LS nods to bill for spl status to backward areas in Hyd-K'taka

New Delhi, December 18: Lok Sabha today cleared a Constitution amendment bill that will grant special status to six backward districts in the Hyderabad-Karnataka region, with provision for reservation in education and jobs for locals.

The Constitution (118th Amendment) Bill, 2012 to insert a new Article 371-J to provide special recognition for the six backward districts of North Karnataka -- Gulbarga, Yadgir, Raichur, Bidar, Koppal and Bellary -- was passed unanimously.

The Bill was passed with overwhelming majority as all members present voted in favour. Labour Minister Mallikarjun Kharge, who is from Karnataka, said the Bill would usher in development in the region.

The bill provides for establishment of a separate Development Board and equitable allocation of funds for development of the region. Besides, it would provide quota in public employment through constitution of local cadres and reservation in education and vocational training institutions for those who belong to the region by birth or by domicile.

The demand for a special status has been long pending. The Karnataka Assembly and Legislative Council had passed resolutions in 2010 for making special provisions for this area.

Opposition parties welcomed the bill and some MPs also sought special status for developing backward regions in many other states including Uttar Pradesh, Bihar and Odisha.

Former Prime Minister H D Deve Gowda, who hails from Karnataka, complimented the UPA government for taking up the bill and said the issue has been pending for the "last 40 years".

Former Karnataka Chief Minister, Dharam Singh (Cong) said passing of the bill would be "the beginning of a new era". "It is a historic day for Karnataka... This (Bill) will give long lasting justice to people of Karnataka and Hyderabad," Ananth Kumar (BJP), who belongs to Karnataka, said.

Government should ensure that justice is done to the people of the region after 56 long years, he said. Shailendra Kumar (SP) urged the government to provide similar recognition for backward regions in Uttar Pradesh, including Bundelkhand.

"(Backward regions) in Uttar Pradesh should also be given special status," he said. Tathagata Satpathy (BJD) appealed to the government to confer special status on backward regions in Odisha.

Odisha, Bihar, West Bengal and Jharkhand, are among the states that have "sacrificed immensely" for the development of the country, he noted.

"An acknowledgement is overdue and Odisha requires special recognition... Hope the UPA government is sensible (on the issue)," he said.

Complimenting the government for bringing the bill, JD-U chief Sharad Yadav said other backward regions in the country should also be given attention. Any area that is not developed does not contribute to the development of the nation, he said.

Saugata Roy (TMC) called upon the government to provide adequate funds for the Gorkhaland Territorial Administration (GTA) which would help in the development of that region. He also welcomed government efforts to bring development to the backward regions in the country.

Asaduddin Owaisi (AIMIM), elected from Hyderabad, said the central government should ensure that provisions of the bill are properly implemented by respective states. Such a bill should also give benefit to the people of Hyderabad, he said.

Mumbai, Mar 13:  Investor wealth worth nearly Rs 12 lakh crore was wiped out in less than 15 minutes of trading on the stock exchanges on Friday, with the two benchmarks, the BSE Sensex and the NSE Nifty, crashing over 10 per cent.

The 30-share BSE Sensex plummeted 3,380.59 points, or 10.31 per cent, to 29,397.55. It hit an intra-day low of 29,388.97, falling up to 3,389.17 points.

Trading was halted for 45 minutes in the early session after the index hit its lower circuit limit.

The BSE and NSE benchmark indices, however, pared most losses with the Sensex trading 835.40 points, or 2.55 per cent, lower at 31,942.74, and the Nifty was down 253.25 points or 2.64 per cent at 9,336.90 at 10.40 am.

The mayhem on Dalal Street eroded investor wealth worth Rs 12,92,479.88 crore, taking the total m-cap to Rs 1,12,78,172.75 crore on the BSE at 1020 hours.

The m-cap of BSE-listed companies stood at Rs 1,25,70,652.63 crore at the end of trading on Thursday.

Traders said besides global selloff, incessant foreign fund outflows also weighed on investor sentiments.

