Sonia, Manmohan in top 20; Obama most powerful person: Forbes

New York, December 6: Prime Minister Manmohan Singh and Congress President Sonia Gandhi have been named among the top 20 most powerful persons in the world by Forbes magazine in its annual power rankings which placed US President Barack Obama as number one for a second year in a row.

India's richest businessman Reliance Industries chairman Mukesh Ambani and and Arcelor Mittal CEO Lakshmi Mittal also feature in the list that comprises 71 mighty heads of state, CEOs, entrepreneurs and philanthropists who "truly run and shape the world of 7.1 billion people."

Gandhi dropped a notch from last year's list and ranks at number 12 this year ahead of Chinese Vice Premier Li Keqiang and French President Francois Hollande. Forbes said the 65-year-old leader of India's ruling political party has the reins of the world's second-most-populous country and tenth-largest economy.

"Son Rahul is next in line to take over India's most famous political dynasty," it added. Coming in at the 20th spot is Singh, the Oxford and Cambridge-educated economist who is the architect of India's economic reforms.

Singh had ranked 19th in the list last year. "But Singh's quiet intellectualism is increasingly seen as timid and soft," Forbes added.

Ambani, owner of the world's most expensive private residence, ranks 37th in the list. Forbes said the petrochemical billionaire is India's richest and Reliance Industries is the nation's most valuable company.

It however described Ambani's support for disgraced former Goldman Sachs Director Rajat Gupta as a "low point" for him in 2012.

Mittal, ranked 47th in the most powerful people list, has a net worth of USD 16 billion but also has "lots of headaches, including S&P and Moody downgrades of his company's debt to junk status." A highlight for Mittal during the past year was carrying the Olympic flame in the 2012 Torch Relay.

Forbes said 51-year-old Obama emerged "unanimously" as the world's most powerful person for the second year running.

The decisive winner of the 2012 US presidential election, Obama now has four more years to push his agenda even as he faces major challenges, including an unresolved budget crisis, stubbornly high unemployment and renewed unrest in the Middle East.

"But Obama remains the commander-in-chief of the world's greatest military and head of the sole economic and cultural superpower--literally the leader of the free world," it said.

The second most powerful person in the world also happens to be the most powerful woman, German chancellor 58-year-old Angela Merkel. She jumped up from the number four position last year to take the runner-up spot on the 2012 list.

Forbes termed Merkel as the backbone of the 27-member European Union, one who carries the fate of the Euro on her shoulders.

The list also includes Russian President Vladimir Putin at number three, Microsoft co-founder Bill Gates (4), General Secretary of the Chinese Communist Party Xi Jinping (9), Google co-founders Larry Page and Sergey Brin (20), Iran's Supreme leader Ali Khamenei (21) UN chief Ban Ki-moon (30), North Korean leader Kim Jong-un (44) and former US President Bill Clinton (50).

Forbes dropped US Secretary of State Hillary Clinton from the list this year. Clinton, who had ranked 16th last year, does not feature in 2012 rankings as she is not expected to return to her powerful post for Obama's second term.

It is for the same reason that US Treasury Secretary Timothy Geithner also does not feature in this year's list.

Pakistan's Chief of Army Staff Ashfaq Parvez Kayani is ranked 28th in the list

"The most powerful man in an unstable country; Pakistan's de facto leader controls nuclear weapons and one of the world's largest standing armies. Despite tension over drone strikes, Kayani remains a key ally in the war on terror," Forbes said, adding that a lowpoint for Kayani this past year came when the country's Supreme Court issued a series of rulings holding the military accountable for human rights abuses and political meddling.

Zaheer ul-Islam, the head of Pakistan's notorious intelligence service ISI, has been ranked 52nd on the list.

"The ISI has played both sides in the war on terror and, as US troops draw out of Afghanistan, will be hugely influential in determining the region's future," Forbes said.

Islam's high point in 2012 was his first official visit to the US for talks with then counterpart in CIA General David Petraeus.

Facebook CEO Mark Zuckerberg, who came in at the 25th spot, is one of the youngest persons on the list at age 29. He dropped significantly from last year's top-ten ranking after Facebook's much-anticipated IPO turned out to be a flop.

