New Delhi, December 11: The Wal-Mart lobbying issue rocked Parliament for the second day today, prompting government to declare that it had no hesitation in ordering a probe into reports that the retail giant had spent money to further its case in India.

 

"We have no hesitation in having an inquiry to get to the facts of the matter. We will announce further steps in the House today," Parliamentary Affairs Minister Kamal Nath said in the Lok Sabha seeking to douse the Opposition ire on the issue.

 

The government "views the reports (on Wal-Mart) with the utmost concern," Nath said.

 

His statement came close on the heels of senior BJP leader Yashwant Sinha demanding a time-bound judicial inquiry into the reports that Wal-Mart engaged lobbying firms to get entry into India and "spent money here".

 

The inquiry should be completed within 60 days and people should know who has been bribed and how much has he got, Sinha said amid cries of 'shame, shame' from the Opposition benches.

 

Noting that there have been "gross financial irregularities" in Wal-Mart leading to suspension of its Chief Financial Officer in India and seven other officers and a probe is on against them in the US, Sinha said "this has sullied the dignity of our country."

 

"These disclosures have made it clear that they have given money to people here to gain entry in India. An inquiry is going on in the US on this issue. But there is no inquiry in India. People have taken money and are sitting tight," the BJP leader said.

 

Trouble broke out when Speaker Meira Kumar asked members to associate themselves with Sinha and called Kamal Nath to respond. This led to Left and Trinamool Congress members, who had submitted adjournment notices on the issue, to storm the Well demanding that they too be allowed to speak.

 

The issue created uproar in the Rajya Sabha too which saw two adjournments with BJP members, supported by members of the Left parties and Trinamool Congress, raising the issue.

 

UPA Chairperson Sonia Gandhi was seen nudging Leader of the Lok Sabha Sushilkumar Shinde to make an announcement that Kamal Nath would be making a statement on the Wal-Mart issue.

 

Nath said, "We have learnt from press reports of the reported disclosure by Wal-Mart under US laws on amounts spent by them on lobbying in various countries, including India.

 

"The government views this with utmost concern and has no hesitation in ordering an enquiry on this in as much as it concerns payments made in India," the Minister said.

 

Making an almost identical statement in the Rajya Sabha, Nath said, "We too have learnt about the disclosures by Wal- Mart. The government views this with concern and have no hesitation in having an inquiry. We want to get to the facts of the matter.

 

"Government is not running away on this concern. We are open for a discussion. This is not a matter of concern for the Opposition, it is also a matter of concern for the government. It is for all of us. We are open for a probe."

 

He said he would come out with a detailed statement later in the day.

 

The matter was raised in the Upper House by BJP member M Venkaiah Naidu who demanded an independent probe into the issue and the matter be discussed in the House.

 

"It is a question of our nation's sovereignty. It is a shameful act. We have to have a detailed discussion," Naidu said, adding the matter was even more serious if the money was spent in the US for lobbying in India.

 

Demanding a probe, senior CPI(M) leader Sitaram Yechury said this was "a serious matter. This is something unacceptable" and announced that he would move a notice for a short-duration discussion on the issue.

 

As the din continued, Ansari adjourned the House for 30 minutes and again adjourned it till noon as similar scenes continued.

 

Earlier in the Lok Sabha, as soon as Speaker Meira Kumar took up the Question Hour, members of Left parties and Trinamool Congress trooped into the Well raising slogans.

They demanded inquiry into reports of lobbying by Wal-Mart, while BSP members sought a status report on a probe in the coal block allocation in Uttar Pradesh.

 

At another point, when the BSP members again stormed the Well, BJP members were heard remarking that they were helping the government after bailing it out on the FDI issue.

 

The uproar continued even as Kumar made repeated appeals for allowing the Question Hour to continue.

 

The Speaker then adjourned the House till noon.

New Delhi, April 7: The government continued to take steps to contain the spread of coronavirus including a strategy of cluster containment as the cases continued to rise and Tuesday saw single-day largest jump of 722 positive cases.

The total number of positive cases reached 4,789 on Tuesday, the 14th day of lockdown.

According to the latest update of the Health Ministry, there are 4,312 active cases, 352 persons have been cured or discharged (one migrated) and 124 have died.

Maharashtra has the largest number of positive cases at 868 and also accounts for the largest number of deaths at 48. Tamil Nadu has 621 confirmed cases.

Thirteen persons have died in Madhya Pradesh and the same number in Gujarat.
The 21-day lockdown was announced on March 24 by Prime Minister Narendra Modi.

At the regular media briefing at 4 pm, Lav Aggarwal, Joint Secretary in the Health Ministry, said that the government is adopting a strategy for cluster containment.

"This strategy is producing positive results, especially in Agra, Gautam Buddh Nagar, Pathanamthitta, Bhilwara and East Delhi," he said.

Aggarwal said that a recent study by the Indian Council of Medical Research (ICMR) has shown that a person infected with coronavirus can infect 406 others in just 30 days if he does not follow the lockdown and social distancing norms.

