 62 lakh pensioners.

"Even more tragic and objectionable is the fact that the government of India has not even spared our armed forces. The government has deducted Rs 11 thousand crore of the 15 lakh serving armed forces personnel and nearly 26 lakh military pensioners. What is their fault? They are serving the nation in times of all types of crises," said Surjewala.

The Congress alleged that the government did not spare the savings scheme.

Instead of curbing the wasteful expenditure, the government has been constantly hitting at the income of government employees and the middle class, it added.

New Delhi, Apr 22: Philanthropist and Microsoft co-founder Bill Gates has lauded Prime Minister Narendra Modi's leadership in dealing with COVID-19 pandemic by adopting several measures including lockdown and increasing health expenditure to strengthen the health system response.

"We commend your leadership and the proactive measures you and your government have taken to flatten the curve of the COVID-19 infection rate in India, such as adopting a national lockdown, expanding focused testing to identify hot spots for isolation, quarantining, and care, and significantly increasing health expenditures to strengthen the health system response and promote R&D and digital innovation," Gates wrote.

He added: "I'm glad your government is fully utilising its exceptional digital capabilities in its COVID-19 response and has launched the Aarogya Setu digital app for coronavirus tracking, contact tracing, and to connect people to health services."

Prime Minister Modi had on March 24 announced a 21-day nationwide lockdown as a precautionary measure to contain the spread of COVID-19. The lockdown was later extended to May 3.

Gates further stated, "Grateful to see that you are seeking to balance public health imperatives with the need to ensure adequate social protection for all Indians."

With 1,486 new cases and 49 deaths in the last 24 hours, India's total number of coronavirus positive cases have risen to 20,471 while the death toll stands at 652, Union Ministry of Health and Family Welfare said on Wednesday.

Out of the total number of cases, 15,859 are active cases, 3,959 cured or discharged or migrated and 652 deaths.

Bill Gates met Prime Minister Modi in New Delhi on November 18 last year.

During his visit, Gates had addressed a function organised by NITI Aayog for the release of its report on 'Health Systems for a New India: Building Blocks - Potential Pathways to Reforms' wherein he lauded the country for its healthcare system and talked about how digital tools can help improve it further.

At that time, the philanthropist had commended the Central government for stepping up and eradicating polio.
