20,000 model facilities identified to promote safe abortion practices

New Delhi, July 7: India is going all out to publicize safe abortion practices.

For the first time, the Union health ministry has asked states to conduct a massive campaign popularizing safe abortion, besides informing women that the confidentiality clause will keep their identity secret.

The ministry has also identified 20,000 model health facilities across the country that will now be open for abortion service round the clock.

The National Rural Health Mission's (NRHM) Programme Implementation Plan (PIP) for 2012-13 of all states mentions the push required for first trimester safe abortion service.

The fund allocation of states will be cut, if such service isn't doled out free to all women.

NRHM mission director Anuradha Gupta told TOI that 8% of all maternal deaths are due to unsafe abortion.

India recorded 6.5 million abortions (of the total 10.5 million abortions in the south and central Asia region) in 2008 of which 66% were deemed unsafe.

The Guttmacher Institute recently said unsafe abortion has become rampant in India, with the region recording 200 deaths for every one lakh abortions.

Gupta said the ministry has sent guidelines on comprehensive abortion care to all the states which includes directions on how to counsel women before and after conducting an abortion.

"India has 1.75 lakh health facilities of which 20,000 are performing really well as far as making available the bouquet of maternal health services is concerned. We have mapped these facilities by name and have made them single-window delivery points. Now, they will provide abortion service 24x7," Gupta told TOI.

She added, "Doctors in these 20,000 facilities will be trained to conduct safe abortion and will be stocked with drugs and equipment needed to deal with unintended facilities. States have also been asked to carry out a massive publicity drive to inform women that abortion is legal in India."

Union health minister Ghulam Nabi Azad recently said that "safe abortion care has also been made an integral part of ASHA's orientation and training in order to equip them with the skills to create awareness on abortion issues in the women and the community and facilitate them in accessing services for safe abortion care."

Dr Gilda Sedgh from the Guttmacher Institute told TOI "Abortion is legal in India and the service is much safer that many other developing countries. But for some reason, women choosing to abort are not taking advantage of this liberal law. They are also getting abortion done in unsafe clinics. That's why a good measure of abortions in India are unsafe"

"There is a tremendous need for the country's family planning programme to spread awareness for safe abortion and also push for increased use of contraception and use of safe abortion services," she added. Dr Sedgh said 13% of all maternal deaths in the south and central Asia region is due to unsafe abortion.

Unsafe abortion is defined by the World Health Organization (WHO) as a procedure for terminating a pregnancy that is performed by an individual lacking the necessary skills or in an environment that does not conform to minimal medical standards, or both.

The health ministry data suggests that the number of induced abortions has started to dip in India. However, in absolute numbers, India in 2008 saw 6.41 lakh abortions across 12510 institutions, approved to carry out Medical Termination of Pregnancy (MTP).

In 2009, the Family Welfare Statistics in India recorded 7.25 lakh MTPs in 2005, 7.21 lakh in 2006 and 6.82 lakh in 2007.

Going by the 2008 figures, Uttar Pradesh recorded the highest number of MTPs at 89,194, followed by Tamil Nadu (63,875), Odisha (59,945), Assam (58,409) and Maharashtra (54,545). The other states with high abortion numbers include West Bengal (46,753), Haryana (31,126), Delhi (30,846), Rajasthan (29,292), Gujarat (27,837) and Bihar (24,149). The states with the lowest abortion figures are Daman and Diu (42) and the Andaman and Nicobar Islands (94) and Goa (930).

Thrissur, May 9: Five people were arrested for allegedly conducting congregational prayers at a mosque here in violationofthe COVID-19 lockdown norms.

A case was registered against five people for conducting evening prayers on Friday, police said.

We received information that prayers were being conducted in the mosque, they said adding they were held at Eriyad Masjidul Bilal mosque here.

On Friday, four people, including the president of a local temple trust, were arrested for allegedly conducting a religious recitation in a temple here in violation of lockdown restrictions.

Though lockdown conditions have been eased in accordance with the Centre's guidelines, public gatherings, including functions, weddings, political events and religious gatherings were not allowed.

