An emotional day for Pranab as CWC bids farewell

New Delhi, June 25: The Congress today bid a warm farewell to Finance Minister Pranab Mukherjee, poised to become the country’s President, with Prime Minister Manmohan Singh saying that the veteran leader will be missed.

At a special meeting of the Congress Working Committee (CWC), party chief Sonia Gandhi personally bid farewell to the chief trouble-shooter of the party and the UPA and expressed confidence that he would win the July 19 Presidential election with a huge margin.

‘A true congressman’

A visibly emotional Mukherjee, who had held a number of posts in the party and the government, said he has got much more from the party than what he had given.

He said he always considered himself as a true Congressman and did whatever is good for the party.

Mr. Mukherjee recalled his long association with the CWC and thanked the party for nominating him for the President’s post.

Mr. Mukherjee will file nomination for the Presidential poll on June 28, AICC general secretary Janardan Dwivedi told reporters after the CWC meeting.

He is expected to resign from the government and the party tomorrow.

Ms. Gandhi hailed Mr. Mukherjee as the senior-most member of the CWC and said it was a matter of great pleasure that the UPA has made him a Presidential candidate.

Dr. Singh said Mr. Mukherjee’s absence will be felt as he discharged many duties in the government.

The informal CWC meeting called to felicitate Mr. Mukherjee was attended by 20 of the 26 members, including Permanent Invitees.

Among those who spoke on the occasion were Defence Minister A. K. Antony, and senior party leaders Motilal Vora, S. C. Jamir, R. K. Dhawan, Mohsina Kidwai.

Karan, Digvijay absent

Congress general secretary Digvijay Singh was not present at the CWC meeting. Karan Singh, who was one of the aspirants for the Presidential post, was also not present.

Asked about his absence, Digvijay Singh said he was in Madhya Pradesh to attend a private function and had accordingly informed the party leadership.

On Mr. Digvijay’s absence, Mr. Dwivedi said he was among the six leaders who could not attend the meeting.

Digvijay Singh had courted controversy by dubbing Trinamool Congress chief Mamata Banerjee as “immature” and “erratic” over her opposition to Mr. Mukherjee’s candidature drawing instant disapproval from the party.

Key player at CWC

Mr. Mukherjee became a member of the CWC in 1978 and has been a key player in the top decision making body of the party.

Sweets, including popular Bengal delicacy ‘sandesh’, were distributed at the meeting as Congress leaders wished the 76-year-old leader a good innings ahead.

Known for his razor sharp intellect, Mr. Mukherjee, a quintessential Congressman, is variously described as a walking encyclopaedia, chronicler of Congress history, expert in matters of Constitution and governance and a stickler for rules in Parliament.

Mr. Mukherjee is expected to launch his campaign for the Presidential polls from Chennai on June 30 and then likely to visit Hyderabad and Bangalore the next day.

Parliamentary Affairs Minister Pawan Kumar Bansal is coordinating Mr. Mukherjee’s poll campaign, including the process of filing the nomination. An informal coordination committee has also been set up.

New Delhi, May 25: Realtors' apex body CREDAI has written a letter to Prime Minister Narendra Modi, seeking immediate relief measures to tide over the crisis caused by the COVID-19 pandemic.

The association, which has around 15,000 developer members, has sought one-time debt restructuring, lower interest rate on home loans and tax sops to boost liquidity and demand in the sector.

In an open letter to the prime minister, the Confederation of Real Estate Developers' Associations of India (CREDAI) said, "In this distressful situation arising out of the COVID-19 calamity, we in the real estate sector seek immediate relief for our survival."

Stating that the sector contributes substantially to the country's GDP and has backward and forward linkages with almost 250 industries, CREDAI said, "Our survival, therefore, is not just desirable, it is rather crucial for the economy."

Liquidity crunch, stagnant demand and cartelization of raw materials are major impediments for the industry to kickstart, it added.

CREDAI made seven recommendations to revive the sector and sought immediate intervention from the prime minister.

Pointing out that the situation is "much worse" than global financial crisis in 2008, CREDAI said "a one-time restructuring scheme as was permitted by RBI in 2008 may be quickly instituted by all lending institutions."

Since real estate was already reeling under a cyclical downturn before COVID-19, debt restructuring needs to be allowed for all accounts which were standard as on December 31, 2019, it added.

CREDAI demanded that all banks, non-banking financial companies (NBFCs) and housing finance companies (HFCs) should be directed to provide additional credit equal to 20 per cent of the existing real estate project related advances with no additional security and without the classification of project as NPA.

The penal interest charged by banks and financial institutions should be suspended for a period of one year or until such time as it takes for the pandemic to abate.

