Dhaka, December 3: Living up to the promise made by Prime Minister Manmohan Singh to remove trade and non-tariff barriers between India and Bangladesh, India has decided to adopt a liberal visa policy for various categories of Bangladesh nationals, as a pro-active step, to promote economic engagement, people-to-people contact, cultural ties and tourism between the two nations.

It was in October this year when both countries agreed during the Home Secretary level talks to hold exclusive meeting to work out procedures and modalities at the earliest. However, India has not waited for joint working group (JWG) to be set up to sort out the liberal visa regime issue and has gone ahead unilaterally to simplify visa procedures for senior citizens, students, businessmen, medical patients and to promote tourism. “There is no formal agreement between India and Bangladesh on the visa regime. As a step towards showing India’s commitment to joining hands with Dhaka in giving a boost to the economic prosperity of Bangladesh and its people, we have decided to adopt a liberal visa regime,’’ India’s Ambassador to Bangladesh, Pankaj Saran told journalists here at the start of the “India Show” organized by Ministry of Commerce and Industry and FICCI. India at present gives nearly 500,000 visas to Bangladesh nationals every year and with a new visa regime in place, this figure is likely to witness a massive hike.

India has already signed a liberal visa regime with its other neighbour – Pakistan — introducing for the first time group tourist and pilgrim visas, multi-city and multi entry visa for businessmen, visa on arrival for senior citizens and other categories. However, the visa regime with Pakistan is yet to be formally implemented in ground.

But in case of Bangladesh, Mr. Saran the India mission in Dhaka has decided to grant liberal visa permits to businessmen, artists and for tourism purposes. “Earlier, businessmen and other categories would get five days visa with single entry condition. This was making it very difficult for even those people who have been dealing with Indian corporate world for the last two to three decades. Now we are granting six month multi entry visa and even longer term visas to various categories including artists from Bangladesh that is going to make things smooth and easy,” he added.

India is also looking to capitalize on medical tourism concept and in view of its strong medical facilities seeking to tap a huge market of citizens of Bangladesh would want to visit the country to seek medical treatment. Then there is another category which seeks to visit India with tourism purpose in mind. Then there is another category which seeks to visit their near and dear ones in west Bengal and other parts of India.

Arvind Mehta, Joint Secretary in Commerce Ministry said his Ministry had been pushing for a liberal visa regime with not only Bangladesh with all the SAARC nations and be partners in their development. “It is a very encouraging development that Indian mission in Dhaka has paved the way for smoother and liberal exchange between the people and economic of the two nations. It will help in promoting Bangladesh as a major investment destination for Indian business houses,” he added.

New Delhi, Jan 10: One woman reported a rape every 15 minutes on average in India in 2018, according to government data released on Thursday, underlining its dismal reputation as one of the worst places in the world to be female.

The highly publicised gang rape and murder of a woman in a bus in New Delhi in 2012 brought tens of thousands onto the streets across India and spurred demands for action from film stars and politicians, leading to harsher punishments and new fast-track courts. But the violence has continued unabated.

Women reported almost 34,000 rapes in 2018, barely changed from the year before. Just over 85% led to charges, and 27% to convictions, according to the annual crime report released by the Ministry of Home Affairs.

Women's rights groups say crimes against women are often taken less seriously, and investigated by police lacking insensitivity.

"The country is still run by men, one (female prime minister) Indira Gandhi is not going to change things. Most judges are still men," said Lalitha Kumaramangalam, former chief of the National Commission for Women.

"There are very few forensic labs in the country, and fast-track courts have very few judges," said Kumaramangalam, a member of Prime Minister Narendra Modi's Bharatiya Janata Party (BJP).

The rape of a teenager in 2017 by former BJP state legislator Kuldeep Singh Sengar gained national attention when the accuser tried to kill herself the following year, accusing the police of inaction.

Five months before Sengar was convicted last December, the accuser's family had to be provided with security after a truck crashed into the car she was in, injuring her and killing two of her relatives.

A 2015 study by the Centre for Law & Policy Research in Bengaluru found that fast-track courts were indeed quicker, but did not handle a high volume of cases.

And a study in 2016 by Partners for Law in Development in New Delhi found that they still took an average of 8.5 months per case - more than four times the recommended period.

The government statistics understate the number of rapes as it is still considered a taboo to report rape in some parts of India and because rapes that end in the murder are counted purely as murders.

Thiruvananthapuram, May 24: Keralites on Sunday celebrated a low-key Eid-ul-Fitr amid the coronavirus lockdown in the state as most of the faithful marked the culmination of the fasting month of Ramzan by offering thanksgiving prayers at home.

The festival is being celebrated across Kerala and Jammu and Kashmir on Sunday, while the rest of the country will celebrate Eid on Monday.

Kerala Chief Minister Pinarayi Vijayan extended Eid-ul-Fitr greetings to all Keralites across the world.

State Governor Arif Mohammed Khan also extended his festival wishes to all the Keralites.

"May we also have the blessing to prevent and eliminate the COVID-19 disease," Khan tweeted.

Vijayan said this year Ramzan is celebrated at a time when the world is going through "an unprecedented crisis and misery" because of pandemic COVID-19.

"Usual celebration during Ramzan is not there anywhere in the world due to the pandemic. Instead of offering prayers at mosques, which is important for Muslims, this time the prayers and the feast is performed in their homes.

Community leaders have taken this important decision to protect the interests of the society" he added.

The chief minister said Eid-ul-Fitr gives out a message of equality, tolerance and repentance.

The state government had earlier announced that the lockdown restrictions in the state onSunday will be relaxed in the view of Eid-ul-Fitr with shops selling essential items remaining open.

The State government had earlier declared that a complete shutdown would be observed in Kerala on Sundays in order to contain the spread of the deadly virus.

Jan 7: India’s monetary authority allowed banks to offer foreign-currency transactions outside of local market hours, a move aimed at boosting trading volumes at home.

Interbank deals, as well as those with customers in and outside India, can be undertaken by banks or their overseas branches and units at all times, the Reserve Bank of India said in a statement late Monday. It stopped short of saying whether the timing of the onshore over-the-counter market has been extended from the current 9 a.m. to 5 p.m.

The move is in line with recent recommendations to reverse the trend of the partially convertible rupee being traded more abroad than in India. London has overtaken Mumbai to become the top center for trading the rupee, adding to a sense of urgency among local authorities to deepen the onshore market.

Average daily volumes for rupee in the U.K. soared to $46.8 billion in April, a more than fivefold jump from $8.8 billion in 2016, according to a survey from the Bank for International Settlements published in September. That exceeded the $34.5 billion recorded in India.

Analysts say more trading abroad could amplify volatility in the domestic market and reduce the effectiveness of policy actions.

India’s decision comes as the London Stock Exchange Group Plc has started asking market participants if they want the bourse to function fewer hours, signaling it’s open to an argument driven by changing trading patterns and calls for a better work-life balance.
