RBI pitches for cash-less carry

New Delhi, July 9: The day is not far when you pay your vegetable vendor, hair dresser and neighbourhood grocer with your credit card.

The Reserve Bank of India (RBI) has prepared a road map to provide card swipe machines to more than one crore retail businesses in the next three years to promote electronic transactions for ushering in a less-cash society in the country.

The central bank has come out with a vision document which envisages ways and means of ensuring that payment system in the country is safe, efficient, accessible, inclusive and also compliant with international standards.

The apex bank has sought public comments on the Payments System Vision Document 2012-15, released a fortnight ago. Pitching to move towards less-cash economy, RBI Governor D Subbarao had recently proposed that non-cash payments should be easy to use, readily available and accepted, should not impose any undue financial burden on the merchant and user, and should offer an appropriate level of security.

According to the road map prepared by the central bank for cash-less transactions, all schools and colleges in the country will also be equipped to handle plastic transactions. At present, very few educational institutions have the facility to accept fees and other dues through credit or debit card.

According to an RBI estimate, only six lakh retail traders accept credit card in the country. Steps are being taken to make the facility available to at least one crore retailers by 2015. The government and its financial institutions will initially bear the cost of each card swap machine made available to retailers.

The proposal, once implemented, will save the common man from the hassles of keeping cash in the pocket for day-to-day transactions and will also help generate revenues for banks.

Paper-less transactions are also expected to make house-hold payments, including electricity, telephone, house tax and insurance bills, easy. On an average, each household pays over 50 types of bills per year in India, involving crores of rupees in cash payments.

According to experts, the proposed structured modern payment and settlement system will prove to be more secure and affordable. It will also reduce the expenditure incurred on printing currency notes. Besides, the paper-less transactions will promote green initiative.

For the government, it will be easier to monitor the revenues earnings of retailers and their tax payments. Currently, lakhs of mom and pop store owners and other unorganised businesses do not pay income tax.

Recently, the government mandated that all payments by the government departments above Rs 25,000 should to be made electronically, it said.

Through these moves, increased emphasis is being laid on the use of electronic payment products and services that can be accessed anywhere and anytime by all at affordable prices.

No fee

Earlier this month, the then finance minister Pranab Mukherjee had asked the RBI to work out a mechanism to ensure that banks charge no fee from customers for electronic transfer of funds.

The finance ministry has also asked public sector banks and regional rural banks to bring down cheque-based transactions by popularising electronic payments.

Jan 7: A Delhi Court today issued death warrant against four convicts in the 2012 Nirbhaya gang-rape and murder case. The hanging will take place on January 22 at 7 am.

During the hearing, the prosecution said there was no application pending before any court or the President right now by any of the convicts and the review petition of all the convicts was dismissed by the Supreme Court.

On Monday, the court had reserved order on issuing of death warrants against four death row convicts.

Today's order comes days after mother of the victim in the 2012 Delhi gang-rape and murder case moved the Supreme Court on opposing the plea filed by one of the four death-row convicts seeking review of its 2017 judgement awarding him death penalty.

The apex court had on July 9 last year dismissed the review pleas filed by the other three convicts — Mukesh (30), Pawan Gupta (23) and Vinay Sharma (24) — in the case, saying no grounds have been made out by them for review of the 2017 verdict.

The 23-year-old girl was gangraped and murdered by six men on a moving bus on 16 December 2012. The main accused, Ram Singh, allegedly committed suicide in Tihar Jail during the trial. Another accused was a minor at the time of the commission of the crime and was sent to a reform facility and released after three years.

New Delhi, Jun 16: Congress president Sonia Gandhi on Tuesday demanded a rollback of hike in fuel prices, saying the government's decision to increase the prices of petrol and diesel during the coronavirus crisis is "wholly insensitive" and "ill-advised".

The government is doing nothing short of "profiteering off its people" when they are down and out, she said in a letter to Prime Minister Narendra Modi.

Petrol and diesel prices were hiked for the 10th day in a row on Tuesday.

"I am deeply distressed that in these exceedingly difficult times since the beginning of March, the government has taken the wholly insensitive decision to increase petrol and diesel prices on no less than ten separate occasions," Gandhi said in her letter.

She accused the government of earning an additional revenue of nearly Rs 2.6 lakh crore through these "ill-advised" hikes in excise duty and increase in prices of petrol and diesel.

"I urge you to roll back these increases and pass on the benefit of low oil prices directly to the citizens of this country.

"If you wish for them to be 'self-reliant' then do not place financial fetters on their ability to move forward," the Congress president said.

Gandhi also urged the government to use its resources to put money directly into the hands of those in need in these times of severe hardship.

Pune/Mumbai, Feb 21: A BJP youth wing leader from Pune on Thursday submitted a complaint application to the police against AIMIM leader Waris Pathan for his controversial remarks made recently in Karnataka.

Pathan has claimed he has been quoted out of context.

Parismal Deshpande, a BJYM worker, submitted the written application at the Deccan Gymkhana police station, demading action against Pathan for allegedly promoting enmity between different groups and outraging religious feelings of a community.

Deshpande, in his complaint stated, that Pathan reportedly said "15 crore hai lekin 100 crore pe bhari hai' (We are 15 crore but we can dominate 100 crore).

"The statement by Pathan promotes violence and create a divide between two communities.

"Because of such statements, there are possibilities of atmosphere getting vitiated. Hence, he should be booked under IPC sections 153A (promoting enmity between different groups, 295A (outraging religious feelings), and 504 (provoking breach of the peace)," Deshpande said in the complaint.

An officer from the Deccan police station confirmed receiving the application.

Meanwhile, in Mumbai, the BJP slammed Pathan.

The saffron party on Thursday tweeted @BJP4Maharashtra saying, "Waris Pathan, who are you threatening to? Shiv Sena led government may tolerate your comments; but BJP and people of Maharashtra will teach you a lesson that your hate- mongering speeches will be shut."

However, Pathan has issued a statement to the media, saying he has been quoted out of context.

"I hereby wish to state that the media reports on TV channels showing my statement made in the public meeting at Gulbarga five days back have totally quoted me out of context," Pathan claimed on late Thursday evening.

"I wish to reiterate that I can never say anything intentionally or unintentionally that hurts the sentiments of any caste, community or gender. I am a proud Indian and respects the plurality of this country," he said.
