Rising tide of sexual violence in India

rape_protestNew Delhi, December 21: Despite an outpouring of anger at a student’s gang-rape, observers say misogyny remains widespread in India where sex assaults are often dismissed as “teasing” and victims find themselves blamed for attacks.

The Sunday night assault on a bus in New Delhi, which left the 23-year-old victim fighting for her life, has triggered nationwide revulsion and protests.

But campaigners say India has been slow and complacent in its response to what they call a rising tide of sexual violence against women.

Official figures show rape cases alone more than doubled between 1990 and 2008, though part of the rise could be attributed to better reporting.

“Our streets reflect an extreme misogyny,” Brinda Karat, a Communist Party lawmaker said.

“Women are objectified, harassed or sexually assaulted all the time, but no one does anything about it.

“Why should it take such a horrendous crime to wake us up to the fact that crimes against women keep increasing while conviction rates remain very low?”

National crime records show that 228,650 of the total 256,329 violent crimes recorded last year targeted women, with conviction rates for rape cases at 26 percent.

Campaigners say such figures are a direct consequence of a failure to tackle a culture in which sexual harassment is often dismissed as little more than a joke.

For example activists say “eve-teasing”, a phrase widely used to describe harassment ranging from obscene comments to molestation, obscures the depth of the problem and creates an impression that victims are only being “teased”.

There have long been complaints that police in India are dismissive of sexual harassment as a serious crime and campaigners have steadily attacked authorities for their lax and often insensitive response to victimised women.

An account published in the national newsmagazine “Tehelka” this month by a rape survivor illustrated the routine treatment of victims of sex crimes.

In it, a 23-year-old student at Delhi University recollected her ordeal, from the violent rape and beating to a brutal medical examination at a government hospital to a courtroom trial where she was questioned several times about the fit of her jeans and her “provocative” underwear.

Although Indian law requires that any rape victim be shielded from public view during a trial, no such screen was provided during her initial court appearances.

Her family received anonymous threatening phone calls every time she turned up in court. Last week, three years after the attack, her alleged rapist was cleared.

“Rape is a crime unlike any other. You have to live with your violated body, you have to live with the memory of what was done to you, and you have to live with the fact of your own helplessness,” she wrote.

In response to widespread fear among women of sexual harassment, trains in Mumbai and Delhi run segregated women-only coaches.

India’s top court directed all state governments last month to put female police officers in all public spaces including markets, parks, beaches and public transport.

A traditionally conservative country, India’s rapid economic growth has thrown open new job opportunities for women and increased their financial independence.

But activists say that many men see the trend as representing a threat to male dominance.

“Today we are seeing a real battle between a violent patriarchal mindset and a surge of empowered women who are very visible in urban India,” Hindol Sengupta, co-founder of Delhi-based non-profit Whypoll said.

“Female empowerment is totally unsettling to many men in this country, it has shaken up their sense of entitlement and their response is violent and volatile.”

New Delhi, May 31: Congress leader Kapil Sibal on Sunday questioned the Prime Minister on how much money has been given to labourers from the PM-CARES Fund.

"I would like to ask Prime Minister Modi, 'Can you tell us how much money did you give to labourers from your PM-CARES Fund?' I request him to answer this question. Many people died during this period, some died while walking, some died in the train, some died of hunger," Sibal said while addressing a virtual press conference.

The senior Congress leader further asked how much ex gratia did the Prime Minister give to the labourers who died in the corona crisis while negotiating the lockdown.

"I refer you to Section 12 of the Disaster Management Act. It says that ex gratia assistance on account of the loss of life and also assistance for the restoration of livelihood should be provided by the government. Did the government give ex gratia assistance to people who died in the crisis? The act also mentions special provisions for widows and orphans. The government should clarify how much assistance they gave to such people," he said.

Sibal said that the government should keep aside its agenda for the last six years and concentrate on making pro-poor policies.

"In the coming days, our economy is going to go into the negative territory as also confirmed by RBI. There are 45 crore labourers in our country. What will be their state? We have to look at our future. That is why we want to request the government that the agenda that they have run over the last six years should be kept aside and that government should care about the poor and draft policies for them," the Congress leader said.

Feb 4: Amid the agitations against Citizenship Amendment Act, National register of Citizens and National Population Registration across the country, Prime Minister Narendra Modi on Monday said that there is a "political design" behind all these protests including in Delhi's Jamia and Shaheen Bagh to ruin the harmony of the nation.

