High Court calls for closing down liquor shops till 5 pm

Kochi, September 28: Aiming at reducing liquor consumption, Kerala High court has suggested prohibition of liquor sales and its consumption till 5pm and also sought penal provisions to dissuade people from hitting the bottle during day time.

 

The suggestions in this regard were put forth by a Division Bench, comprising Justice C N Ramachandran Nair and Justice C K Abdul Rehim, yesterday, while dismissing a plea filed by government challenging a single judge's verdict.

 

Government had prescribed separate timings for bars in panchayat and corporation areas which was challenged by bar owners. The single judge had upheld their plea.

The bench held that providing liquor in the morning in every bar hotel would certainly encourage drinking during working hours which would not only affect work, but would lead to alcoholism as well.

 

It also asked government to make penal provisions against consumption of alcohol during day time.

 

Alcohol is consumed while people relax in the evening after their work. No man in his right senses would consume alcohol while at work. But those in the habit of excessive drinking turned out to be alcoholics in course of time and would reach a stage at which only alcohol would keep them normal, the bench observed.

 

The 'Abkari policy' need not be directed towards total prohibition, but it should encourage people to develop healthy and refined habits in drinking befitting of a civilised society which has no place for both physically and mentally degenerated alcoholics.

 

Instances of liver cirrhosis, crime committed by alcoholics were on the rise, the court said, adding, government should consider restraining consumption and sale of liquor till 5pm.

The bench, however, admitted that this was a policy matter and government alone could take a decision.

 

The government said it was in favour of the suggestion, but did not want to take a decision in a hurry.

 

The court's suggestion comes hardly a week after it sought a ban on toddy and save the poor from the evils of alcohol.

 

Kerala tops in per capital consumption of liquor whose sales last fiscal had crossed Rs 7000 crore and this year it is expected to touch Rs 8000 crore.

 

During 'Onam' festival on August 29 and 30, liquor worth Rs 70 crore was sold.

New Delhi, Apr 25: With 1,429 more COVID-19 cases reported in the last 24 hours, India's count of coronavirus cases has reached 24,506, said Ministry of Health and Family Welfare on Friday.

Out of these, 18,668 patients are active cases and 5063 cases have been cured, discharged, or migrated.

The death toll stands at 775, with as many as 57 deaths reported in the last 24 hours.

According to the morning update by the ministry, Maharashtra continues to be the worst-hit State with 6,817 cases of which 840 patients have recovered and 301 patients have died.

Gujarat now stands in the second spot with 2,815 cases, of which 265 have recovered and 127 people have died. Meanwhile, Delhi's count stands at 2,514 of which 857 patients have recovered, while 53 patients have lost their lives.

Tamil Nadu's COVID-19 figure stands at 1,755 with 866 patients recovered and 22 fatalities. Rajasthan has reported 2,034 cases of which 230 have recovered and 27 patients are dead.

Madhya Pradesh has reported 1,852 positive cases so far of which 210 patients have recovered and 92 patients have lost their lives due to the virus. In Uttar Pradesh, as many as 1,621 people have confirmed COVID-19, of which 247 recovered and 25 people have succumbed to it.

In Kerala, which reported the country's first COVID-19 case, 450 people have been detected positive for coronavirus.

New Delhi, Jun 24: Over 1,500 urban and multi-state cooperative banks will be brought under the supervisory power of the Reserve Bank of India (RBI), said Union Minister Prakash Javadekar on Wednesday.

"Government banks, including 1,482 urban cooperative banks and 58 multi-state cooperative banks, are now being brought under supervisory powers of Reserve Bank of India (RBI); RBI's powers as they apply to scheduled banks will apply for cooperative banks as well," Javadekar said at a press conference, through video conferencing.

"The decision to bring 1,540 cooperative banks under RBI's supervision will give an assurance to more than 8.6 crore depositors in these banks that their money amounting to Rs 4.84 lakh crore will stay safe," he added.

The Minister of Information and Broadcasting further said that the Union Cabinet has approved a scheme "for interest subvention of 2 per cent to Shishu loan category borrowers under Pradhan Mantri Mudra Yojana, outstanding as on March 31, 2020, for one year to eligible borrowers."

The Minister also said that the Union Cabinet has approved the declaration of Kushinagar Airport in Uttar Pradesh as an international airport.

New Delhi, Apr 18: With 957 new cases of COVID-19 in the last 24 hours and 36 deaths, India's total count of coronavirus cases has surged to 14,792, said the Union Ministry of Health and Family Welfare on Saturday.

The total cases are inclusive of 2,014 cured and discharged patients, one migrated and 488 deaths. At present, there are 12,289 active COVID-19 cases in the country.

Lav Aggarwal, Joint Secretary, Ministry of Health and Family Welfare said that mortality rate due to COVID-19 in our country is around 3.3 per cent.

"An age-wise analysis will tell you that 14.4 per cent of deaths have been reported in the age group of 0-45 years. Between 45-60 years it is 10.3 percent, between 60-75 years it is 33.1 percent and for 75 years, and above it is 42.2 percent," Aggarwal said at a press conference here.
