UPA has the numbers, says PM after FDI meet

New Delhi, November 27: The UPA is sure of its numbers in the Lok Sabha, Prime Minister Manmohan Singh said Tuesday after alliance partners met here to thrash out a consensus on foreign direct investment (FDI) in multi-brand retail, an issue that has stalled parliament for four days.

"Yes, we are confident of the numbers," the prime minister told reporters after the UPA meeting here.

Parliamentary Affairs Minister Kamal Nath told reporters: "The UPA is firmly united and all constituents said they are behind the government on any debate in the parliament."

According to the minister, the larger sense at the all party meet on the issue Monday was for a debate and not for a vote.

"I will consult the Speaker on the issue," he said.

The parliamentary affairs minister added that the government was not averse to a debate under any rule but it was for the speaker to decide.

"The government is not averse to discussion under any rule. We are not concerned about voting," Kamal Nath said after the one-and-a-half hour meeting in the parliament library building.

"Majority favoured debate under any rule. I will apprise (the) speaker. Let her decide," Kamal Nath said.

The opposition BJP and the Left want a discussion on the issue with voting to prove that the government does not have majority support in the house.

In a move to outsmart the BJP, Congress strategists have been wooing other political parties to vote for the decision.

Besides Manmohan Singh, others who took part in the meeting included UPA chairperson Sonia Gandhi, Congress general secretary Rahul Gandhi, Defence Minister A.K. Antony, Home Minister Sushilkumar Shinde and political secretary to Congress president Ahmed Patel.

The meeting had been called as UPA partner DMK had some reservations relating to FDI in multi-brand retail and wanted the UPA to discuss it.

Before the meeting, DMK chief M. Karunanidhi said his party will go in favour of FDI in retail in parliament if there is a debate followed by voting to stop a "communal" BJP from coming to power.

This added to the confidence of the UPA, said government sources.

"There is no denying...The possibility of the United Progressive Alliance (UPA) government falling if the debate on FDI in retail is taken under Rule 184 of parliament as demanded by BJP and other parties," Karunanidhi said in a statement from Chennai.

Stressing that the party was against FDI in retail, Karunanidhi said "communal parties" like the BJP would take advantage of the situation if the government collapsed.

Given this situation, there was a compulsion for the UPA government to continue, he said.

Though there is no danger to the government if it loses the vote as it is not a financial issue, it could be a political embarrassment.

Congress is the largest party in the UPA with 206 MPs. The DMK has 18 MPs.

Both houses of parliament were disrupted for the fourth day Tuesday as the opposition continued protests against the policy on allowing foreign investment in retail.

New Delhi, Jan 24: The government's plan to sell national carrier Air India may face political and legal headwinds with senior BJP leader Subramanian Swamy raising the red flag against the decision.

Days before the launch of bidding process by inviting Expressions of Interest (EoI) from potential suitors, Swamy has warned against such move, saying the issue was currently being discussed by a Parliamentary panel.

"Right now, it (Air India disinvestment) is before the consultative committee and I am a member of that. I have been asked to give a note which will be discussed in the next meeting. They can't go ahead without that," Swamy told media.

"If they do, I will go to court. They know that too," he cautioned.

A vocal opponent of Air India privatisation, Swamy had earlier suggested to list 49 per cent of Air India shares on stock exchanges while government holds 51 per cent in the carrier, as an alternative to selling its entire stake to private companies.

It has been reliably learnt that the Rajya Sabha member had expressed reservations over privatisation of Air India at the meeting of a Parliamentary consultative committee earlier this month.

After its failed first attempt, the Modi government has shown great zeal this time to sell Air India. It is set to offer a sweetened deal to potential buyers this time around by removing a large chunk of the debt and liabilities from the airline’s books.

Aviation Minister Hardeep Singh Puri had earlier said that Air India will be shut down, in case the disinvestment exercise is not successful.

Sources told media that the preliminary information memorandum (PIM) inviting EoI has been tentatively scheduled to be unveiled on January 27.

Air India is proposed to be sold along with its subsidiary Air India Express and ground-handling joint venture company Air India Singapore Airport Terminal Services Ltd (AISATS) in which it has 50 per cent stake.

Air India on January 10 came out with a tender for engaging aircraft asset management companies for carrying out technical audit of its entire fleet.

A Ministerial panel on Air India chaired by Home Minister Amit Shah on January 7 approved the draft EoI and a share purchase agreement (SPA) for the airline's disinvestment.

Patna, Jun 10: A man in Bihar has willed half his property to two elephants after one of them foiled an attempt on his life by a pistol-totting criminal.

Akhtar Imam, chief manager of the Asian Elephant Rehabilitation and Wildlife Animal Trust (AERAWAT), said he has been looking after elephants since the age of 12.

"Once, there was an attempt of murder made against me. At that time the elephants saved me. When some miscreants armed with pistols tried to enter my room my elephant started trumpeting. It woke me up and I was able to shout and raise an alarm due to which the miscreants ran away," Imam said.

Imam says the two elephants, named Moti and Rani are like family for him and he cannot live without them.

However, the man claims that he fears threats to his life from his family members after he transferred his land to his two elephants. Imam's wife and sons have been living away from him for the last 10 years due to some dispute in the family.

He recounted that his son had allegedly filed a wrong case against him and also got him locked up. He eventually was let away after the charges levelled against him were proven wrong.

Imam said that his son Meraj had tried to sell the elephant to smugglers but was fortunately caught.

Imam says he has willed half of his property to his wife and his share of property worth Rs 5 crore to elephants said that if the jumbos die then the money would go to AERAWAT organisation.