"Be it Seelampur, Jamia or Shaheen Bagh, protests held over the past several days regarding the Citizenship Amendment Bill. Is this just a coincidence? No. This is an experiment," said Prime Minister Narendra Modi in his first election rally for Delhi polls at Karkardooma.

"There is a political design behind all these protests including Jamia and Shaheen Bagh. These protests are a conspiracy to divide India. These protests are going to ruin the harmony of the nation," he asserted.

Lambasting the opposition parties including Congress and Aam Aadmi Party for supporting the ongoing protests, he said: "But AAP and Congress are provoking people. Constitution and tricolor are being kept in front and attention is being diverted from the real conspiracy."

"These people were doubting the ability of our forces during surgical strikes. Do citizens of Delhi want such people in power? These people are saving those who want to break India into pieces," he added.

People have been protesting at Jamia and Shaheen Bagh against CAA, NRC and NPR. Members of the Opposition have deemed CAA "discriminatory and anti-Constitution" while the Centre has maintained that the new law has no effect on Indian citizens.

Recently, two firing incidents took place near Jamia Millia Islamia University.On Sunday night, the firing incident was reported near gate number five at the university following which people including some students of the varsity gathered outside the Jamia Nagar police station. They returned from the Jamia Nagar police station after their complaint was registered.

Earlier, a student sustained injuries after a young man fired at the protestors near Jamia.

Once again incorrect statement and only to divert people attention.  Every one knows who is ruining image of our nation.   this govt has completely failed in all aspects and trying to survive by misguiding the citizens.  Economy is reaching zero and GDP is coming down day by day, Banks and industries on getting closed. youths are unemployed due to no chance.   However, Govt is giving false statement that nothing to worry and our economy if growing.   this govt has brought black bills of CAA and MPR only to divide the society and keep them engaged and forget the falling economy.   If this situation continues, our nation will be one of the poorest countries in the world.   This govt is trying to sell all Govt hold units like Railway, Insurance, etc to private companies only to help the industrialists and to get commission from them.    LIC was running in profit till 4 to 5 years back, but now its running in loss.   Huge amount of money from LIC is taken by Govt to hide the downfall of economy.   Only God can save our country from the hands of present looters + decoits.

Dhaka, Jan 3: Bangladesh's paramilitary force chief said on Thursday that a total of 445 Bangladeshi nationals returned from India in last two months following the publication of the National Register of Citizens (NRC) by the Indian government.

Border Guard Bangladesh (BGB) Director General Maj Gen Md Shafeenul Islam disclosed the figure during a press briefing here.

"About 1,000 people were arrested in 2019 for illegal border crossings from India to Bangladesh, with 445 of them returning home in November and December," he said.

After verifying their identities through local representatives, BGB came to know that all the intruders are Bangladeshis, Islam said, adding that 253 cases were lodged against them for illegal trespass, while initial investigations found that at least three of them were human traffickers.

The BGB Director said the trespassing did not create any tension between the border forces of Bangladesh and India.

Last week, Islam visited India where he said that the creation of the NRC is completely an "internal affair" of India and the cooperation between the border guarding forces of the two countries is very good.

He said the BGB will continue to do its work of preventing illegal border crossings as per its mandate.

A BGB delegation, led by Islam, was on a bilateral visit to India to hold DG-level border talks with its counterparts, the Border Security Force (BSF).

The talks took place from December 26-29, during which a host of issues related to cross-border smuggling and activities of criminals and others along the 4,096-km-long front were discussed.

Responding to a question, Islam said, "No discussion was held at the conference over the (NRC) issue".

He said during the five-day talks held in New Delhi, the BGB demanded that the BSF should take effective steps to prevent killings of Bangladeshis on frontiers as casualty figures sharply rose in 2019.

"The number of border killings in 2019 was highest in the last four years. As per our calculation, the number of such unexpected deaths was 35," the BGB chief said.

However, the BSF estimate of the casualty figure is much lower than our calculation, he said.

Islam said the BSF is following the policy of maintaining maximum restraint and minimal use of force even after being attacked by "armed border offenders".

A statement issued by the BSF last month in New Delhi after the conclusion of the DG-level talks said, "On the concern of the BGB regarding the death of Bangladeshi nationals on borders, it was informed to them that a non-lethal weapon policy is strictly followed by BSF personnel on borders.

"Firing is resorted to only in self-defence, when BSF patrols are gheraoed and attacked by ‘dah’ (a sharp-edged weapon) etc. It was specified that the BSF does not discriminate between criminals based on nationality," it said.