He said no decision has been taken on extending the lockdown and urged against any speculation.

He said latest technology was being used for management of COVID-19 and there was real-time tracking of ambulances.

The official said the dedicated facilities for COVID-19 are divided into three parts -- COVID Care Centre, Dedicated COVID Health Centre and Dedicated COVID Hospitals.

He said that COVID Care Centres were for treating mild, very mild and likely to be COVID-19 patients. Hostels, hotels, school, and stadium can be used for this. "We have asked states to map it with COVID Care Hospitals and COVID Health Centre so that patients can be shifted if needed," he said.

The official said that COVID Health Centres were for treating COVID-19 patients of clinically moderate level of seriousness. "For this, fully functional hospitals will be used. A dedicated block of a fully functional hospital can also be used for this. The hospitals must have beds with oxygen support," he said.

Aggarwal said that dedicated COVID Hospitals were meant for severe and critical cases and these must be fully-equipped with ICUs and ventilators.
New coronavirus cases were reported on Tuesday from several states including Maharashtra, Madhya Pradesh, West Bengal, and Tamil Nadu.

The Ministry of Environment, Forest and Climate Change has issued an advisory about containing coronavirus in national parks, sanctuaries and tiger reserves in view of the spread of COVID-19 and a report about tiger being infected in New York. The Central Zoo Authority has also advised zoos in India to remain on high alert.

1. The Indian Railways has prepared 40,000 isolation beds in 2,500 coaches and this work is ongoing in 133 locations across the country.

2. Madhya Pradesh Chief Minister Shivraj Singh Chouhan said he was willing to extend the lockdown in the state after the completion of 21-day period to save lives.

3. The government is monitoring the movement of pharmaceuticals closely and the movement of pharmaceuticals through trucks has stabilised in the country.

4. Under the 'Lifeline Udan' initiative, 152 flights have transported over 200 tonnes of cargo till April 6.

5. According to ICMR, testing of 1,07,006 people has been carried out till date and 136 government labs and 59 private labs are conducting tests in the country.

6. The Home Ministry said that the status of essential goods and services was by and large satisfactory in the country. Home Minister Amit Shah has issued directives to the states to ensure there is no hoarding or black marketing in any corner of the country.

7. The number of corona positive cases in Uttar Pradesh has reached 314. Of these, 168 patients are connected to Tablighi Jamaat, state Chief Minister Yogi Adityanath said on Tuesday.

8. The government has lifted restrictions on export of 24 pharmaceutical ingredients and medicines made from them.

9. Union Defence Minister Rajnath Singh said the Group of Ministers had "an extensive discussion on the prevailing situation post the lockdown" in the country. They also appreciated the Cabinet's decision to cut MP's salary for a year.

10. Central Zoo Authority has advised zoos in the country to remain on highest alertness, watch animals on 24X7 basis, using CCTV for any abnormal behavior or symptoms.

New Delhi, Mar 4: A court in Delhi on Wednesday convicted expelled BJP MLA Kuldeep Singh Sengar of culpable homicide not amounting to murder in the death of the Unnao rape victim's father.

District judge Dharmesh Sharma said Sengar had no intention of killing the victim's father. “He was beaten in a brutal manner that led to his death,” the judge said.

The court had sent Sengar to jail on December 20 for the “remainder of his natural biological life” for raping the woman in 2017, when she was a minor.

The Central Bureau of Investigation (CBI) had examined 55 witnesses in support of the case and the defence examined nine witnesses.

The court had recorded the statements of the rape survivor's uncle, mother, sister and one of her father's colleague who claimed to be an eyewitness to the incident.

Charges were framed against Sengar, his brother Atul, Bhadauria, sub-inspector Kamta Prasad, constable Amir Khan and six others in the case.

The case was transferred to Delhi from a trial court in Uttar Pradesh on the directions of the Supreme Court on August 1 last year.

In July, 2019 a truck rammed into the car the rape victim was travelling in with some family members and her lawyer.

Two of her aunts died in the incident. She was airlifted from a hospital in Lucknow and to AIIMS in Delhi.

The victim has been provided accommodation in Delhi and is under CRPF protection.

New Delhi, Jun 5: Around 20 staff members of Delhi Metro Rail Corporation (DMRC) have tested positive for COVID-19, all of them are asymptomatic and are doing well, said DMRC officials.

In a statement, the DMRC said, "Along with the rest of the country, DMRC is also fighting the battle against COVID-19. Delhi Metro's employees have shown exemplary resilience in reporting back to their duties to keep the Metro system in all readiness for the eventual resumption of services."

"Some employees, scattered across the NCR have unfortunately been infected by the virus as well. They are all safe and recovering gradually. However, in this hour of crisis as well, the spirit of Delhi Metro continues to be high," the DMRC stated.

DMRC Managing Director, Dr Mangu Singh, in a message today asked all employees to adhere to social distancing norms and wished those afflicted with the virus a speedy recovery.

"This indomitable spirit will surely help the Delhi Metro, whenever we resume our services in the days ahead," said DMRC.