To revive housing demand, CREDAI suggested that "government should reduce the maximum rate of interest on new home loans to 5 per cent by subsidizing the interest component of EMIs for next five years."

The limit of principal deduction on housing loan under Section 80C should be increased to 2.5 lakh.

Interest deduction under Section 24 on housing loan for homebuyers may be increased to Rs 10 lakh, it said.

There should be no capital gains for residential properties held for a period longer than one year.

CREDAI also demanded that the subvention scheme be allowed again by National Housing Bank (NHB) and the Reserve Bank.

Under the scheme, builders used to pay EMIs on behalf of homebuyers during construction of projects.

"The economic uncertainty and job insecurity at the moment would not allow purchase of residential property at this time. A scheme whereby a homebuyer would need to pay only margin money with no EMI for 24 months will address this insecurity," the letter said.

The association pointed out that prices of cement and steel have been increased during the lockdown period, and asked for crackdown on cartelisation by manufacturers.

On the GST front, CREDAI said that the current regime of GST provides a rate of 1 per cent  for affordable housing.

"The limit of Rs 45 lakh serves as a criterion of affordability for the purpose of GST. On all other housing, GST is applied at the rate of 5 per cent without input tax credit. It has been felt that the criterion of Rs 45 lakh is too low an index of affordability anywhere across the country, and especially so in the metros," the letter said.

It will serve as an inducement to buyers in the metros if the benefit of GST at the rate of 1 per cent is extended to units costing up to Rs 75 lakh, the association said.

CREDAI pointed out that the flat rate of 5 per cent GST for under construction residential housing is causing cost build up and is acting as a deterrent for sale of under construction projects since there is no GST on completed units.

It suggested that GST rate of 1 per cent and 5 per cent, without input tax credit, should continue.

"However, an option of GST @12 per cent for normal housing/ 8 per cent for affordable housing (with 1/3rd deduction for land i.e. effective GST rate of 8 per cent for normal housing and effective GST rate of 5 per cent for affordable housing) with input tax credit (ITC) benefits in line with the scheme applicable for the works contracts for government may be revived and made applicable to the real estate," the letter said.

Lastly, CREDAI demanded that a Rs 25,000 crore stress fund for completing stalled housing projects should be deployed at the earliest.

"We shall be grateful for your much-needed intervention for the above mentioned measures required to revive the real estate sector," CREDAI said in the letter to the PM.

New Delhi, Jun 26: Petrol prices in the national capital have reached Rs 80.13 per litre on June 26, up by 21 paise from yesterday’s Rs 79.92 per litre; while diesel prices in Delhi also rose to Rs 80.19 per litre – up by 17 paise compared to yesterday’s Rs 80.02 per litre.

This is the 20th consecutive day that fuel prices have been hiked by oil marketing companies (OMCs). The hikes began from June 8 after a 83-day halt on revised pricing during the lockdown period.

The state government’s increased value-added tax (VAT) on diesel since May is causing the fuel’s prices to soar in Delhi. VAT was increased to 30 percent for both petrol and diesel from 27 percent and 16.75 percent, respectively.

Coupled with the Centre’s hiked excise duty of Rs 3 per litre since March 14 and then Rs 10 per litre on petrol and Rs 13 per litre on diesel since May 5 has affected prices.

The hike on diesel prices is unusual, as the government traditionally keeps the price for the fuel low due to its impact on agriculture and other high consumption economic activities.

Tehran, May 17: As many as 310 Indian pilgrims departed from Tehran, Iran for New Delhi by Mahan Air on Saturday. The group hails from Ladakh and will later go home to Leh by special flights.

"A group of 310 Indian pilgrims, hailing from Ladakh, departed Tehran for New Delhi by Mahan Air tonight (16th May). 
Thereafter, they'll go home to Leh by special flights," Embassy of India in Iran wrote on Twitter.

On Saturday, Minister of Civil Aviation, Hardeep Singh Puri said that over 13,000 people have returned under the Vande Bharat repatriation mission till date.

"More than 13,000 people have already returned on various flights under Mission Vande Bharat so far. Today, 812 citizens have returned on Air India and AirIndia Express flights from Newark, London, Dubai and Abu Dhabi. More flights continue," Puri wrote on Twitter.

Vande Bharat Mission, which started on May 7 to bring back stranded Indian nationals back home from other countries, initiated its second phase of the operation from Saturday (May 16) by sending three Air India flights to Dubai and Abu Dhabi.

Under the second phase of Vande Bharat Mission a total of 149 flights, including feeder flights, will be operated to bring back Indians from 40 countries.