The Indian National Congress is considering to move court seeking action against operation lotus,  after an audio clip in which Madhya Pradesh chief minister Shivraj Singh Chouhan can be heard saying that the Central leadership of Bharatiya Janata Party wanted the Kamal Nath government to fall went viral.

Mr Chouhan is also heard saying in the purported 9.28-minute long audio clip that it was not possible to pull down the Kamal Nath government without the help of Jyotiraditya Scindia and his loyalist, former Congress MLA Tulsi Silawat.

The Congress, which has all along maintained that the BJP had hatched a conspiracy to pull down the 15-month-old Kamal Nath government to “capture” power in MP, threatened legal action.

“I have been maintaining from the very beginning that there was a conspiracy to pull down my duly elected government… The audio has established that the BJP’s Central leadership had conspired to pull down my government even though it enjoyed majority,” former chief minister and Congress veteran Kamal Nath said.

Working president of MP Pradesh Congress Committee (PCC) Jitu Patwari said his party may move court against the BJP for having plotted to dislodge an elected government following the expose in the purported audio.

Mr Chouhan was reportedly addressing BJP workers of Sanware Assembly constituency in Indore on Monday when he allegedly said in Hindi, “The Central leadership (of BJP) decided that the (Kamal Nath) government should fall. They (the Kamal Nath government) will ruin and destroy … Tell me, was it possible to dislodge the government without Jyotiraditya Scindia and Tulsi Bhai? There was no other way.”  

The “Tulsi Bhai” referred to in the clip is former health minister who joined the BJP along with Mr Scindia.

“In the coming bypoll if Tulsi Silawat doesn’t become MLA again, will I be able to remain CM, will the BJP government survive?” he allegedly said, exhorting BJP workers to overcome their differences and work for Mr Silawat’s victory in the upcoming by-elections in the Sanwer Assembly seat.

Twenty-two Congress MLAs, loyal to Mr Scindia, had resigned from the Assembly leading to the fall of the Kamal Nath government on March 20, paving the way for Mr Chouhan to return as chief minister for the fourth time.

All the 22 ex-Congress MLAs later joined the BJP with Mr Scindia. Two of them, Mr Silawat and Govind Singh Rajput, have been inducted into the Shivraj Singh Chouhan Cabinet.

The BJP has vehemently denied any role in the collapse of the Kamal Nath government. Neither the saffron party’s Central leadership nor Mr Chouhan have reacted to the audio clip yet

But the party’s state spokesperson Rajneesh Agrawal dismissed the charge that it had a hand in the fall of the Kamal Nath government.

“Infighting in Congress had led to the fall of the Kamal Nath government,” he said.

Bhopal, Jul 26: BJP MP Pragya Singh Thakur on Saturday appealed people to recite the Hanuman Chalisa five times a day till August 5, which she believes will rid the world of the coronavirus pandemic.
`Bhoomi pujan’ or the ground-breaking ceremony for the construction of Ram temple at Ayodhya is to take place on August 5.
“Let us all of us together make a spiritual effort to wish people good health and end the coronavirus epidemic.
Recite ‘Hanuman Chalisa’ five times a day at your home from July 25 to August 5,” the Bhopal MP tweeted.
“Conclude this ritual by lighting lamps on August 5 and offering ‘aarti’ to Lord Ram at home,” she added.
She also shared a video on Twitter, in which she said the BJP government in Madhya Pradesh is making efforts to contain the spread of coronavirus by imposing lockdown in Bhopal till August 4.
“Though the lockdown will be over on August 4, this ritual (recitation of the Hanuman Chalisa, a hymn in praise of Lord Hanuman) will end on August 5, when ‘bhoomi pujan’ for Ram temple in Ayodhya will be performed. We will celebrate that day like Diwali,” she added.
“When people... Hindus from across the country recite the ‘Hanuman Chalisa’ in one voice, it will definitely work and we will be free from coronavirus...This is your prayer to Lord Ram,” said Thakur.
