Although embarassed by mishandling of violence by the Assam government, the Congress high command is unlikely to replace Chief Minister Tarun Gogoi.

While the outcry against Chief Minister Tarun Gogoi is growing both within and outside the Congress, the party is unlikely to take action against its leader, who was instrumental in bringing the party to power for the third straight time only last year. Even Gogoi may not have thought that just over a year after his dream victory there would be call for his head.

No one has publicly demanded his resignation so far within the party. While the Congress core committee, headed by party president Sonia Gandhi last week took stock of the Bodo-Muslim clashes, Prime Minister Manmohan Singh publicly asked him to “take stern action” to deal with the situation.

That the prime minister had to instruct the chief minister to take action indicates the extent of inaction by the state government. On Thursday, a group of Muslim MPs, including those from the Congress, met home minister P Chidambaram. “We have lost confidence in the state government’s ability to control violence and demanded central intervention,” Congress MP K Rahman Khan said after meeting.

Gogoi’s failure to visit the area immediately after the violence broke out has been criticised by many within the Congress. His detractors may take advantage of the Centre’s remarks to demand his ouster. However, Gogoi has his supporters in the party too. Senior Congress leader Digvijay Singh, party general secretary in-charge of Assam, is one of them.

Expressing full faith in Gogoi, Singh said on Thursday that “He (Gogoi) is an experienced man and extremely sensitive person” and that he can handle the issue.

Singh also rejected any parallel between the ethnic violence in Kokrajhar and neighbouring districts of Assam and the post-Godhra riots in Gujarat alleging that Chief Minister Narendra Modi had given a free hand to the administration to allow communal riots.

“Communal riots took place in Gujarat under the nose of the Chief Minister in cities like Ahmedabad. In Assam, it was in rural areas where the administration had difficulty in reaching due to the rains this time,” Singh said.

Congress spokesperson Rashid Alvi, when asked about Gogoi blaming the Centre for delay sending the Army to control ethnic clashes, said: “The Central government extends full support in such situations and the Prime Minister is going to visit the state on Saturday to take stock of the situation and every possible help will be given.”

No food, water in refugee camps

People rendered homeless by the violence have complained about the lack of sufficient food, drinking water and medicines in relief camps, a charge which the authorities denied quickly, reports PTI from Dhubri and Kokrajhar.

A two-year-old child and a 60-year-old man died in two relief camps in Bilasipara in Dhubri district, but the cause of death was yet to be ascertained, official sources said.

“The condition in most relief camps is pathetic with food and drinking water in short supply. We fear there will be more deaths in the days to come due to disease,” Bilasipara resident Monowar Hussain said.

Of the 3 lakh people who have fled their homes, 1,53,000 refugees have been housed in 118 camps in Dhubri district alone, with the allegation against the district administration being that insufficient quantity of food was provided.

Abdul Rashid from Dhubri alleged that there was shortage of medicines and there were very few doctors which was causing problems for those who were falling ill in camps.

Dhubri Deputy Commissioner Kumud Kalita denied the allegations and said that sufficient food was being provided.

“There is no shortage of medicine either,” he added.

Ghaziabad, Jul 28: Days ahead of Eid-ul-Adha, Nand Kishore Gurjar, a BJP MLA from Loni assembly constituency in Ghaziabad, has stoked controversy as he asked people celebrating the festival to "sacrifice their children instead of animals" on the occasion. He also claimed that "meat spreads coronavirus" so people should not be allowed to sacrifice innocent animals.

"People who want to sacrifice on Eid should sacrifice their children. I will not let people consume meat and alcohol in Loni. We will not let people sacrifice innocent animals because meat spreads coronavirus," the BJP legislator said while speaking to reporters.

"The way people have followed the guidelines of the government by not offering prayers and namaz at temples and mosques to contain COVID-19, in the same way, they must not give the sacrifice of animals on this Eid," he added.

"Earlier, sacrifices of animals used to be done in Sanatan Dharam as well. However, now coconut is offered instead. I request the Muslim brothers not to give 'qurbani' of animals. We will stop those who will perform the ritual animal sacrifice. We will not let this happen in Loni," he said.

New Delhi, Jan 12: As many as 109 children were sexually abused every day in India in 2018, according to the data by the National Crime Records Bureau, which showed a 22 per cent jump in such cases from the previous year.

According to the recently released NCRB data, 32,608 cases were reported in 2017 while 39,827 cases were reported in 2018 under the Protection of Children from Sexual Offences Act (POCSO).

POCSO Act, 2012 is a comprehensive law to provide for the protection of children from offences of sexual assault, sexual harassment and pornography. It requires special treatment of cases relating to child sexual abuse such as setting-up of special courts, special prosecutors, and support persons for child victims.

As many as 21,605 child rapes were recorded in 2018 which included 21,401 rapes of girls and 204 of boys, the data showed.

The highest number of child rapes were recorded in Maharashtra at 2,832 followed by Uttar Pradesh at 2023 and Tamil Nadu at 1457, the data showed.

Overall crimes against children has increased steeply over six times in the decade over 2008-2018, from 22,500 cases recorded in 2008 to 1,41,764 cases in 2018, according to the NCRB data from 2008 and 2018.

In 2017, 1,29,032 cases of crime against children were recorded.

Priti Mahara, Director of Policy Research and Advocacy at CRY – Child Rights and You (CRY) said, that while on the one hand, the increasing numbers of crimes against children are extremely alarming, it also suggests an increasing trend in reporting which is a positive sign as it reflects people's faith in the system.

"It also provides a direction in which government interventions must be made and evidence needs to be created. While some major efforts have been taken to ensure child protection, a lot more is needed to see expected results on the ground," Mahara said.

In percentage terms, major crime against children during 2018 were kidnapping and abduction which accounted for 44.2 per cent followed by cases under POCSO, which accounted for 34.7 per cent, the data showed.

A total of 67,134 children (19,784 male,47,191 female and 159 transgender) were reported missing in 2018. During the year 2018, a total of 71,176 children (22,239 male, 48,787 female and 150 transgender) were traced, the NCRB data said.

As many as 781 cases of use of child for pornography or storing child pornography material was also recorded in 2018, more than double that of  2017 when 331 such cases were recorded, the data showed.

The state-wise segregation of crimes against children reveals Uttar Pradesh, Madhya Pradesh, Maharashtra, Delhi and Bihar accounted for 51 per cent of all crimes in the country, the data said.

While Uttar Pradesh tops the list with 19,936 recorded crimes against children (14 per cent of total crimes), Madhya Pradesh and Maharashtra are the close second and third with 18,992 and 18,892 crimes registered respectively.

The report also showed that cases of sexual harassment in shelter homes against women and children reportedly increased by 30 per cent, from 544 cases recorded in 2017 to 707 cases in 2018.

Mahara suggested that financial investments must be adequately increased with a focus on prevention of crimes against children and the identification of vulnerable children and families.

"Strengthening community-level child protection system is also a key to prevention. While there is growing evidence of the precarious lives that children in India are leading, it is essential that this evidence is used to effectively inform policy and programme initiatives," she said.

As many as 501 incidences were also recorded under The Prohibition of Child Marriage Act, a 26 per cent jump from 2017 when 395 cases were reported under the Act.

Mumbai, Jul 1: Mumbai police on Wednesday imposed section 144 of CrPC prohibiting the movement of people in public places and gatherings, to prevent the spread of Covid-19, an official said.

The prohibitory order, issued by a senior police official, says restrictions on the movement of residents for non- essential work will remain in force till July 15.

The order prohibits "presence or movement of one or more persons in public places or gathering of any sort", the official said.