Brazilian president Dilma Rousseff (18) is one of the list's biggest gainers. At the midpoint of her first term, Rousseff's emphasis on entrepreneurship has prompted a slew of new startups and energized Brazilian youths, Forbes said.

Apple CEO Tim Cook (35) made a big upward move too. A year after he succeeded iconic founder Steve Jobs, the company is the most valuable in the world and Apple stock hit an all-time high in September, reaching above USD 700 a share.

New members of the list include LinkedIn co-founder Reid Hoffman who is ranked 71.

Forbes said Hoffman is the world's most powerful venture capitalist and the most-connected man in Silicon Valley.

Making his debut on the list at rank 66 is Elon Musk, the entrepreneur behind PayPal and Tesla Motors who is the most powerful man in space.

"His company SpaceX is a leader in the private space industry, and with that business set to boom, Musk stands to make out like a 19th-century railway tycoon," Forbes added.
A number of prominent people fell off the list entirely.

Chinese President Hu Jintao had ranked number two on the list last year and was the most powerful person in the world in 2010. With a new regime in place in China, Jintao is however on his way out of office, having already handed over some of his duties.

He would surrender the rest early next year.

In compiling the list, Forbes considered hundreds of candidates from various walks of life all around the globe.

It took into consideration factors including whether the candidate has power over lots of people, the financial resources controlled by each person, whether they are powerful in multiple spheres and the active use of the candidates' power.

New Delhi, May 23: On the occasion of Jumat-ul-Vida, the last Friday of the ongoing holy month of Ramzan, a select group of people offered namaz at Delhi's Jama Masjid ahead of Eid-ul-Fitr, while adhering to social distancing following relaxations in the fourth phase of the COVID-19 lockdown.

"A large number of people wanted to offer prayers today but we told them they should do so from their homes. Only the staff of the mosque and a few members of the family offered prayers here," Shahi Imam of Jama Masjid said.

The coronavirus pandemic has also marred the excitement of Eid for the vegetable and fruit vendors in neighbouring Daryaganj.

The fourth phase of nation-wide lockdown extended till May 31, began from Monday in which markets and shops were allowed to open. However, due to persisting fear of COVID-19, the sale of products is yet to pick pace.

Unlike each year, the market lacks the sheen this Eid with no bustle and people cautious about venturing out.

Salim, who has been selling cheese and curd in the market for the last 35 years, told ANI, "I have never seen such an Eid. There is an atmosphere of fear in the minds of people."

Another fruit seller Haseen Malik said that "During the month of Ramadan, most people relish fruits such as musk melon, sweet lemon and watermelon so there is some demand for it. But there is no excitement for Eid this year. The sale has been at an all-time low because of the lockdown."

In the wake of the festival and to ensure social distancing, Delhi Police has made elaborate security arrangements.

New Delhi, May 24: New rules for domestic travel during the lockdown were released by the government today, including advising passengers to download the Aarogya Setu application on their mobile devices and asking states to ensure thermal screening at departure point of airports, railway stations and bus terminals. The guidelines were shared by Civil Aviation Minister Hardeep Singh Puri, who also shared new rules for international travel.

The minister had recently said that international flight operations may start by mid-June or end-July if the COVID-19 virus "behaves in a predictable manner".

"Prescribed clinical protocol will be followed in case any domestic or international traveller shows symptoms of COVID-19. States can also develop their own protocol for quarantine and isolation as per their own assessment," Mr Puri said.

The guidelines come a day before the resumption of air travel after nearly two-months hiatus following lockdown to prevent the spread of coronavirus.

The Indian Railways has also issued a list of 100 pairs of trains that it will operate from June 1, putting in operation popular trains such as Durontos, Sampark Krantis, Jan Shatabdis and Poorva Express.

Dos and Don'ts shall be provided along with tickets to travellers by agencies concerned, said the Health Ministry's guidelines for domestic travel (air/train/inter-state bus travel).

Travellers shall give 14-day quarantine undertaking before boarding

The states and Union Territories shall ensure that all passengers undergo thermal screening at the point of departure and only asymptomatic passengers are allowed to board the flight, train or bus. Asymptomatic passengers, however, will be permitted to travel after they give an undertaking to self-monitor for 14 days, the ministry said.

