Why INS Arihant, submarine in final stages of testing, is so important

New Delhi, August 8: The INS Arihant, India's indigenously-built nuclear-powered submarine which is capable of carrying nuclear missiles "will be going for sea-trials soon," Chief of Naval Staff, Admiral Nirmal Verma told reporters today in New Delhi.

The submarine is now the in last stage of testing. Sources have told NDTV that barring any major set-backs, the INS Arihant should be able join the Indian Navy within the "next 18 months".

The advent of INS Arihant into the fleet will complete the crucial link in India's nuclear triad - the ability to fire nuclear weapons from land, air and sea. Admiral Verma, however, refused to give details of the weapons package on board the nuclear submarine. "I will not want to get into the details" he said.

The sea-trial of the INS Arihant was scheduled to start last year but was delayed because of technical glitches.

The Defence Research and Development Organization (DRDO) announced last month that it has successfully developed nuclear-tipped submarine-launched ballistic missiles (SLBMs). Long shrouded in secrecy, unlike surface-to-surface nuclear missiles like Agni, the SLBM was a closely -guarded secret while in development and was called the 'Sagarika Project'. In all probability, the INS Arihant will take this missile on board. So far, countries like the US, Russia, France, China and the UK have the capability to launch a submarine-based ballistic missile.

Although INS Arihant signifies a huge jump for the Indian Navy, the good news ends here. India's fleet of conventional submarines is fast depleting. India has 14 conventional submarines that run on either battery or diesel and are aging and outdated. Each of them will have completed the standard life-span of 25 years by 2017.

Admiral Verma admitted concern over the fact that upgraded versions have been grounded by bureaucratic delays.

At any given time, only seven submarines are available for deployment and are split on either coast. Seven submarines are mostly unavailable because they need to be serviced, refitted at increasingly short terms. Also, because the boats are aging fast, their lifespan need to be extended and therefore they are not deployed.

The Indian Navy's 30-year submarine programme, devised in 1988, envisaged buying six submarines from the West and countries in the East like Russia. India was to use the acquisition process to gain enough knowledge to build the next 12 submarines on its own. But Indian shipyards have largely been unable to either pick up the requisite technology or capability. Shipyards like the Hindustan Shipyard Limited which was originally supposed to build at least 3 submarines have been found to be incapable of building submarines.

The Indian Navy has now approached the government to be allowed to build two submarines in the shipyard of the foreign collaborator. "It is not exactly asking for importing two submarines. We are asking the government to allow us to build two submarines in their shipyard. In the long run it will be help our technicians gain expertise" and cut down in delays when building in India, Admiral Verma said.

Feb 28: For 30-year-old Shabana Parveen, it was nothing sort of a miracle — giving birth to a healthy baby boy after surviving a brutal attack by a mob who kicked and assaulted her and her husband in northeast Delhi's Karawal Nagar.

Their home set afire by the mob, Ms Parveen's family is now pinning their hopes on the newborn who they called a "miracle baby".

Ms Parveen, her husband, two kids and mother-in-law were sleeping inside the house on Monday night when a mob barged into their house.

Narrating their ordeal, Ms Parveen's mother-in-law Nashima told PTI, "They hurled religious slurs, beat up my son. Some of them even kicked my daughter-in-law in the abdomen...as I went to protect her they came charging at me... We thought we would not survive that night. But with God's grace we somehow managed to escape from the clutches of the rioters."

"We rushed Parveen to a nearby hospital but doctors there asked us to go to Al-hind Hospital where she delivered a baby boy on Wednesday," she added.

Despite having lost their home for over two decades and all belongings, her family has overcome the initial shock and are now overjoyed with the birth of the "miracle baby".

Ms Nashima said she had no clue where the family would go after Ms Parveen was discharged from the hospital.

"It's all gone there. Nothing left. Maybe, we will go to some relative's place and see how we can re-build our life," she said.

Ali, 6, who held his one-day-old brother, caressing his forehead, said, "I will take care of him forever and save him from every ill."

The violence over the amended citizenship law in northeast Delhi has claimed 38 lives so far and left over 200 people injured. Frenzied mobs torched houses, shops, vehicles, a petrol pump and pelted stones at locals and police personnel.

