Advani urges Pranab for simultaneous polls, fixed legislture terms

New Delhi, August 12: BJP leader L.K. Advani Sunday called upon President Pranab Mukherjee to take the initiative for bringing the country out of "perpetual election mode" and ensure simultaneous polls to the Lok Sabha and state assemblies every five years with fixed term for the legislatures.

In the latest post on his blog, Advani said successive elections to state assemblies was not good for governance and polity as it influences decision making.

The Bharatiya Janata Party (BJP) leader said he had discussed the issue of electoral reforms in 2010 with Prime Minister Manmohan Singh and Mukherjee, the then Leader of House in the Lok Sabha, and both were receptive to his suggestion that there should not be midway dissolution of either the Lok Sabha and state assemblies and they should have a fixed tenure.

"For the non-partisan responsibility Pranab Da has just assumed, taking an initiative regarding electoral reform would be very appropriate," he said.

"Let the new Rashtrapati take an initiative with regard to poll reforms in their totality, but more specifically in respect of this particular matter which we had once discussed," Advani said.

"Let the present government in which he himself has been a principal player accomplish this one thing at least: a fixed tenure for Lok Sabha and state assemblies, and simultaneous elections at the centre and states every five years," he added.

Advani noted that the United Progressive Alliance's (UPA) term will end May 2014 but 12 states have seen elections since the 2009 Lok Sabha polls and two more are expected to go to polls before the end of 2012.

"In a way, for those running the Union Government this vast country of ours with its huge population is in a perpetual election mode. When for six years we were in the NDA Government we actually experienced how impending elections even in a remote corner of the country used to influence decision making in New Delhi. I feel this is not good either for governance or for the polity," Advani said.

The BJP leader said first general elections in India and assembly elections were held in 1952, and this was repeated in 1957, 1962 and 1967.

The fifth general elections were due in 1972 but were held in 1971 due to the Lok Sabha's early dissolution at the insistence of the Indira Gandhi government, but assembly elections took place as scheduled in 1972, thus leading to "the initial delinking" of the two.

Advani also said that the use of Article 356 - which empowers the union government to dissolve a state assembly if it concluded that the government in the state was not being carried on in accordance with the Constitution - had resulted in the delinking of the election programme of different states.

Referring to the election system in the US where the election date is fixed, Advani said that the exact date of elections should not be arbitrarily decided by the executive.

Advani added that during his discussions on the issue of simultaneous elections with the prime minister and Mukherjee, he had indicated that the British government was also thinking in the same direction and their parliament had also passed a law in this direction in 2011.

Tezpur (Assam), Mar 2: Seven boys, who had appeared for their class 10 board examinations, were apprehended on Sunday for allegedly raping and killing a 12-year-old girl in Assam's Biswanath district, police said.

The girl was hanged from a tree after the crime.

The incident happened on Friday in Chakla village under the jurisdiction of Gohpur police station, they said.

A senior police officer told PTI that the culprits, all of them High School Leaving Certificate (HSLC) examinees, were on the run, but were nabbed by a police team.

The accused after the examination had called the victim to a house on the pretext of organising a party and raped her, the officer said.

It is suspected that the girl was raped on Friday night and then hanged from a tree in a forest near the house, the senior police officer said.

The body was found on Saturday.

Jammu, Apr 7: Old habits will just no longer do, a Jammu and Kashmir administration employee found to his dismay on Tuesday when he was sent to a quarantine centre for blowing his nose and spitting on the road.

The man, who works as an accountant in the civil secretariat here, had gone to meet a relative in Paloura on the outskirts of the city when he was nabbed, officials said.

The neighbours panicked when they saw him blowing his nose and immediately called the police, which rushed to the spot with a medical team and a magistrate, they said.

He was immediately taken to a quarantine facility set up at the IIT hostel in the Janipur area and his samples taken for a coronavirus test.

Given the high levels of anxiety over the spread of COVID-19, news of his being taken by police started circulating widely. There were also some WhatsApp messages that he was trying to deliberately spread the infection and was arrested by police.

However, police officials said they had not arrested him and merely put him in a quarantine centre. It was not clear how long he would be in the centre.

The employee told police officials he had an itch in his nose and nothing more.

"Be responsible citizens and stop spreading rumours or fake news," an official said, requesting people to be more responsible.

Jaipur, July 13: Amid a deepening political crisis in Rajasthan where the number 2 leader of the Congress party Sachin Pilot has revolted, over 200 Income Tax (I-T) sleuths raided the residences and properties of two of Chief Minister Ashok Gehlot’s close confidants.

The Income Tax department has carried out searches at over a dozen locations linked to Congress leader Dharamender Rathore as well as jewellery firm owner Rajiv Arora, both of whom are considered close to Gehlot.

Officials said that the raids that are underway in Jaipur, Kota, Delhi, and Mumbai were done after a complaint of tax evasion was made. Under the scanner, they said, are transactions that were made outside the country.

The curious timing of the Income Tax department’s action against Gehlot’s aides has made the Congress accuse the sleuths of acting on the behest of the BJP.

Congress spokesperson Randeep Singh Surjewala tweeted: “After all, BJP's lawyers came on the field. The Income Tax Department started raids in Jaipur. When will ED arrive?”

The Congress is facing a cliffhanger in Rajasthan after the open rebellion by deputy chief minister Sachin Pilot, who on Sunday night claimed that he had the support of 30 MLAs and that Gehlot was leading a minority government in the state.

However, Congress leader Avinash Pande on Monday said 109 MLAs have signed a letter of support to the chief minister, well above the majority mark of 100. The party has issued a whip to all the MLAs, asking them to attend the Congress Legislature Party meeting at 10.30 am.
