Army mum as ghost of 1995 western tourists' killing returns

New Delhi, August 6: More than three months after the release of an explosive book on the 1995 abduction of six western backpackers by militants in Kashmir, neither the Army nor the Centre has responded to the authors' allegations that the government did not rescue the hostages despite having intelligence on the movement of the captors. TOI's attempts over a period of two weeks to get a reaction from the Army were met with silence.

The events date back to July 1995, when a terror outfit called al-Faran, an offshoot of the Harkat ul-Ansar, is believed to have abducted the tourists to negotiate the release of 21 comrades locked up in Indian prisons. These included Jaish-e-Muhammad ideologue Maulana Masood Azhar (who was released in 1999 in exchange for IC814 passengers) and British national Omar Sheikh (who would later kill journalist Daniel Pearl).

One of the abducted tourists, American John Childs, escaped; but four others — Keith Mangan (British), Paul Wells (British), Donald Hutchings (American) and Dirk Hasert (German) — vanished without a trace. A fifth, Hans Christian Ostro ( Norway), was found dead with his head 40 feet from the torso.

Now, 17 years later, those horrific events have been revisited in the book, The Meadow, written by British journalists Adrian Levy and Cathy Scott-Clark. It hit the stores in April this year.

The book does not just hint that the government wasn't keen on mounting a rescue, quoting crime branch sources, it claims it wasn't al-Faran but forces loyal to the government that had bumped off the tourists with the connivance of the special task force and the Army.

The then Narasimha Rao government, the book alleges, wanted to use the hostage crisis as a tool to build international pressure on Pakistan. It says the government had intelligence about the movement of the terrorists and the hostages, including high-resolution images taken by an armed forces helicopter.

'Raped for telling truth'

In another fantastic claim, the book says when a woman foreign tourist who had seen five hostages being taken away to Aru on July 5, 1995, reported the matter to the nearest Rashtriya Rifles (RR) camp, a major raped her.

It says the RR ran informer networks of surrendered militants (or renegades) and had put in place a cash-for-corpses incentive scheme. The renegades used to be paid between Rs 10,000 and Rs 20,000 per corpse depending on the seniority of the slain militant; but the RR never conducted any physical verification of the bodies, the book says.

In the face of such serious charges, TOI decided to elicit an Army reply. We tried to speak to Major General SL Narasimhan, additional director general public information (ADGPI), Indian Army. We called him up at his office at South Block in New Delhi on July 10 and asked for his reaction on the book. He expressed ignorance about the book and instead asked TOI for details.

After being briefly told about the book's contents, the Major General said, "Many people will say many things about a lot of issues. That doesn't mean any of it is true." He then promised to revert with a specific response after reading the book. We called Maj Gen Narasimhan again on July 12 but his PA said he was busy and asked us to call up after 5pm. When we did, we were told the general had left for the day. We asked for the general's email ID, which the PA said he didn't have.

Next, we tried to reach military secretary Lt Gen Syed Ata Hasnain, who was, until June, the general officer commanding of 15 Corps based in Srinagar. The RR — a crack counter-insurgency force — is under the operational command of 15 Corps. Gen Hasnain was unavailable on July 12 and the next day.

We then asked for Gen Hasnain's staff officer, Colonel Anupam Singh Randhawa. He was available. "I have read the book; but, I am afraid, I cannot say anything about it. You see, I can fix up an interview with Gen Hasnain only if the ADGPI permits. You will have to speak to him about it," Randhawa said. We turned to the ADGPI and again found him "busy".

Once again, we asked for his email ID; but this time, the PA asked us to speak to Colonel H Sawhney, director, media. He gave us an email ID and told us he would pass on the message to Gen Narasimhan. So, on Friday, July 13, we sent the email. The reply never came. We contacted the ADGPI again on July 25 to find out if he had read the book and was willing to comment. This time he was "busy having lunch".

Ahmedabad, Jul 5: A woman police sub-inspector (PSI) with Ahmedabad Police was arrested and sent to three-day police remand, on Saturday, for allegedly accepting a bribe of Rs 20 lakh from an Ahmedabad-based businessman — accused in two rape cases — in exchange for not applying a stringent act against him.

According to police officials, Shweta Jadeja, PSI and incharge of Mahila police station (West) in the city, was arrested by a team of Detection of Crime Branch (DCB) officials in Ahmedabad on Friday after the complainant in the case, the rape accused, approached the Crime Branch and stated that Jadeja had allegedly demanded Rs 35 lakh form him, in exchange for not booking him under the Prevention of Anti-Social Activities (PASA) Act.

The PASA Act in Gujarat gives power to the police to detain an accused and send them to a prison away from their native district. The complainant claimed that he already paid Rs 20 lakh of the total amount to Jadeja on February 3.

On Saturday, a sessions court awarded Jadeja a three-day remand with the Crime Branch, which will end at 11:30 am on July 7. Following this, the PSI will undergo a medical check-up and be presented before the magistrate again.