Jaffrabad, Maujpur, Babarpur, Yamuna Vihar, Bhajanpura, Chand Bagh and Shiv Vihar are among the areas mainly affected by the clashes.

New Delhi, Jul 16: With India's economic growth sputtering, the Reserve Bank of India was expected to maintain a rate-cutting cycle, but an uptick in near-term inflation could give the central bank's Monetary Policy Committee reason to pause for now.

Having cut its key lending rate by an aggressive 115 basis points (bps) in 2020, on top of 135 bps cuts in 2019, the RBI so far has had little success in spurring credit growth amid varying degrees of lockdowns across India.

Some economists and market insiders argue it may be prudent for the MPC, the policy committee, to hold its fire when it meets early next month.

"It's probably too early to administer a demand stimulus. The RBI still has room to cut rates, but we probably want to be more cautious of the timing," said Venkat Pasupuleti, portfolio manager at Dalton Investments.

"Maybe they should wait a quarter to see how things pan out once the lockdown situation is eased further."

Market participants have factored in at least a 25 bps rate cut by the MPC on August 6 while analysts are predicting a total 50-75 bps cuts over the rest of the fiscal year that runs to March 31.

The spike in the retail inflation rate above the RBI's mandated 2%-4% target range is another reason for the central bank to take a breather, analysts say.

Annual retail inflation rose to 6.09% in June, compared to 5.84% in March and sharply above a 5.30% median forecast in a Reuters poll of economists.

Rahul Bajoria, an economist at Barclays, said the spike in both consumer and wholesale prices "could lead to a tempering in enthusiasm for material front-loaded policy support from here on."

Almost all economists however agreed the RBI cannot move away from its accommodative stance or call an end to the rate cutting cycle just yet.

India's economy grew at 3.1% in the March quarter - an eight year low - and some economists have predicted a contraction of more than 20% in the June quarter and a contraction of up to 5% in the fiscal year.

"Even in the event of a pause, we think the RBI and MPC would want to hold out the promise of more cuts," said A. Prasanna, economist with ICICI Securities.

RBI Governor Shaktikanta Das said in a recent speech the need of the hour is to restore confidence, preserve financial stability, revive growth and recover stronger, suggesting inflation concerns are unlikely to deter the downward trajectory for rates too soon.

"The August policy decision would boil down to a judgment call over whether RBI can maintain easy monetary and financial conditions without the aid of a token rate cut," Prasanna said.

Domestic flights resumed operations on a truncated schedule on Monday with the first aircraft departing from the Delhi Airport for Pune, more than two months after a nationwide lockdown was announced to combat COVID-19.

The first flight to take off was an IndiGo aircraft to Pune, flying passengers stranded in the national capital since the lockdown was announced on March 24.

Passengers were screened at the airport with electronic thermometers, and revised protocol for air travel that included santisation of luggage through ultra-violent scanners, and maintaining physical distancing.

Only asymptomatic passengers were allowed to enter the airport.

Passengers were also seen wearing face masks and face shields given to them at the embarkation point by the airline to minimise the chances of infection while onboard.

The first flight arrived at Delhi Airport from Ahmedabad – a SpiceJet aircraft – at around 8:00 am.

BJD Lok Sabha member Anubhav Mohanty was among those who took the Air Vistara flight to Bhubaneshwar that departed Delhi airport at 6:50 am.

The first flight to take off from Mumbai was an IndiGo aircraft that departed for Patna at 6:45 am, while passengers from Lucknow were the first to reach the financial capital on an IndiGo aircraft that touched down at 8:20 am.

The food & beverage and retail outlets, which were closed for the past 63 days, opened at Terminal 3 of Delhi’s Indira Gandhi International (IGI) Airport.

The flight services resumed after a day of long and hard negotiations between the Centre and the states on Sunday.

All states finally agreed to accept at least some flights but announced different quarantine and self-isolation rules for arriving passengers to address apprehension about infections being brought in from other cities.

The Centre had issued guidelines for all modes of domestic travel that advised all asymptomatic passengers to self-monitor their health parameters for 14 days on completion of the journey and report to health authorities if they displayed any symptoms for COVID-19.

However, the Centre had allowed state governments to prescribe their own health protocols for disembarking passengers which led to differential guidelines across the country.
