'Kargil was a poor test of India's air warfare capability'

Washington, September 21: Kargil conflict was a "poor test" of India's air warfare capability, a prominent US think-tank has said, warning that with threats of future wars with Pakistan and China persisting, Indian defence establishment has to prepare accordingly.

"Despite the happy ending of the Kargil experience for India, the IAF’s fighter pilots were restricted in their operations due to myriad challenges specific to this campaign.

They were thus consigned to do what they could rather than what they might have done if they had more room for maneuver," said the think-tank in a report released yesterday.

The Kargil war, in which India emerged victorious over Pakistan, the 70-page report titles "Airpower At 18,000': the Indian Air Force in the Kargil War' further brought to light the initial near-total lack of transparency and open communication between Indian Army's top leaders and the IAF.

The report by the Carnegie Endowment for International Peace said the covert Pakistani intrusion into Jammu and Kashmir had exposed a gaping hole in India's nationwide real-time intelligence.

"On a strategic level, the Kargil War vividly demonstrated that a stable bilateral nuclear deterrence relationship can markedly inhibit such regional conflicts in intensity and scale—if not preclude them altogether," it said.

"In the absence of the nuclear stabilizing factor, those flash points could erupt into open-ended conventional showdowns for the highest stakes. But the Kargil War also demonstrated that nuclear deterrence is not a panacea," the report said.

It said the possibility of future conventional wars of major consequence along India's borders with Pakistan and China persists, and the Indian defence establishment must plan and prepare accordingly.

According to the report, Pakistan's military leaders miscalculated badly in their apparent belief that the international community would press immediately for a cease-fire in Kashmir out of concern over a possible escalation of the fighting to the nuclear level, with the net result that Pakistan would be left with an easily acquired new slice of the terrain on the Indian side of the LoC.

Carnegie said the nuclear balance between the two countries did not deter a determined Indian conventional response, and the successful reaction that India ultimately mounted on the Kargil heights fell well short of being all out in scale.

"Furthermore, since the Vajpayee government scrupulously kept its combat operations confined to Indian-controlled Kashmir, the international community had no compelling reason to intervene," it said.

As a result, a remote but high-intensity and high-stakes showdown was allowed to run on for more than two months, something the Pakistan Army’s leaders all but certainly did not anticipate when they first conjured up their incursion plan.

The Kargil experience also suggested that if China and Pakistan came to appreciate that India possessed overwhelming conventional force preponderance in the region, that presence could act as a deterrent against such provocations in the future, it said.

According to the report, prudent Indian defence planners will likely find themselves shortchanged in their preparations for the full spectrum of possible challenges to their country’s security in years to come if they draw undue comfort from the happy ending of the Kargil experience and accept that conflict as their only planning baseline for hedging against future contingencies along the Line of Control.

London, Jul 10: India's Reliance will load its first cargo of Venezuelan crude in three months this week in exchange for diesel under a swap deal the parties say is permitted under the US sanctions regime on the Latin American country, according to a Reliance source and a shipping document from state oil firm PDVSA.

Washington has exempted some Venezuelan oil trade from sanctions when transactions are in exchange for fuel and food or to repay debts rather than for cash. But that trade slowed as the US tightened restrictions and refiners, shippers and insurers have been steering clear of Venezuela to avoid any risk they may fall foul of sanctions.

Washington aims to deprive Venezuelan socialist President Nicolas Maduro of his main source of revenue with the sanctions, which have driven Venezuelan oil exports to their lowest level since the 1940s.

Reliance gave the US State Department and the Office of Foreign Assets Control (OFAC) notice of the diesel swap and received word back that the policies that allowed the transaction were still in place, the Reliance source told Reuters.

Reliance has previously said that its supplies of fuel to PDVSA in exchange for crude were permitted under sanctions.

An oil tanker named Commodore would load the cargo of crude in Venezuela and ship it to India, the tanker's manager NGM Energy said.

"All details of the transaction and transportation were shared with US authorities, who confirmed that the U.S. policy authorizing such transactions remained in place," NGM Energy said in a statement to Reuters.

"The shipment is made in connection with the humanitarian exchange of oil for diesel fuel."

The Commodore is loading a 1.9-million barrel cargo of crude for Reliance at Venezuela's main oil port of Jose, according to an internal PDVSA cargo schedule seen by Reuters.

The Liberian-flagged Commodore was at the Jose Terminal on Thursday, ship tracking data on Refinitiv Eikon showed.

The US State Department, Treasury's enforcement arm OFAC, and PDVSA did not immediately respond to a request for comment.

Reliance has a swap deal to provide diesel to Venezuela in exchange for fuel but has not received a cargo of crude since April. Sources at Indian refiners told Reuters earlier this year they planned to wind down their purchases of Venezuelan oil to avoid any problems with supply due to sanctions.

Other long-time customers of PDVSA, including Italy's Eni and Spain's Repsol, have continued taking cargoes of Venezuelan crude this year under permission granted by the US Treasury Department to exchange the oil for diesel supply as part of debt repayment deals, according to sources from the companies.

NGM Energy also manages the Voyager I tanker, which the United States removed from its list of sanctioned vessels last week after NGM and the ship's owner Sanibel Shiptrade said they would increase measures to ensure vessels complied with international sanctions.

"Last month, NGM Energy SA adopted a firm policy of not allowing vessels under its commercial management to trade to Venezuela, or to carry Venezuelan petroleum cargoes, absent US government authorization," NGM said.

"NGM continues to stand by that pledge."

New Delhi, May 8: India's count of COVID-19 cases on Friday rose to 56,342 including 1,886 deaths, according to the Ministry of Health and Family Welfare.

Currently, there are 37,916 active cases while 16,539 COVID-19 positive patients have been cured/discharged and one has migrated.

Maharashtra has the highest number of cases with 18,120 followed by Gujarat with 7,013 cases and Delhi with 5,980 cases.

Mumbai, Apr 14: Hours after Prime Minister Narendra Modi announed extension of the coronavirus-enforced lockdown till May 3, a large number of migrant workers who earn daily wages came out on road in Mumbai on Tuesday demanding transport arrangements to go back to their native places.

Daily wage workers have been rendered jobless ever since the lockdown was announced late last month to stem the spread of COVID-19, making their life a constant struggle.

Though authorities and NGOs have made arrangemnets for their food, most of them want to go back to their native places to escape the hardship brought by the sweeping curbs.

According to a police official, daily wage earners, numbering around 1,000, assembled at suburban Bandra (West) bus depot near the railway station and squatted on road at around 3 pm.

The daily wage earners, who reside on rent in slums in in the nearby Patel Nagri locality, were demanding arrangement of transport facilities so that they can go back to their native towns and villages.

They originally hail from states like West Bengal and Uttar Pradesh.

One of the labourers, who did not reveal his name, said, NGOs and local residents are providing food to migrant workers, but they want to go back to their native states during the lockdown which has badly affected their source of livelihood.

"Now, we dont want food, we want to go back to our native place, we are not happy with the announcement (extending the lockdown)," he said, looking dejected.

Asadullah Sheikh, who hails from from Malda in West Bengal, said, We have already spent our savings during the first phase of the lockdown. We have nothing to eat now, we just want to go back at our native place, the government should made arrangements for us.

Another labourer, Abdul Kayyun, said I am in Mumbai for last many years but have never seen such a situation. The government should start trains to shift us from here to our native place."

Heavy police deployment was made at the protest site to tackle any untoward incident.

Personnel from other police stations were called at the spot to maintain order, the official addd.
