US raises arms sales pitch to India to 'contain' China

New Delhi, July 24: After describing India as "a linchpin" in its new strategic policy to "re-balance" military forces towards Asia-Pacific, in what is seen by many to be an unfolding grand design to "contain" China, the US is now cranking up its arms sales pitch to New Delhi.

From ballistic missile defence (BMD) and aeronautics to robotics and micro-UAVs (unmanned aerial vehicles), the US is eager to collaborate with India in top-end defence technology in a bid to displace countries like Russia, Israel and France as the pre-eminent defence supplier to India.

India plans to spend upwards of $100 billion in acquiring weapon systems and platforms over the next decade. Having already bagged defence deals worth over $8 billion over the last few years, the US is obviously hungry for more.

"As a country committed to enduring peace and security in the Asia-Pacific region, India deserves the best military equipment available... India is a top priority in our export considerations," said visiting US deputy secretary of defence Ashton B Carter on Monday.

"Practically, we want to be India's highest-quality and most trusted long-term supplier of technology...We trust India and know India is not a re-exporter or exploiter of our technologies," he added, speaking at a CII function.

Carter, who held talks with defence minister A K Antony, national security advisor Shiv Shankar Menon, defence secretary Shashikant Sharma and foreign secretary Ranjan Mathai during the day, said New Delhi had emerged Washington's second largest FMS ( foreign military sales) customer in 2011 with imports worth $4.5 billion.

India has certainly shed its long-held suspicions about the US not being a reliable long-term defence supplier to India, in part due to continuing problems with Russian propensity to jack-up costs mid-way through projects and not provide proper transfer of technology and product support.

But it still remains wary about whether the US will really provide cutting-edge defence technology.

Carter stressed US and India will move beyond mere defence trade, or a buyer-seller relationship, to joint R&D and co-production in the years ahead. He identified BMD as a potential area for this defence cooperation but said the two nations should first discuss it at the "strategic" level before engaging in technical discussions.

"We want to knock down any remaining bureaucratic barriers in our defence relationship, and strip away the impediments...Buying American systems, whether through direct commercial sales or FMS, will get India exceptionally high-quality technology, a high degree of transparency, and no corruption (this is mandated by our legal system)," he said.

The Indian defence ministry, too, seems to favour the direct government-to-government agreement under the American FMS system. India, for instance, is now close to inking $647 million contract for the acquisition of 145 M-777 ultra-light howitzers from the US in a FMS deal. This comes after the finalization of another such deal worth $4.1 billion for 10 C-17 Globemaster-III strategic airlift aircraft.

New Delhi, Aug 8: Former Union Minister Rajiv Pratap Rudy on Saturday said that it is unfair and unfortunate to blame the pilots or the Airports Authority of India (AAI) for the Kerala place crash which took place on Friday evening.

"It is very unfortunate and unfair when experts come under television channel and they try to put blame on the Airports Authority of India or the pilots. Airport authority in an institution which has had survived various tests of time for the last 65 to 70 years, or pre-independence, so it is unfair to blame them," he said.

While speaking to news agency, Rajiv Pratap Rudy said that the 737 Boeing aircraft is reliable and the pilots were experienced, and it was wrong to blame them.

He further said that there are many possibilities on what could have happened, and said, "It is an accident and we need to find the facts."
Rajiv Pratap Rudy also expressed his deepest condolences to the family members of those who lost their lives in the plane crash. "This accident is terrible and heart-rending. 

I offer my deepest condolences to the family members of the captain and first officer, and the families of passengers who died and were injured," he said.

At least 18 people died when a plane carrying 190 passengers came from Dubai met with an accident at Karipur airport in Kozhikode on Friday evening, as per the Directorate General of Civil Aviation (DGCA).

"Eighteen people, including two pilots, have lost their lives. It is unfortunate. 127 people are at hospitals, others have been released," said Puri on the Air India Express flight that crash-landed on Friday evening.

Air India Express Dubai-Kozhikode IX-1344 flight, carrying 190 people on board from Dubai under the Vande Bharat Mission, skidded off the runway at Karipur Airport in Kozhikode at 7.41 pm on Friday in which several people sustained injuries.

New Delhi, May 25: Realtors' apex body CREDAI has written a letter to Prime Minister Narendra Modi, seeking immediate relief measures to tide over the crisis caused by the COVID-19 pandemic.

The association, which has around 15,000 developer members, has sought one-time debt restructuring, lower interest rate on home loans and tax sops to boost liquidity and demand in the sector.

