Govt indicates not averse to voting on FDI

New Delhi, November 27: With DMK showing the green flag, government today indicated it was not averse to voting in Parliament on the FDI in retail, a move that could end the House logjam.

"We are confident of numbers," Prime Minister Manmohan Singh told reporters after an hour-long meeting of the leaders of UPA, which presented a united picture, as news came from Chennai of DMK extending its support to the government during any voting on the FDI issue.

"The UPA is fully united on any decision of the Speaker and the Government... all constituents are firmly behind the Government," Parliamentary Affairs Minister Kamal Nath said.

Asked if the government was ready for a vote, Nath said government is "not averse" to discussion under any rules. "I said it yesterday. I am repeating it today," he said.

"Larger numbers (parties at the UPA meeting) were in favour of discussion to be decided by the Speaker," he said.

Nath said the issue was discussed today at the UPA meeting and he will meet the Speaker to convey the sense of the meetings of all party leaders yesterday and UPA leaders.

However, sources said, government has conveyed to Lok Sabha that it did not favour voting on FDI in retail in Lok Sabha arguing it would send a wrong precedent of voting on an executive decision taken by the government. At the same time, it has left the decision to the Speaker.

Opposition BJP and Left parties insisted that the discussion on FDI should be followed by voting.

While in Lok Sabha, the government appears to be comfortably placed in the numbers game with promise of support from SP and BSP and DMK's open backing today.

Trinamool Congress with 19 MPs has also been cold towards Opposition demands for a vote on the issue.

However in Rajya Sabha, where the UPA coalition does not have the numbers on its own, may have problems in case of a vote.

In a House with an effective strength of 244, the UPA and its allies have a strength of about 95 members. It may have to persuade outside supporters BSP (15) and SP (9) to positively vote with the government and not abstain to win in case of a voting.

At present, UPA enjoys the support of about 265 MPs in Lok Sabha of 545. With the support of Samajwadi Party (22) and BSP (21), the backing for the ruling coalition goes a little over 300, which is comfortable over the required 273.

"We are ready for a discussion on FDI in retail only under Rule 184 (which entails voting). The country wants to know which party really supports or opposes FDI in retail.

"There were some parties which were earlier opposed to it but are now supporting FDI," BJP spokesperson Shahnawaz Hussain said.

In a huge relief to UPA, DMK decided to back the UPA government in Parliament on the FDI FDI in multi-brand retail sector when the discussion on takes place.

The party has decided on this course with "bitterness" so that communal forces do not take advantage of the situation and come to power, DMK Chief M Karunanidhi said.

"One should not forget the situation of the UPA government falling if a discussion and voting takes place under rule 184 in Parliament accepting the demand of BJP and some other parties," he said.

DMK's decision comes two days after Congress emissary Ghulam Nabi Azad met Karunanidhi to take the second largest UPA constituent on board.

"Though there may be thousands of differences still persisting on the issue and considering the consequences if the government falls at the Centre, in bitterness, the DMK has decided to support the UPA government on the issue", Karunanidhi said.

DMK's 18 MPs are crucial to the government in case of a vote in Lok Sabha.

Home Minister Sushil Kumar Shinde, who is also the leader of the Lok Sabha, said, "By Monday, everything would be decided and everything would be settled."

Finance Minister P Chidambaram said the government was serious on ending the deadlock in Parliament.

"The work is not complete. We will spend several hours tomorrow and Thursday. We are very concerned about the deadlock in Parliament," he told reporters.

Chidambaram said government spend two and half hours with all the parties yesterday and two hours with UPA constituents today to try to end the logjam.

UPA Chairperson Sonia Gandhi, Rahul Gandhi, Defence Minister A K Antony, RLD's Ajit Singh, DMK's T R Baalu, NCP's Sharad Pawar and Praful Patel, National Conference's Farooq Abdullah and finanace Minister P Chidambaram were among those who attended the UPA meeting.

Lucknow, May 27: Uttar Pradesh chief minister Yogi Adityanath has taken a U-turn, two days after he declared that permission would be needed if other states employ workers from UP.

The issue sparked a major controversy and an official spokesman has now said that the government would not include this clause of 'prior permission' in the bye-laws of the Migration Commission.

The government spokesman also said it was working on modalities to set up the commission to provide jobs and social security to migrant workers returning to the state. It has named the migration commission as the "Shramik Kalyan Aayog (Workers welfare commission).

About 26 lakh migrants have already returned to the state and an exercise to map their skills is being carried out to help them get jobs.

Yogi Adityanath has discussed the modalities for setting up the commission and told his officers to complete the skill mapping exercise in 15 days.

A senior official of Team 11, said, "The chief minister discussed the modalities for setting up the commission, as well. There will be no provision requiring other states to seek UP government's prior permission for employing our manpower. The commission is being set up to provide jobs and social security to the workers. We will also link the migrants to the government schemes to provide them houses and loans etc."

