Anger in India after floods leave 109 dead, 400,000 homeless

Pazarbhanga, July 17: India: India’s annual monsoon has claimed 109 lives since rains started in June and left at least 400,000 people homeless in the northeastern state of Assam, in a tragedy experts say was made worse by corruption and poor management of the Brahmaputra River.

A senior member of the Assam Human Rights Commission, a government body, told Reuters it suspects millions of dollars meant for flood control have been siphoned off by state water department officials in the last five years. The commission has demanded a high-level investigation by the government.

Prime Minister Manmohan Singh, who represents Assam in the upper house of parliament, called the floods the worst in recent times and promised $1,800 to each victim’s family in compensation. Critics say that much of the money will evaporate.

“Corruption is rampant before and after a flood,” said Arup Misra, a prominent environmental activist in the state and a professor at Assam Engineering College. “Some officials eagerly wait for floods as they could make money on repairing of embankments and relief distribution.” Over the past 60 years successive governments have built levees along most of the length of the volatile Brahmaputra, which is Assam’s main river and is fed by Himalayan snow melt and some of the world’s heaviest rainfall. Experts say these embankments are both criminally under-maintained and a discredited form of flood management.

Assam is famed as a tea-growing region and rich in oil and timber. It is also home to the Kaziranga National Park that hosts two-thirds of the world’s Great One-horned Rhinoceroses.

Nearly a decade ago, Hannan Sikdar’s father lost his home and farm to floods in Assam. On June 28, the same fate struck Sikdar and his family of 10 when the Brahmaputra b u rst through a dike and swept away their home and everything they owned in the middle of the night.

Assam’s population is on the rise, and like millions of others, Sikdar lived in a danger zone right next to the river’s mud embankment. Millions of dollars were assigned to keep levees in good shape. But in eight years living there, Sikdar says nobody even came to talk about the risks.

“This was the place where we made our home when my father lost his property several years ago,” said the 30-year-old, looking down at the wreckage of his bamboo and wood house from a new makeshift hut further along the embankment.

“We were never told that this embankment could break.” Rajiv Sinha, an expert on river dynamics, said the levees prevent the river from spreading silt in its natural flood plain, causing the river to clog up and increasing the frequency and intensity of floods. Similar embankments downstream in Bangladesh have also been blamed for devastating flooding.

“In the last fifty years, two things have happened — the expenditure on flood control has increased tremendously, and at the same time the damage caused by floods has also increased exponentially,” said Sinha, who teaches geosciences at the Indian Institute of Technology in Kanpur.

Globally, flood management trends are moving away from levee-type measures to natural storage areas such as swamps and wetlands. But Assam has failed to come up with any modern, long-term plan to harness the river.

Entire villages, such as the one Sikdar belonged to, have cropped up in flood-prone areas and their only layer of protection is a neglected, crumbling mud wall.

As heavy rains continue, officials fear a second spell of floods soon, but victims such as Hanan Sikdar continue to live in tiny straw and tin shelters next to the broad river.

“People are living in danger zones out of compulsion,” said Chandan Talukdar relief worker with Sikdar. “Till alternative land is found, these people will remain on embankments.”

New Delhi, Apr 5: Joining efforts to fight COVID-19, the Defence Research and Development Organisation (DRDO) has designed a full-body disinfection chamber and a special face protection mask for healthcare professionals, officials said.

The special chamber called 'PSE' has been designed by Vehicle Research Development Establishment (VRDE), Ahmednagar, a DRDO Laboratory.

The walk through enclosure is designed for personnel decontamination, one person at a time. It is a portable system equipped with sanitiser and soap dispenser, officials said.

The decontamination is started using a foot pedal at the entry. On entering the chamber, electrically-operated pump creates a disinfectant mist of hypo sodium chloride for disinfecting, the DRDO said in a statement.

The mist spray is calibrated for an operation of 25 seconds and stops automatically indicating completion of operation. As per procedure, personnel undergoing disinfection will need to keep their eyes closed while inside the chamber, it said.

The system consists of roof mounted and bottom tanks with a total of 700 litres capacity. Approximately 650 personnel can pass through the chamber for disinfection until the refill is required, the DRDO said.

The system has see-through glass panels on side walls for monitoring purpose and is fitted with lights for illumination during night-time operations, it added.

This system can be used for disinfection of personnel at the areas of controlled ingress and egress such as entry and exit to hospitals, malls, office buildings and critical installations, officials said.

Also, Research Centre Imarat (RCI), Hyderabad, and Terminal Ballistics Research Laboratory (TBRL), Chandigarh, have developed face protection mask for healthcare professionals handling COVID-19 patients, the DRDO added.

Its light weight construction makes it convenient for comfortable wear for long duration. This design uses commonly available A4 size Over-Head Projection (OHP) film for face protection, it said.

One thousand face shields are being produced daily in TBRL and provided to Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh, it said.

Similarly, 100 are produced at RCI and these have been handed over to Employees' State Insurance Corporation (ESIC), Hyderabad. A demand of 10,000 shields has been received from PGIMER and ESIC hospitals based on successful user trials, the DRDO added.

New Delhi, Jan 4: In more troubles for the former Finance Minister and senior Congress leader P Chidambaram, the Enforcement Directorate (ED) on Friday questioned him for over six hours in its probe into the Air India aircraft deal case, first time since his release from Tihar jail almost a month ago.

A senior ED official told IANS, "We questioned Chidambaram for over six hours today in the ongoing probe into the Air India deal with Airbus."

According to financial probe agency officials, Air India had planned to buy over 111 aircraft from Airbus and Boeing during the erstwhile United Progressive Alliance (UPA) government in 2009. This is the first time the ED has questioned the senior Congress leader in the Air India deal case.

The questioning of Chidambaram came for the first time since his release from the Tihar jail where he spent 106 days in connection with the INX Media money laundering case. He was released from Tihar on December 4 last year after he was granted bail by the Supreme Court. The former finance minister is also being investigated by the ED in a separate money-laundering cases of Aircel-Maxis deal.

An ED official said the contract to buy 43 aircraft from Airbus was finalised by a panel of ministers headed by Chidambaram in 2009. According to the ED, when the proposal to buy 43 aircraft from Airbus was sent to the Cabinet Committee on Security (CCS), there was a condition that the aircraft manufacturer would have to build training facilities and MRO (Maintenance, Repair and Overhaul) centres at a cost of Rs 70,000 crore. But later, when the purchase order was placed, the clause was removed.

The name of another UPA minister, Praful Patel, had also come up in the alleged scam in a charge sheet filed by the ED against corporate lobbyist Deepak Talwar on March 30 last year. Talwar was arrested last year by the ED after he was deported from the UAE.

The ED is probing the Air India-Indian Airlines merger; purchase of 111 aircraft from Boeing and Airbus at Rs 70,000 crore; ceding profitable routes and schedules to private airlines, and opening of training institutes with foreign investment.

Mumbai, May 10: Air India, which is operating flights to evacuate Indians stranded in foreign countries, have asked its pilots to undertake coronavirus test before they operate such flights, the sources said.

"Five Air India pilots have tested positive for coronavirus. These pilots were tested one after one. We suspect it could be a case of faulty testing kit as well," one of the sources said.

The five pilots fly Boeing 787 planes, the second source said.

Air India spokesperson did not offer any comment.

A senior airline official said the five pilots had not operated any flight in the last three weeks.

"These pilots had operated cargo flights to China prior to April 20," the official said.