In an open letter to the prime minister, the Confederation of Real Estate Developers' Associations of India (CREDAI) said, "In this distressful situation arising out of the COVID-19 calamity, we in the real estate sector seek immediate relief for our survival."

Stating that the sector contributes substantially to the country's GDP and has backward and forward linkages with almost 250 industries, CREDAI said, "Our survival, therefore, is not just desirable, it is rather crucial for the economy."

Liquidity crunch, stagnant demand and cartelization of raw materials are major impediments for the industry to kickstart, it added.

CREDAI made seven recommendations to revive the sector and sought immediate intervention from the prime minister.

Pointing out that the situation is "much worse" than global financial crisis in 2008, CREDAI said "a one-time restructuring scheme as was permitted by RBI in 2008 may be quickly instituted by all lending institutions."

Since real estate was already reeling under a cyclical downturn before COVID-19, debt restructuring needs to be allowed for all accounts which were standard as on December 31, 2019, it added.

CREDAI demanded that all banks, non-banking financial companies (NBFCs) and housing finance companies (HFCs) should be directed to provide additional credit equal to 20 per cent of the existing real estate project related advances with no additional security and without the classification of project as NPA.

The penal interest charged by banks and financial institutions should be suspended for a period of one year or until such time as it takes for the pandemic to abate.

To revive housing demand, CREDAI suggested that "government should reduce the maximum rate of interest on new home loans to 5 per cent by subsidizing the interest component of EMIs for next five years."

The limit of principal deduction on housing loan under Section 80C should be increased to 2.5 lakh.

Interest deduction under Section 24 on housing loan for homebuyers may be increased to Rs 10 lakh, it said.

There should be no capital gains for residential properties held for a period longer than one year.

CREDAI also demanded that the subvention scheme be allowed again by National Housing Bank (NHB) and the Reserve Bank.

Under the scheme, builders used to pay EMIs on behalf of homebuyers during construction of projects.

"The economic uncertainty and job insecurity at the moment would not allow purchase of residential property at this time. A scheme whereby a homebuyer would need to pay only margin money with no EMI for 24 months will address this insecurity," the letter said.

The association pointed out that prices of cement and steel have been increased during the lockdown period, and asked for crackdown on cartelisation by manufacturers.

On the GST front, CREDAI said that the current regime of GST provides a rate of 1 per cent  for affordable housing.

"The limit of Rs 45 lakh serves as a criterion of affordability for the purpose of GST. On all other housing, GST is applied at the rate of 5 per cent without input tax credit. It has been felt that the criterion of Rs 45 lakh is too low an index of affordability anywhere across the country, and especially so in the metros," the letter said.

It will serve as an inducement to buyers in the metros if the benefit of GST at the rate of 1 per cent is extended to units costing up to Rs 75 lakh, the association said.

CREDAI pointed out that the flat rate of 5 per cent GST for under construction residential housing is causing cost build up and is acting as a deterrent for sale of under construction projects since there is no GST on completed units.

It suggested that GST rate of 1 per cent and 5 per cent, without input tax credit, should continue.

"However, an option of GST @12 per cent for normal housing/ 8 per cent for affordable housing (with 1/3rd deduction for land i.e. effective GST rate of 8 per cent for normal housing and effective GST rate of 5 per cent for affordable housing) with input tax credit (ITC) benefits in line with the scheme applicable for the works contracts for government may be revived and made applicable to the real estate," the letter said.

Lastly, CREDAI demanded that a Rs 25,000 crore stress fund for completing stalled housing projects should be deployed at the earliest.

"We shall be grateful for your much-needed intervention for the above mentioned measures required to revive the real estate sector," CREDAI said in the letter to the PM.

Attari, Mar 19: At least 29 Indians, who had gone to Dubai to watch a cricket match which was called off later, on Wednesday night returned to India through the land transit route of Attari-Wagah border here.

Earlier, when they entered India after being cleared by the Pakistan Immigration Authority, they were detained at Attari border, as they were not having requisite permission on their passport to return to India through Pakistan.

According to officials, they had earlier flown to Dubai from New Delhi to watch a Pakistan League Cricket match there.

The match, however, was aborted and they decided to return India via Pakistan. They took a flight to Pakistan and after landing there, they took land route to reach Attari-Wagah border.

All were cleared by Indian immigration authority after being allowed by the Union Ministry of Home Affairs.

Amritsar Civil Surgeon Dr Prabdeep Kaur Johal said that by 9.30 PM all the Indian nationals were not handed over to the medical team for checkup.

She said if anyone of them are found with any symptoms of the virus, they would be admitted to Amritsar Government Hospital or else they would be allowed to continue their journey to Delhi or elsewhere.