Those having moderate or severe symptoms will be admitted to dedicated COVID health facilities and managed accordingly, the guidelines said.

Those having mild symptoms will be given the option of home isolation or isolated in the COVID Care Centre (both public and private facilities) as appropriate and tested as per ICMR protocol, they said.

"If positive, they will continue in COVID Care Centre and will be managed as per clinical protocol. If negative, the passenger may be allowed to go home, isolate himself/herself and self-monitor his/her health for further 7 days," the health ministry said.

In case, any symptoms develop they shall inform the district surveillance officer or the state or the national call centre (1075), it said.

Use of face covers, following respiratory hygine during travel

During boarding and travel, all passengers shall use face covers or masks and will also follow hand hygiene, respiratory hygiene and maintain environmental hygiene, the ministry said in its guidelines.

At airports, railway stations and bus terminals, required measures to ensure social distancing shall be taken, the guidelines said.

Airports, railway stations and bus terminals should be regularly sanitised or disinfected and the availability of soaps and sanitisers shall be ensured, the health ministry said.

The ministry said that states can also develop their own protocol with regards to quarantine and isolation as per their assessment.

Guidelines for International Travel

The guidelines for international travel include mandatory undertaking for quarrantine for 14 days. "Only for exceptional and compelling reasons such as cases of human distress, pregnancy, death in family, serious illness and parent(s) accompanied by children below 10 yrs, as assessed by the receiving states, home quarantine may be permitted for international travellers for 14 days," the Civil Aviation minister said.

Asymptomatic travelers will be allowed to board flight/ship

At the time of boarding the flight or ship, only asymptomatic travellers will be allowed to board after thermal screening, the health ministry said.. Passengers arriving through land borders will also have to undergo the same procedure, it said.

"Self-declaration form in duplicate shall be filled by the person in the flight/ship and a copy of the same will be given to Health and immigration officials present at the airport/seaport/landport. The form will be made available through the Aarogya Setu app," the new order said.

Passengers found to be symtomatic during screening shall be immediately isolated and taken to medical facility as per health protocol. "These passengers will be kept under institutional quarrantine for a minimum period of 7 days and should undergo necessary tests as per ICMR protocol," the guidelines said.

Sanitisation and disinfection must inside flights

Authorities must take adequate measures to such as environmental sanitation and disinfection at the airports as well as within the flights, the guideline said.Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports/ports, it added.

While on board flight, ships, passengers and crew required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene, the ministry said.

This morning, India registered the biggest-single day jump in the number of coronavirus cases as 6,767 new patients were reported in the last 24 hours. This is the third consecutive day that India has reported more than 6,000 COVID-19 cases with a record number of new patients each day. The county has officially logged 1,31,868 cases, 3,867 deaths linked to the highly infectious illness since the pandemic began. Of these, 147 patients died in the last 24 hours. The global number of novel coronavirus cases has passed 5.25 million with more than 339,000 deaths. Since the outbreak first emerged in China in December, 5,260,970 cases have been recorded across 196 countries and territories, with 339,758 deaths attributed to the virus.

Ahmedabad, Mar 15: Four Congress MLAs in Gujarat have tendered their resignation to Assembly Speaker Rajendra Trivedi ahead of the election to the four Rajya Sabha seats in the state to be held on March 26.

The four Congress legislators tendered their resignation on Saturday, which Trivedi has accepted.

Trivedi told this to PTI on Sunday.

He said he will announce the names of the legislators in the Legislative Assembly on Monday.

"Four Congress MLAs tendered their resignation to me on Saturday, and I will announce their names in the Assembly tomorrow," he said.

With this, the strength of the Congress party in the 182-member Gujarat Assembly has come down to 69 from 73.

The Congress had on Saturday shifted its 14 MLAs to Jaipur fearing horse-trading by the ruling BJP ahead of the Rajya Sabha polls.

The BJP has fielded Abhay Bhardwaj, Ramila Bara and Narhari Amin for the election.

Given its number in the Assembly, the ruling party can only win two seats unless it manages cross-voting from the opposition camp or ensures defection of Congress MLAs to win the third seat.

The Congress has fielded senior leaders Shaktisinh Gohil and Bharatsinh Solanki.