“We had originally demanded a seven-day remand. The accused officer has been sent to three-day remand for further investigation in the case,” said a senior police official in Ahmedabad.

According to police, complainant Kenal Shah — managing director of GSP Crop Science Private Limited, a crop solution-based company in Ahmedabad — is allegedly facing two separate rape cases under IPC section 376.

PSI Jadeja was first entrusted with the investigation of a rape case against Shah in January this year, lodged at Mahila police station (West).

The rape case complaint is of 2019. Another rape case against Shah was being probed by Assistant Commissioner of Police (Crimes Against Women), Mini Josef, wherein the investigation was reportedly completed.

As per the remand application report filed by the police, Jadeja had allegedly threatened Shah through his brother Bhavesh Shah — a joint managing director at GSP Crop Science Private Limited — and initially demanded Rs 25 lakh for not applying the PASA Act against the accused. The bribe amount was then settled at Rs 20 lakh and in February, the accused allegedly paid the amount via an office accountant to one Jayubha, allegedly a representative of Jadeja, from a finance office in Jamjodhpur area of Ahmedabad.

The report further stated that after the initial amount was paid, a third complaint was allegedly made against Kenal by a security officer at his office, Yograjsinh, for criminal intimidation. After the third complaint, PSI Jadeja had contacted Bhavesh again and demanded an additional sum of Rs 15 lakh for not applying the PASA Act against Kenal. The complaint from the security officer was not converted into an FIR and Shah has not been jailed yet.

However, It was after the demand of Rs 15 lakh that complainant Kenal approached the Crime Branch on June 27. An FIR was lodged against Jadeja at Ahmedabad DCB police station under sections seven and twelve of the Prevention of Corruption Act, charging her for “public servant taking gratification other than legal remuneration in respect of an official act”.

“Now that we have received the remand of the accused officer from the court, we will try to trace and recover the alleged Rs 20 lakh amount she received in this case,” said Deepan Bhadran, Deputy Commissioner of Police, Ahmedabad.

Shweta Jadeja is a PSI of the 2016-’17 batch and a resident of Vastrapur in Ahmedabad, while her native place is in Keshod of Junagadh district. The police have not recovered the bribe amount she allegedly accepted as of late Saturday.

New Delhi, Feb 11: People of Delhi have explained the true meaning of nationalism through their mandate, AAP's prominent face Manish Sisodia said as he clinched victory on the Patparganj seat.

Sisodia, who retained his seat for the third time, said the BJP indulged in "politics of hate", but people refused to be divided.

"I am happy to have won the Patparganj seat again. The BJP indulged in politics of hate, but I thank the people of Patparganj. Today, Delhi's people have chosen a government which works for them and explained the true meaning of nationalism through their mandate," he told reporters.

Sisodia, who was the Deputy Chief Minister and led the government's education reforms agenda, defeated BJP's Ravinder Singh Negi by a margin of over 3,500 votes.

The initial trends saw a seesaw battle between Sisodia and Negi.

In 2013, Sisodia had won by a margin of 11,000 votes and in 2015 by over 28,000 votes.

New Delhi, Feb 25: Condemning the violence in Delhi, the Congress on Tuesday demanded that the Prime Minister, the Home Minister and the Chief Minister of Delhi come forward to ensure peace and maintain brotherhood while rising above partisan politics.

"This is Gandhi, Nehru, Patel's India, can any Indian accept this mindless violence? Congress appeals to the people of Delhi to maintain communal harmony and thwart all attempts of the forces dividing the country on the basis of religion," Congress' chief spokesperson Randeep Surjewala told reporters.

Unabated violence and incidents of stone-pelting and murder in the national capital have shattered the nation, he said, while referring to the riots in northeast Delhi over the Citizenship (Amendment) Act that continued for the third day, and demanded stern action against the culprits.

"Our appeal to the prime minister, the home minister and the Delhi chief minister is, can you rise to the occasion, leave aside your political partisanship and views, and become really not leaders of your parties but leaders of the society so that harmony, peace, and non-violence prevail," he said.

The Congress party will stand with the Centre and the Delhi government in every way to maintain brotherhood and harmony in the society, he said.

"Do not fail this country because you belong to different political parties," Surjewala said, adding this was a sincere appeal "on behalf of people of Delhi and the country" to Prime Minister Narendra Modi, Home Minister Amit Shah and Chief Minister Arvind Kejriwal.

"There is no place for violence in Gandhi ji's India... Today there is a need to establish peace on the ground and maintain brotherhood," he said.

Surjewala said the party also prays for the speedy recovery of DCP Amit Sharma and the hundreds of other people who have been injured in the violence.

"We also condemn the firing at three journalists Arvind Gunasekar, Saurabh Shukla and Akash and pray for their good health," he said.

"We strongly condemn these brutal riots and demand that the culprits are identified and stern action is taken against the real culprits and miscreants. The Congress mourns the death of Head Constable Ratan Lal and others in the violence," Surjewala said.