On a net basis, foreign institutional investors sold equities worth Rs 3,475.29 crore on Thursday, data available with stock exchanges showed.

On the BSE, 1,279 scrips declined, while 193 advanced and 40 remained unchanged.

Volatility heightened in global markets as benchmarks world over went into panic mode, insinuating a freakish selloff.

Bourses in Shanghai dropped over 3.32 per cent, Hong Kong 5.61 per cent, Seoul 7.58 per cent and Tokyo cracked up to 7.97 per cent.

Wall Street lost 10 per cent in overnight trade.

More than 1,30,000 cases of the novel coronavirus have been recorded in 116 countries and territories, killing at least 4,900 people.

The number of coronavirus patients in India has risen to 74, as per the health ministry.

Mumbai, Feb 18: A group of citizens on Tuesday demanded a thorough inquiry into the death of special CBI judge Brijgopal Harkishan Loya in 2014.

The group has written a letter to Maharashtra Chief Minister Uddhav Thackeray, seeking a time-bound probe into the death of Loya.

Loya, who was hearing the high-profile Sohrabuddin Sheikh fake encounter case of Gujarat, died of a cardiac arrest in Nagpur on December 1, 2014, when he had gone to attend the wedding of a colleague's daughter.

Social activist Ashok Pai, addressing a press conference on behalf of the group, also demanded proper compensation for the judge's family, saying he was on an "official" tour.

Pai said on Tuesday he met NCP president Sharad Pawar, whose party is a key constituent of the Maha Vikas Aghadi (MVA) government in Maharashtra, and raised these demands with him.

Pawar assured to look into the demands, he said at the press conference at the Mumbai Marathi Patrakar Sangh.

"We have handed over a letter to Maharashtra Assembly speaker Nana Patole and dispatched a copy of the letter to Chief Minister Uddhav Thackeray (seeking a probe into Loya's death)," Pai said.

As the matter relates to "mysterious" death of a sitting judge of the CBI, all facts about it must be made public after a detailed and time-bound probe, Pai said.

The Loya death case had reached the Supreme Court.

The Supreme Court had held that Loya had died of "natural causes" and had rejected PILs seeking an SIT probe into the death, questioning their motive.

The SC had held that petitions were moved by political rivals to settle scores which was a serious attempt to scandalise the judiciary and obstruct the course of justice through a "frontal attack" on its independence.

Aligarh, Feb 11: Paediatrician Dr Kafeel Khan, who was arrested from Mumbai on January 29 after he delivered a speech at Aligarh Muslim University (AMU) against communalism and politics of hate, will be released from jail on Tuesday after he was granted bail by an Aligarh court.

Khan will be released from Mathura jail on Tuesday after legal formalities are completed.

Chief judicial magistrate Karuna Singh granted bail to Khan on Monday on a bail bond of Rs 60,000. Two surety bonds of Rs 60,000 each would also be furnished by the guarantors.

Dr Khan's lawyer, Mohammad Irfan Gazi, told reporters, "The court was told that Khan was falsely implicated by police under political pressure. After hearing the arguments, the court granted him bail."

The suspended doctor was arrested by special task force (STF) of the UP police from Mumbai on January 29, when he reached the city to attend a protest against the Citizenship (Amendment) Act.

He was arrested in connection with a case registered against him in Aligarh under section 153-A (promoting enmity between different groups on ground of religion) of the Indian Penal Code at Civil Lines police station on December 13

The case was filed after his speech at Aligarh Muslim University (AMU).

According to the FIR, while addressing students, without naming anyone, Dr Kafeel Khan said that 'Mota Bhai' is teaching everyone to become Hindu or Muslim but not a human being. "This is a fight for our existence. We have to fight."

The FIR also said that Dr Kafeel Khan made an attempt to vitiate the peaceful atmosphere and disturb the communal harmony with his speech.

Dr Khan was in the news in 2017 when he was named as one of the nine accused in a case involving deaths of several children due to alleged disruption in supply of oxygen at the BRD Medical College in Gorakhpur. Though he was granted clean chit in a departmental inquiry, his suspension has not yet been revoked.