Yogi Adityanath said a letter should be sent to all state governments to find out about migrant workers wanting to come back to Uttar Pradesh.

Earlier, the chief minister, while speaking at a webinar on Sunday, had said, "The migration commission will work in the interest of migrant workers. If any other state wants UP's manpower, they cannot take them just like that, but will have to seek permission of the UP government. The way our migrant workers were ill-treated in other states, the UP government will take their insurance, social security in its hands now. The state government will stand by them wherever they work, whether in Uttar Pradesh, other states or other countries."

The statement had sparked a row with some political leaders and parties questioning the move.

Former Congress president Rahul Gandhi sharply criticized Adityanath's stand, saying the workers were not the chief minister's personal property.

"It is very unfortunate that the chief minister of Uttar Pradesh views India in such a way. These people are not his personal property. They are not the personal property of Uttar Pradesh. These people are Indian citizens and they have the right to decide what they want to do and they have the right to live the life they want to live," he had said.

Maharashtra Navnirman Sena chief Raj Thackeray had also taken on Adityanath and said that if UP insists on "permission" before other states can employ workers from there, "then any migrant entering Maharashtra would need to take permissions from us, from the Maharashtra state, our police force too."

Meanwhile, the government spokesman said, "The chief minister is deeply moved by the condition of migrants. They have been treated badly by other states. So, when the chief minister spoke about the need for seeking UP government's permission, he did so as a guardian for workers. It's only his concern for the migrants that came out as a political statement."

Noida, Jul 16: A key aide of 1993 Mumbai blasts case convict Abu Salem who worked in his illegal property business in NCT of Delhi has been arrested by the Special Task Force (STF) of the Uttar Pradesh police, officials said on Thursday.

Gajendra Singh, who was also close to gangster Khan Mubarak, was nabbed in Mumbai late Wednesday night by the Noida unit of the STF, they said.

"Gajendra Singh had taken Rs 1.80 crore from a Delhi-based businessman in 2014 in a property-related case. When he was pressured to return the money, Singh had Khan Mubarak's shooters open fire at the businessman in sector 18 of Noida," Additional Superintendent of Police, STF, Raj Kumar Mishra said.

The businessman was in his car when the attack took place, and he narrowly escaped, the officials said.

Mishra said Singh had paid the shooters Rs 10 lakh, and the agency has cracked the money trail of the transaction.

"Gajendra Singh also invested Abu Salem and Khan Mubarak's money into properties in Delhi-NCR," the officer added.

Singh was wanted in a couple of cases registered at a police station in Noida where he has been lodged now for further proceedings, the STF said.

New Delhi, May 26: The in-fighting among the residents of housing societies over feeding of stray dogs is nowhere near ending, with yet another attack on a pregnant Russian woman again in the national capital region this time in Noida.

The Russian woman residing in a condominium in Noida's Sector 71 was allegedly attacked by two men for feeding foundling canines inside the complex.

"We have initiated an inquiry and a case has been registered against the men for voluntarily causing hurt and criminal intimidation," Amit Kumar Singh, Station House Officer of Phase 3 police station told IANS.

The police said that the victim is married to an Indian man and they live in that society.

The issue was raked up on social media by one of the residents of the society. Her post had even solicited a response and help from the Noida Police Commissioner.

Kaveri Rana Bharadwaj wrote, "Mob led by Vikas Sharma, and Mr. Chauhan beat up a pregnant woman in Jagriti Apartment, Sector 71 Noida. Request you to immediately arrest these men and provide security to the scared woman!"

When contacted, a member of the Resident Welfare Association (RWA) of the society said that the allegations levied by her are false and that he, along with a handful of other people, had only asked her not to feed the dogs.

Vikas Sharma divulged, "The woman was called at the society gate by the members of the RWA. When she was asked not to feed the street dogs, she became aggressive, started fighting with the residents of the society and even pushed a 70-year-old woman. The complaint that she registered against us is false. We did not even touch her."

He added that there are 70-80 street dogs in the society who have lately become extremely aggressive. "The lady was asked not to feed them as people feared stepping out of their houses and getting bitten."

In another incident on Tuesday, a Greater Noida man beat up a Chinese woman for allegedly fostering a stray dog which bit his canine.

Greater Noida District Commissioner of Police Rajesh Kumar Singh told IANS that the man named Amar Pratap Singh of ATS Paradiso misbehaved with the woman after his dog was bit by another dog who she used to feed every day.

The incident happened in the wee hours of the day when the accused took his dog out for a walk. "After his dog was bitten, in a fit of rage, he misbehaved with the Chinese woman." A Non-Cognizable Report (NCR) has been registered and no arrests have been made so far, the police said.
